The City of Kew (1860-1994) was a municipality within the boundaries of suburban Melbourne, bordering on the inner suburbs. It was governed by a Council who employed council officers and workers. Services offered to ratepayers included garbage collection. Workers also carried our rubbish removal. From the evidence of photographs, garbage trucks has a semi-circular top with openings on the side of the top and at the rear. Rubbish carts were simple open top containers. Both garbage trucks and rubbish carts were drawn by horses and, in the interwar years and after, operated out of the Council Depot in High Street (formerly the 'horse tramway' sheds and later was to be replaced by the Kew Recreation Centre. The depot was on the corner of High and Disraeli Streets, kew. Small, original black and white positive photograph of a council worker, horse and rubbish cart. This rectangular cart has an open top. Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows views of hilly gravel roads and graders at work maintaining them. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. A Dray is a type of dead axle wagon that was used to transport heavy loads or objects. They had a flat level floor and while some had no sides, others had box bodies and sides. Tip Drays (also known as Tip Carts, Muck Cart, Scotch Cart, Tumbrel or Putt in different parts of England) were smaller than other drays as their loads were heavy and usually only pulled by one horse. Their basic design included two wheels, a tipping body and shafts. The Tip Dray has a unique mechanism that allows the top to tip backwards to tip the load out of the back of the dray. The tipper was activated by a handle at the front allowing the driver to operate it while still having control over the horse. A Tip Dray was an indispensable piece of equipment in the days before tractors and mechanical trucks. They were used by farmers and carters to transport hay, rocks, bricks, gravel and rubbish etc. and because they were useful for dumping loads, they were favoured for use in road and railway construction. A photo in the collection of the Lorne Historical Society shows a tipping dray being used during the construction of the Great Ocean Road. They were part of the daily street traffic in towns and cities around Australia from the early days of settlement. In Australia in the early 1900's, carters began to join unions to protect their jobs and pay. N.S.W. had a "Trolley, Draymen and Carters Union", Queensland had a "Tip Dray Men's Association" and in W. A. the "Top Dray Driver's Union" had a "cessation of work" in 1911 when they were fighting for an increase in their day's wages. In 1910 a meeting of Tip Carters was held in Geelong at the Trades Hall to discuss the formation of a union (The Geelong Tip Dray Carters) which was a success and a schedule of rates for all carting, whether by contract or day labor, was fixed. By 1912 they had "labelled" more than 50 drays and had representatives on the "Trades Hall and Eight Hours Committee". By the mid 1930's and early 1940's, tip drays were being superseded by mechanical trucks and utes. However tip drays continued to be used in some circumstances. They were a practical solution to the problem of petrol rationing during W. W. 2. It was noted in a letter to the editor in the "Sunshine Advocate" in 1938 that a positive argument for continued use of Tip Drays for rubbish collection related to the idea that a horse drawn vehicle involved with lots of stops and starts at different houses (very like a milkman's delivery route) often involved the horse "driving itself" while the driver picked up the rubbish - something a motor truck was unable to do! Another article written in August 1935 and published in the Age in a parliamentary report into the rubber industry noted "tip drays had almost disappeared and in their place, metal was carted in 5 ton motor trucks" but the report went on to say that as a part of the Government relief work (during the Great Depression) the Government had "to some extent reintroduced the tip drays so that a greater number of men would be employed". This particular tip dray was owned by Mr. Oswald (Jack) Bourke. He used it to deliver dry goods from Sunbury to the Queen Victoria Market in Melbourne several times a week in the 1930's and then (between 1945 and 1962) Mr. Bourke used it on the garbage round in Springvale Victoria for the Springvale Council. The Council owned three drays and the "No. 3" painted on this dray is in recognition of its original number. After the death of Mr. Bourke in 1990, one of Mr. Bourke's sons (Andy) found the dray in a shed and restored it. The sign writing on the back and side panels were added during the restoration. This Tipping Dray is a significant example of a horse drawn vehicle that was used by workers from the early days of white settlement through to the 1940's and even into the early 1960's. It was used in a range of "working class" occupations - road construction, railway construction, carting goods, rubbish collection etc. and would have been found in cities, country towns and on farms.A wooden and metal tipping dray with a box body and four sides. It has two iron and wooden wheels (with 14 spokes), two wooden shafts and a metal tipping mechanism. The back panel folds down to allow loads to be dumped out. It is painted in green and cream with sign writing on one of the sides and on the front and back panels. It features decorative painted lines and designs in burgundy, cream and light blue on most of the wooden parts. The tipping mechanism is on the front of the dray's left side and consists of a metal pin secured with a metal ring, and a lever.Front of dray - "No. 3" Side of dray - "A. & M. It is a rare collection of 3,000 perfectly preserved glass plate photograph negatives. The collection is the work of the late Albert Jones, a Diamond Creek orchardist and amateur photographer. About 500 of the negatives have been printed and 100 are on display at Gallery 4, Eltham, as part of the Eltham Festival," which started on Friday. They capture in fine detail rural and village life around Eltham, Hurstbridge, Kangaroo Ground, Yarra Glen and Diamond Valley from 1900 to 1930. While the natural beauty of the district was painted in this period by Arthur Streeton (later Sir Arthur), Tom Roberts and Charles Conder, among others, photography was relatively new. Yet Albert Jones used the new medium to compile a weighty album of pioneers at work, at home, at sport and on holidays. He was at the first Yarra Glen race meeting, early Diamond Valley football matches and photographed soldiers from the district leaving for war. He photographed early gold mines, men with horses laying the Diamond Creek-Hurstbridge rail track and the arrival of the first steam train at Hurstbridge. He took his cameras on holiday around Victoria and the collection includes scenes from St. Kilda and Portsea and many country towns. The Jones collection of negatives was found by Mr A. J. "Ned" Spark, of Balwyn, under a house he bought from Mr Jones' widow. The plates almost went to the tip with a pile of rubbish before Mr Spark realised their potential value. Mr Spark, who is retired, will continue the identification and recording of the photographs when he returns from holidays. The exhibition of the Jones' photographs is open each afternoon until August 21 at Gallery 4, 1016 Main Rd., Eltham. The Rob Roy Hill Climb originated in 1935 on the property of former Heidelberg Mayor, William Clinton, where he reared the Rob Roy breed of miniature ponies. He established Pleasure Grounds on part of the property attracting groups of Sunday visitors from Melbourne's inner suburbs. Visitors enjoyed a picnic area, pony rides, a dance hall and a tap room. Young men would ride their BSA or Harley Davidson motorcycles to the property which led to regular club-organised hillclimb meetings between 1930 and 1936. In 1935 Clinton offered the use of his property to the Light Car Club of Australia for their hillclimbs. The track was sealed that same year and the hillclimb at Clintons Road was one of only three specially designed bitumen surface hillclimbs in the world, the others being Shelsey Walsh and Prescott Hillclimbs in the UK. The first Light Car Club of Australia hillclimb was held at Rob Roy in February 1937. Covered under Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p133 About six times a year the unlikely sound of car engines emerges from deep in the heart of Christmas Hills.* Usually a quiet retreat, the Hills are home to one of the world’s oldest purpose-built motor sport venues - the Rob Roy Hillclimb. When sealed in 1939, the hillclimb at Clintons Road was one of only three specially designed bitumen surface hillclimbs in the world, the others being Shelsley Walsh and Prescott Hillclimbs in the UK.1 The Rob Roy Hillclimb originated in 1935 on the property of former Heidelberg mayor, William Clinton, where he reared the Rob Roy breed of miniature ponies. Rob Roy was the Scottish folk hero and outlaw. On part of his property Clinton established Pleasure Grounds, attracting Sunday parties from Melbourne’s inner suburbs. Visitors enjoyed a picnic area, pony rides, a dance hall and a tap room.2 Young men riding on their BSA or Harley Davidson bikes led to club-organised regular hillclimb meetings, between 1930 and 1936. In 1935 Clinton offered his property to the Light Car Club of Australia for their hillclimbs. In February 1937, the first Light Car Club of Australia hillclimb meeting was held at Rob Roy. Jack Day achieved the fastest time that day for the 760 yard (695m) track at 36 seconds in a Ford V8 engined Bugatti Special. At first the climb was just a dusty gravel track, but in 1939 it was up-graded and bituminised. Today the 695 metre track begins on a slight incline, proceeds through a sharp right turn, which formerly passed a rusty iron shed, now remembered by the name Tin Shed Corner. The track continues down a slight incline to a level stretch along the top of an embankment holding back a half-acre (0.2ha) dam, then up to a one-in-three gradient. The track then winds uphill through several left turns to the finish line. In 1939 Frank Kleinig reduced the record to 29.72 seconds in an MG Hudson. Throughout World War Two the Rob Roy Hillclimbs were suspended, but were resumed in 1947. The hillclimbs consistently attracted crowds averaging 500 to 600 people, peaking at 2000, until the hillclimb was destroyed by the 1962 bushfires. The meetings included nine Australian Hillclimb Championships, with the first in 1938 won by Peter Whitehead in his ERA. Eight of the Outright and Class record holders were Australian Grand Prix winners including Jack Brabham, who became a triple F1 World Champion. The Light Car Club of Australia held 61 meetings at Rob Roy. Events usually included Touring, Gran Turismo, Production, Sports, Racing and Vintage cars and in the latter years Go-carts. These meets suddenly stopped after the 1962 bushfire destroyed the access bridge on the property leading to the track area, although fortunately Clinton saved his home. The club then established the Lakeland Hillclimb venue close to Lilydale.3 From 1979 to 1987 the MG Car Club ran hill climbs at the Templestowe Hillclimb until the land was to be sub-divided. In 1991 the MGCC approached the Shire of Nillumbik about using the derelict Rob Roy venue. In 1992, after much lobbying, the club signed a ten-year lease from Melbourne Water, which has been renewed. The original track was faithfully reconstructed. Access roads were improved and guard rails were installed on the causeway. Permanent structures were rebuilt and tonnes of rubbish removed. This was made possible by an immense amount of voluntary work by MGCC members and financial support from the newly formed Friends of Rob Roy. In February 1993 the first Return to Rob Roy Historic Meeting was run with a huge spectator attendance of around 1000 enthusiasts. In September 2007, the Nillumbik Shire Council gave the hillclimb heritage protection. This acknowledged the property’s significant contribution to early Australian motor sport with its social connection to William Clinton and the local community.4 *Christmas Hills was named after emancipated convict and shepherd David Christmas, lost in these hills. This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. It remains the most recent comprehenesive publication devoted to the Shire's history connecting local residents to the past. nillumbik now and then (marshall-king) collection, rob roy hill climb, clintons road, light car club of australia, william clinton

It’s hard to believe, as look at Alistair Knox Park, that this whole area was a tip in the 1960s. Although now valued as a natural attraction, the hills and lake are human made, with the hills built on mounds of rubbish. School children planted many of the trees. Many of the large eucalypt trees are remanent of the original bushland. The park has a National Trust Landscape Classification. It was close to this location that the Eltham Obelsik was originally located in 1919 and had to be relocated when roadworks were undertaken to widen the intersection. The park is named for Knox who was a local designer, builder and advocate for an alternative lifestyle, best known for use of mudbricks. Published in "The Sun", Wednesday, August 11, 1976, pp 38-39 [Text of article:] A WINDOW ON THE PAST by Roger Sanders. A fascinating window has been opened on the early life of the Eltham district. It is a rare collection of 3,000 perfectly preserved glass plate photograph negatives. The collection is the work of the late Albert Jones, a Diamond Creek orchardist and amateur photographer. About 500 of the negatives have been printed and 100 are on display at Gallery 4, Eltham, as part of the Eltham Festival, which started on Friday. [Captions of photographs included in article:] • The priceless collection of glass plate negatives were found under this house in Eltham [actually Wattle Glen], home of Albert Jones and his wife. • A quiet country pub - Panton Hills Hotel. • Teams of draught horses were used in the building of the Diamond Creek-Hurstbridge railway in 1910. • Chinaman Jimmy using a gold cradle in Wattle Glen Gully. • The photographer and orchardist Albert Jones. Shows the carpark adjacent to the original Safeway store which was dug up July 2000.The Margaret Ball (Pre 1960s Houses) Collection was a personal project initiated to mark the year 2000 and arose as a result of the disappearance of many pre-1960s parts of Eltham due to development. Approximately 200 pre-1960s style houses that were left in Eltham between Main Road and east to Bible Street, between Cecil Street to the north and south to Dalton Street were photographed in late 1999. Not all of the houses could be photographed; some because the garden or trees blocked the view of the house, others because of rubbish or cars were in the way, some because people were working on the house or in the gardens at the time.Colour photographic print eltham, houses, streets, pryor street, margaret ball (pre 1960s houses) collection
