The Gippsland Institute of Advanced Education was established in September 1968. On its establishment, the institute assumed responsibility for the diploma courses previously offered by the Yallourn Technical College which had commenced diploma teaching in 1929. Initially, all the Institute's teaching was conducted in the diploma building of the Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounds near the township of Churchill south of Morwell. This milli-volt meter was manufactured after 1950 and used by the SEC Vic (Kiewa Hydro Electricity Scheme) from that date until late 1900's. It was used to measure very small voltages associated with the operation of the various Hydro Generators. The readings were able to be shown by the resistor in use in the current circuit. During this time period, high quality testing instruments were either sourced from Europe or England.This milli-volt meter is very significant to the Kiewa Valley as it was used by those electrical technicians, who were part of the Kiewa Hydro Scheme. An "off spin" from the Scheme was the beginning of an explosion in "human" resources into the Kiewa Valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both industrial and larger residential community. This evolution in the Kiewa Valley created a change, not only in the "physical" landscape(better roads and infrastructure), but also the socio-economic growth within the Valley allowing other "tourist" based industries to expand within the valley and Alpine areas.This millivolts DC meter was used in the 1950's. It is contained in a wooden box and has two coloured (red/black, positive and negative) screw tight knobs which have bake-lite connections. It also has a covered (black tin) view meter marked from zero to 10 millivolts. Underneath this and within a round bake-lite is a small adjustment screw. The top of the box is fastened onto the main structure by six brass screws. The back of the structure is fastened by eight brass screws and there are four small bake-lite rest knobs.On the face of the millivolt compartment , and at the top "TO BE USED WITH DIAL HORIZONTAL TEMP. This Favag Timer apparatus was a part of the first electronic control system -(1960's), in Victoria), which worked using telephone stepping selectors to convey a change in voltage providing a regulated pulse from the control centre(Mount Beauty) to the remote Power Stations opening and closing (stop/start) of various devices at the Power Station and a return signal confirmed the action taken. Testing of this unit was carried out using a "dummy" device at the remote Power Station so as not to disrupt the power plant's operation. This timer was one of many electrical apparatus connected to the large SEC Victoria Hydro Scheme's electrical power producing generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro Schemes was achieved from the early 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce,inclusion of skilled and unskilled, migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This Favag Timer was one of the crucial pieces of equipment that made it possible for the Mount Beauty Terminal Station to control the operations of these Power Stations; McKay, Clover, West Kiewa Power Stations and the Dederang Terminal Station.This aluminium and anodised "FAVAG" (pulse) timer is fastened to a base structure which comes with its own metal cover that is fastened by two metal hooks. From the top of these hooks runs a thick leather "carry" strap.The instrument, itself, a small "micro motor" at one end tape feeding spool on the other. Aluminium metal structures offer a preventative barrier against any electronic spikes from static electricity sources. There are two toggle switches to the bottom right hand side and twelve coloured "pin" connection points.There is a sliding access sleeve which exposes a circuit board.with various leads fastened on each side. In front of one of this slide are two "screw in" fuses, spare fuses are in a small envelope taped above. Circuit diagrams are etched white on black background on the top face of the main structure. At the base of the back section is a two pronged input terminal. This operating and parts information sheet was supplied to consumers to help users of this kerosene iron, not only understand the operation of this self lighting iron, but also to be able to order any replacement parts that may be required for this high level usage appliance. At this period in time(1950's), this item was at the leading edge of ironing technology. During the earlier 1900's and before "the throw away" culture evolved(circa 1950's), reliability and long term application of domestic appliances was a necessity above all costs, especially in isolated rural areas. The construction of these appliances was geared to a longer service life and not to a cheaper two to three year life warranty. With levels of world wide technology at an ever increasing pace, long term reliability of any appliance was no longer sought after. Appliance upgrades and new improved model accessibility especially in rural areas has changed rural consumer's buying patterns. Although the concept of instructional and parts/warranty information booklets has not become obsolete, the ability to access information via electronic means has vastly improved the ability to obtain qualified technical help through local avenues. This access was not available in the time period(circa 1950), when the appliance covered by this document was issued. The rate of development within the home appliance field has mushroomed during the time period post 1950.
