This publication was produced in the mid 1900s when the study of learning disabilities in children was in its infancy stage. The complexities of teaching methodologies to cover various symptoms uncovered by pre-school and primary school education facilities was that "one method suites all". This format changed in the later 1900s when specific "tailor made" teaching facilities where introduced and the "average" pre-school and primary school teaching professionals where not "on the whole" faced with the requirement to apply special remedial programs themselves but instead instigated a referral to dedicated specialists. This book covers the rural student with slow reading, comprehension and writing problems, in an environment where specialist speech therapists and child psychologists were and are still rare.This book although very thorough and highlights the major "communication and reading symptoms, in school children" and remedial treatment, places undue pressure upon those teachers, who, at some rural schools are faced with teaching classroom of students varying in age and thereby abilities of comprehension. Schools in rural Australia sometimes had smaller numbers of classrooms and facilities due to their small feeder population and their regional isolation. The Kiewa Valley before the dramatic increase in population in the mid 1950s (SEC Hydro Scheme) was one of these rural communities whose "schooling population" was diverse and small. This reference book, which was used at a Kiewa Valley primary school, reflects upon the Department of Education in Victoria as a highly professional organisation readily applying "modern" learning techniques to all of the department's regional areas. By this broad based application, no school was seen as having any disadvantage due to physical and/or financial isolation.This book has a plain red, cloth bonded, hard cardboard cover with an envelope attached to the inside back cover. The book has a one front blank flyleaf and two rear flyleaves. In 1918 the Ballarat Junior Technical School Cadets were the champions of the Maryborough, St Arnaud, Mildura, Colac and Ballarat Districts. According to Neil Leckie, Manager of the Ballarat Ranger Military Museum: * Originally 12 – 14 year olds went to Junior Cadets attached to their school. * From age 14 – 17 they were Senior Cadets attached to the local militia unit. * After 1 July of the year a Cadet turned 18, the Cadet left the Senior Cadets and became a member of the Citizen Military Force. * In October 1918 the AIF, Militia and Cadets were renamed to give some connection to the AIF battalion raised in the area. Ballarat saw: 8th Australian Infantry Regiment comprising: * 8th Battalion AIF renamed 1st Battalion 8th Australian Infantry Regiment * 70th Infantry Militia renamed 2nd Battalion 8th Australian Infantry Regiment * 70th Infantry Cadets renamed 3rd B, 8th Australian Infantry. 39th Australian Infantry Regiment comprising: * 39th Battalion AIF renamed 1st Battalion 39th Australian Regiment * 71st Infantry Militia renamed 2nd Bn, 39th Australian Infantry Regiment * 71st Infantry Cadets renamed 3rd Bn, 39th Australian Infantry Regiment Prior to the reorganisation in 1918 the 18th Brigade was the 70th, 71st and 73rd Infantry. Junior Technical School Cadet Team. —The Junior Technical School's cadet team, which won the championship at the South street competitions this year, was tendered a dinner by the staff in appreciation of the honor they had brought to the school. The function was held at Miss Brazenor's tea rooms, and a most dainty repast was served, the tables being arranged in the artistic fashion which is characteristic of these ladies. Mr W. H. Middleton (president of the School of Mines), Mr H. Smith (principal of the Art School), Lieut. P. Miller (instructor of the High School team), and Sgt. S. Fry were also present. Mr A. W. Mr. George Thomas' connection with Collingwood Technical School began as a junior technical student at Collingwood in 1913. He then became an apprentice in the electrical trades during which time he also undertook a Diploma course in Electrical Engineering. Mr Thomas was appointed as a teacher (part-time) of Electrical Wiring at Collingwood in 1922 having had previous experience teaching in Geelong at the Gordon Institute of Technology. In 1930 Mr Thomas became a full-time teacher in Electrical Trades, the year of the commencement of the Apprenticeship Commission in Victoria. In 1937 he was instrumental in introducing electroplating as a trade whereas it had previously only been taught as a section of the Electrical Trades. This was a period of severe economic constraints following the Great Depression and spending on education was limited. Needing the latest knowledge of industrial practices, Mr Thomas canvassed electroplating industries around Melbourne seeking employment opportunities and met with favourable responses. He approached Quinton’s electroplating firm in North Melbourne with the proposal to work for them on Saturday mornings without payment. In return for his labour, he asked to be taught the basics of the trade. During the week he was able to impart his knowledge to his students. Initially, he wanted to develop electroplating as an outlet for the Youth Employment Training Scheme. Once the class was firmly established, he submitted a proposal to the Education Department to establish an Electroplating Department, and this became the first of its kind in the southern hemisphere. He gave up teaching in 1939 to become the Northcote City Electrical Engineer where he served for 26 years. During this time he was also a Consulting Electrical Engineer to Box Hill and Port Melbourne Councils. His association with Collingwood Technical School (and later, College) continued, first as an examiner on the State Electricity Commission (SEC) panel and from 1947 as a member of the School Council. He was president of the Council in 1961 and 1962. He also represented the College on the Northern Regional Council and participated in the selection of Electrical Trades teachers. For four years, 1967-1971, he represented the metropolitan Technical Schools and Colleges on the Council of the Monash University, in which capacity he gave outstanding service to technical education. George H. Thomas attended his first Council meeting on June 12, 1947 and remained on the Council until the secondary and post-secondary sections were separated in 1981 – a period in excess of 34 years. He began his connection with the school as a teacher and went on to become a member of the School Council. In the post-war era from 1947 to the mid-1980s, the Forests Commission sponsored Australia's only military sawmilling unit, the 91 Forestry Squadron. It was a special reserve unit of the Royal Australian Engineers (RAE). Established and commanded by Commission forester and WW2 veteran, Major Ben Benallack, the "Woodpeckers" as they were known comprised a small pool of specialised soldiers capable of rapid mobilisation in the event of need. Several other Victorian departments such as the State Electricity Commission (SEC) did the same thing who supported a construction squadron based at Newborough in the Latrobe Valley. The scheme created a very active and capable part-time military group that completed many worthy projects across the State.
