It was in use until he became a locomotive train driver in 1987, when guards no longer worked on the trains.The leather satchel has local significance as it was used by a guard on the Victorian Railways in Wodonga and the railway was an important factor in the development of Wodonga. It also has state significance as part of the Victorian railways equipment for train guards, and is representative given that it's a complete kit with the green signal flag, lamp and the instruction manuals, report sheets, rubber stamps and books in the satchel.Brown leather Victorian Railways guard's satchel, with a leather handle and shoulder strap. There is a rolled up green signal flag attached behind the handle on the top and a dark blue metal lamp attached to the front of the satchel. The lamp has a green filter in front of the bulb, so it would emit green light. The raised letters "V.R." are located on the front and top surfaces of the blue metal lamp, and the number "2749" is engraved on the back surface. The name "B. RYAN" is engraved in the front surface of the lamp. The number "2544' is stamped into a brass plate on the front of the satchel. There is a semi-circular red painted iron disk hinged to the front of leather satchel with a cut out area in the centre to show the number on the brass plate. The lamp is attached to lower rim of the semi-circular red painted iron disk. Inside the leather satchel there are instruction manuals, report sheets, rubber stamps and books relating to the work as a guard on the Victorian railways, as the satchel was used by the donor Barry Ryan when he started working as a guard for Victorian Railways in Wodonga in 1972. As the Prime Minister he took a particular interest in foreign affairs. This satchel was donated by Malcolm Fraser to a charity auction held in Warrnambool in 1997 in aid of the Red Cross and the purchaser of the satchel at that time has since donated the item to the Warrnambool and District Historical Society. This satchel is of considerable significance as it belonged to Malcolm Fraser, the Prime Minister of Australia from 1975 to 1983, the local member in the Federal seat of Wannon and a property owner and resident in the Western District of Victoria. This is a brown leather brief case or satchel. The compartment on one side has a metal catch and holders inside for pencils and pens. This side also has another compartment with a zip fastener and two extra pockets with flaps on the top held by metal catches. There is another compartment on the other side with an extra pocket enclosed with a zip folder. There is a leather handle on the top of the satchel and inside one of the pockets is an extra leather strap to extend the handle length. The handle has a maroon-coloured airways tag attached with information on the satchel’s owner. There is some scuffing near the top handle. It was the first electrical telecommunications system and were sent by an operator or telegrapher using Morse code. Social telegrams were also encouraged and special pictorial forms and envelopes were designed such as the special purple form and envelope which was used when conveying condolence details during World War 2.(fn. Powerhouse https://collection.powerhouse.com.au/object/163103). There was a brief resurgence in telegraphy during World War I but the decline continued as the world entered the Great Depression years of the 1930s. Although telegraph lines continued to play an important part in distributing news feeds from news agencies post World War 2, the rise of the internet in the 1990s and the widespread installation of the telephones in homes saw the need for telegrams to greatly decline. When the Commonwealth Post and Telegraph Act was passed in June 1902, and a national Postmaster General's Department (the PMG) was established the responsibility for the nation's mail and telephone services fell on Post Offices. The Bendigo Post Office, built in 1887 and situated on Pall Mall was the central distribution centre for receiving and delivering telegrams and continued to deliver communication and postal services until 1997. Satchel is made of four pieces of leather: two side pieces, one piece which is folded to create the front, bottom, back and flap and one piece for the central strap. The central strap has a single hole through which a metal toggle is inserted to secure the flap closed. Stitching is evident around the side seams, around the metal toggle and inside flap where strap is attached and has been reinforced. Satchel has four metal tabs to secure the top front to the top sides and an internal pocket on inside. The leather belt is attached to the back outside of the satchel with four metal press studs. The left side buckle also has reinforced stitching. Both sides of the buckle have decorative elements with the words Post Office / Communications/ Australia on the left side around outer circular edge. Underside of right side of buckle end has the words AROS pressed into it. Inside flap of satchel; Australia / Post / Telegram / Boys written in marker. The satchel is fastened with 3 large press studs.The sides of the satchel extend and fold into the inside and can be fastened to each other with a large press stud. This may be to protect the contents. At the front centre a transparent pocket is stitched on presumably for identification. It was the first electrical telecommunications system and were sent by an operator or telegrapher using Morse code. Social telegrams were also encouraged and special pictorial forms and envelopes were designed such as the special purple form and envelope which was used when conveying condolence details during World War 2.(fn. There was a brief resurgence in telegraphy during World War I but the decline continued as the world entered the Great Depression years of the 1930s. Although telegraph lines continued to play an important part in distributing news feeds from news agencies post World War 2, the rise of the internet in the 1990s and the widespread installation of the telephones in homes saw the need for telegrams to greatly decline. When the Commonwealth Post and Telegraph Act was passed in June 1902, and a national Postmaster General's Department (the PMG) was established the responsibility for the nation's mail and telephone services fell on Post Offices. The Bendigo Post Office, built in 1887 and situated on Pall Mall was the central distribution centre for receiving and delivering telegrams and continued to deliver communication and postal services until 1997. Satchel is made of five pieces of leather: two side pieces, one piece which is folded to create the front, bottom, back and flap and two small pieces to hold strap ring. The flap has a single hole through which a metal toggle is inserted to secure the flap closed. Satchel has four metal tabs to secure the top front to the top sides and an internal pocket on inside. The leather strap is attached to the top of the side seams of the satchel with circular metal rings and two metal press studs.
