.1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. The proposed restructure of PCS is outlined in Annex A with redundant personnel listed in Annex B. The combined Troop is to be designated "Construction Troop" and comprises 1 Offr and 69 ORs. The role of this Tp would be to perform all digital production. It is further divided into small and Large Format Sections. This division is functionally based and reflects the hardware and software configurations now resident within the Sqn post system upgrade. .3 During the transition period leading to full implementation of the PHIO, the Army Svy Regt and DTSE (later ATSE) will at times operate concurrently whilst Army Svy Regt scales down production and progressively transfers all technical functions to DTSE. army Svy Regt and 4 Fd Svy Sqn will continue programmed production activities until declared operationally ineffective, however a contingency mapping capability will be maintained throughout the period of implementation. Implementation of the PHIO involves a number of related activities including staff recruitment, equipment acquisition and transfer of technical responsibility. The document confirms that the Tender for the supply of maintenance to the Warrnambool Light, also known as the Lighthouse, by the Warrnambool Gasworks was successful. The Tender was issued by the Engineer in Charge, C. Maclean, Ports and Harbours, Melbourne, for a the period ending 30th June 1908, at the offered rate of 10/- (ten shillings) per 100.0 c/f (cubic feet). The Manager of the Warrnambool Gasworks expected to follow this acceptance with a visit to the Collector of Customs to sign the Conditions of Contract and Bond. The light of Warrnambool's Lady Bay Lighthouse was originally powered by oil. Later it was converted to gas, followed by electricity, then solar power, and finally to battery power. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. Funding for the construction of the Rotunda was bequeathed in the Will of local resident Mrs Annie Williams, who was born in Daylesford in 1872 and died in Kew in 1930. Annie’s Will stipulated that the remaining value of her Estate be spent on erecting a Bandstand in the Port Fairy Botanical Gardens dedicated to the memory of her brother Hugh, a stretcher bearer in WW1 and who died in 1921 after being discharged with health issues, her husband Henry, and herself naturally. There is a plaque dedicated to Annie on the Bandstand She requested that the Bandstand be a replica of the one at Daylesford but by 1933 the value of her Estate had diminished to £76.4/8 which was insufficient to cover a similar design and the Borough Councillors felt it would be too extravagant for the Port Fairy Botanical Gardens. Local builder J.J.McLaren’s tender of £71.15/- was accepted and the octagonal concrete pillared construction was completed with the use of sustenance labour the following year. The Bandstand was opened in December, 1934 with a performance by the Port Fairy Band and local residents enjoying the entertainment and a picnic. In 1934 it was reported that there was some fuss in Council because of the whereabouts of the sum of approximately £3/- , being the amount left over from the build.
