The Premier towns is an award given by the Victorian state Government. It recognises positive actions by regional communities to protect and enhance their local environment. It is based on criteria relating to litter prevention and waste management, environmental and heritage management as well as activities among community groups and leadership. This book was part of a large group of books referred to as the Pattison Collection, which belonged to the Warrnambool Public Library, part of the Warrnambool Mechanics’ Institute. The title on the fly page is the title used for this record. However, the title on the front cover differs, being "England's Pioneers and Great Historical Movements". About RALPH ERIC PATTISON and the ‘PATTISON COLLECTION’ The ‘Pattison Collection’ is a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities, are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the WMI was led to ask the City Council to take it over in 1911 due to a lack of financial support. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Public Library as it was then called. Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up a home in Warrnambool. In 1935 when Pattison accepted the position as City Librarian for the Warrnambool City Council his huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. THE NEW WARRNAMBOOL LIBRARY When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. This commemorative badge identifying the wearer as a Girl Guide and was used in the 1970's and later. The Girl Guides "World Camps" was founded in 1924 and each subsequent "camp" was in other global countries. The Camp Baree was held in 1947/1948 in Pennsylvania in the USA. In Victoria, Australia, a Barree Regional location for Girl guides, encompasses the Kiewa Valley and its regions. Girl guides in rural areas covered the same developmental programs as in the city areas but the bush settings of annual camps did not have the same impact as for city based guides. The comradeship however, bringing together girls from a widely diverse background, was still a very important objective of the Girl Guide movementThe significance of this badge is that the Girl Guides held a World Camp in the Barree region which included the Kiewa Valley.This world wide attention(Girl Guides) to this region paid special attention to the "home side" girls and highlighted in particular those girls in the Kiewa Valley who participated in the Girl Guide movement. The ability to have such a personal contact with so many girls from so many world regions helped to break the somewhat isolated regional life. The fundamental lessons of the girl guides was and still is to enrich young girls knowledge of skills which provides self esteem, pride in achievements and the togetherness with like minded girls. Social barriers are left behind and good friendships are formed. Frank Wright was a renown resident of Smeaton, where he was born. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was appointed in 1934 as the Musical Director of the London County Council (the GLC or Greater London Council), where he organized many amazing concerts in most of the 150 parks, in and around the London district. He was also responsible for some of London’s major concerts at Kenwood, the Crystal Palace and Holland Park. He was made Professor of Brass and Military Band Scoring and Conducting and was a Fellow of the Guildhall School of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. Frank was awarded an M.B.E. in 1967. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia.A printed programme of the Welsh Regional Qualifying Finals for the National Brass Band Championships of Great Britain. Point to Sky is one of Akio Makigawa’s final works, the commission was completed posthumously. It is the only public artwork by the celebrated Australian-Japanese sculptor of this scale located in regional Victoria. You will see two stainless steel forms, a smaller more rectangle form and the towering geometric form, with seed pod shapes at the peak. These forms represent the house, the artist is expressing that home is a shelter and also a place for gathering. The house form grows into a tower to symbolise the achievements of mankind and the action taken to protect the rights of the community during the Eureka Stockade. The top seed pod is gold, referencing Ballarat as the centre of the gold rush in Victoria, as well as representing the sun as the source of life. The paving of the forecourt was designed in bluestone, typical of the work of Makigawa. Stainless steel panelling and shaping on armature. Vice Chancellor was influential in promoting University of Ballarat in becoming a central player in the Ballarat and Western Victoria region. In 1998 he oversaw the amalgamation of the University with two Tafe institutions, which created the only multi-sectorial regional university in Australia. Professor James was a formal Ballarat City Councillor, the Chairman of the Ballarat Foundation from 2001 to 2008. He was also the recipient of the Centenary Medal in 2003 – an award created by the Centenary of Federation, which recognises the achievements of a cross-section of the Australian community, by honouring people who have contributed to society of government in Australia. The photograph was taken in the Board Room of Royal District Nursing Service (RDNS) 452 St. Kilda Road, Melbourne. It was taken after Sister Pat (Paddy) Rowley received her Fellowship of the Australian College of Nursing. The Australian College of Nursing describes the Fellowship as follows: "Fellowship of the Australian College of Nursing (ACN), is a prestigious member status awarded to nurses in recognition of significant professional achievement. Fellowship recognizes the experience and contribution of nurse leaders to ACN and the profession".The regalia worn by Sr. Rowley as a Fellow, is a black gown with the wide trim to the front edges of scarlet satin and the regalia hood of inner white and outer scarlet satin. Sr. Rowley is the Principal Nurse Educator at RDNS.Sister Rowley commenced at Melbourne District Nursing Society (MDNS) in 1956 working as a District Nurse in a large district covering South Melbourne, Albert Park, Middle Park, and suburbs bordering from St. Kilda to Port Melbourne. In 1961 she was asked to be a Control Sister answering the telephones in Headquarters. She left MDNS for a short period, and after being asked to return was accepted, in August 1962 to take the MDNS 2nd Post Basic Course written by Miss Mary Evans; during this time Sr. Rowley wrote a paper on Liaison which led to continuity of care of patients between hospitals and RDNS. Following the course she commenced in Education and rewrote the Post Basic Course. In 1964 Sr. Rowley commenced, on a part time basis, working as a Liaison Officer at the Alfred Hospital. She attended the Teachers College, doing the 12 month course in 6 months, but this course did not have a health component, so she applied, and received, a Florence Nightingale Scholarship to the College of Nursing, gaining her Diploma of Nursing Education in 1968. Following this she became the, now named, Royal District Nursing Service (RDNS), Education Officer. In 1969 Sr. Rowley, with Miss Mary Evans, DON, attended the quadrennial Congress of the International Council of Nurses in Montreal, Canada and then Sr. Rowley visited USA looking at Public Health Nursing Education programs. As well as her RDNS work, Sr. Rowley became Nursing Consultant to the St. John's Ambulance Association in 1970, assisting in planning their Home Nursing Course book. In July 1971 Sister Pat (Paddy) Rowley, was awarded Fellowship of the Australian College of Nursing (ACN). The Australian College of Nursing describes the Fellowship as follows: "Fellowship of the Australian College of Nursing (ACN), is a prestigious member status awarded to nurses in recognition of significant professional achievement. Fellowship recognizes the experience and contribution of nurse leaders to ACN and the profession”. Sr. Rowley was then appointed as Principal Nurse Educator and wrote many of the programs for the Education department. Working as an Educator she travelled to regional hospitals, e.g. in Geelong and Ballarat to give lectures on District Nursing. When the Education Department relocated to 488 St. Kilda Road, she arranged the floor plan of the rooms. Sister Rowley retired from RDNS in 1988 having worked for 26 years in Education and a total of 32 years with the Melbourne, later named Royal, District Nursing Service. .
