In UK in early 1800's the word 'mechanic' was applied to a broader range of skills such as working man, tradesman or artisan. Mechanics' Institutes were formed originally for voluntary, self-funded organisations, to improve the education of working men and to instruct them on their various trades. The germ of the idea came from a class formed in 1799 by Professor George Birbeck in Glasgow, Scotland, for journeymen mechanics (apprentice trade workers), with the first Institutes being organised in London and Manchester in the 1820's. By then the original aim had broadened and the Mechanics' Institutes were established as popular agencies of adult education. The Mechanics' Institutes were run by committees that provided facilities for a meeting room, hall suitable for lectures, and a library. Funding was raised locally and often supplemented by grants from government agencies for the purchase of books and other resources. Activities were community based. In Australia, Mechanics' Institutes were set up in New South Wales and in Tasmania in the late 1820's. Mechanics' Institutes began in Victoria, with the first one in Melbourne dating from 1839, providing similar services but in time offered services tailored to their specific area. Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. "These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In q856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former court house in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art., and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. In 1975 the original building was demolished and the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: - The new City Library took some of the historic books and some important documents, historic photographs and newspapers. - The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. - The Historic Society has some items - The State Museum has some items - Some items were destroyed - Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed art works and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. NOTE: Pages of this book have been digitally recorded and archived.The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. Button to commemorate a membership of 47,000 nurses in the Victorian Branch of the Australian Nursing Federation. In the May 2009 issue of the Branch newsletter, On the Record, the milestone was noted in Lisa Fitzpatrick's 'Secretary's report' (p. 3). In a short paragraph, Fitzpatrick notes that "whilst it is wonderful to celebrate [reaching 47,000 members], ANF will continue to encourage those nurses who are not members to join their union and professional body to ensure that we continue to protect and enhance nursing and midwifery in Victoria". Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. The Box Hill Reporter noted on 22 January 1926 that at the monthly meeting of the Surrey Hills Progress Association the Secretary reported that “the ground had been purchased for the Boy Scout Hall, that plans had been prepared, and accepted by the building committee. As soon as the timber was available the work would be proceeded with. The Boy Scout Hall movement has been taken up by the association to try to secure a permanent meeting place for the boys of the district. Up till now they have no fixed place, nor have they had a qualified scout master. Mr. Bert Chenu, one of the committee, has been appointed to that position, and is carrying out his duties energetically. Having raised enough money to purchase the land (situated in Robinson's road, Surrey-Hills near the Drill Hall) the association's committee is now about to erect the building by means of properly organised working bees.” The Association organised markets, card evenings and dances to raise necessary funds. The volunteer labour included the parents of boys who had become scouts, led by builder Robert Hayes of 186 Union Road and his son, who was also a builder. Early ownership is unclear as it is believed that it was not purchased by the scouting movement until 1955. The hall was used by other groups as well as the scouts. Benmont Kindergarten operated on the site from c1930. This is confirmed by oral testimony, Sands & McDougall entries and the Alan Hold property register (part of the SHNC Heritage Collection.) It was also used as a ballet school and for local dances. The hall was situated on a small block of land, just 410 sq m, and in late 2019 it was put up for sale by Scouts Victoria. Most recently home to 1st Boroondara Scout Group and previously 11th Camberwell Scouts, it was sold for something near $1.3M. During May 2020 the modest hall was demolished. Items of significance were removed before the sale by Scout Heritage. The Ocean Grove RVIB Auxiliary formed on July 31, 1944. This collection of papers includes the minute books from 1944 until 2002 and printed minutes from 2002 to the conclusion of the Auxiliiary in 2004. The papers include newspaper clippings, correspondence, secretary and annual reports, 1999-2005 syllabus (list of events), lists of office bearers and balance sheets. A signboard for the Auxiliary's kiosk in 1951, a poem from the last President Dot Whitehead and the acknowledgement letter from RVIB regarding the Auxiliary's final donation and decision to conclude are also here. Short tailed shearwaters and Little Penguins, nesting in burrows on the coast during the warmer months of the year, are extremely vulnerable to fires. Phillip Island had a history of fires on foreshores – either deliberately or accidentally lit. This article describes 2 accidentally lit fires on consecutive days at the Phillip Island Penguin Parade rookeries during the height of the breeding and tourist season in January 1967. The vital importance of volunteers such as the country Fire authority members and the local surfing community, is alluded to in this article by well-known naturalist and author from the time, Graham Pizzey. The Victorian government’s chief secretary, Arthur Rylah, reported here seeking an investigation into the fires at what he terms: “one of the best conservation projects we have done”, was a prominent Victorian politician for many years.This article is significant for demonstrating a growing awareness of the vulnerability of ground nesting birds, of the importance in volunteers such as members of the local country Fire authority and Phillip Island surfing community partnering with wildlife management bodies to protect ground nesting birds, in particular the Penguin and short tailed shearwater rookeries at the Phillip Island Penguin Parade and other parts of Phillip Island. The article also reflects the growing awareness by the Victorian government of the importance of the Phillip Island Penguin Parade to the Victorian tourism economy. Set of A4 photocopies of 15 years of annual reports of The Electric Supply Company of Victoria Limited from 1920 to 1934. Most of the reports comprise three sheets - Directors Report, left hand side of the Balance Sheet, Trading Account and Profit and Loss Account on the right hand side. Some reports have a statutory declaration by the Manager and Secretary that the reports submitted are a true copy of the report. Items .1 to .12 detail the number of lamps connected, passengers carried and trading account for the last three years. This practice stopped when ESCo sold the company to the SEC but continued to manage it for a further four years. The Directors report from 9/1900 note the forthcoming sale of the company to the British Insulated Wire Company Limited and the problems of finalising the sale. This photograph depicts Cock's Pioneer G & T Sluicing site No. 4 in El Dorado. Looking eastwards, the photo captures a wooden and tin building with various mining equipment strewn in the foreground. Underneath the verandah, figures can be seen. These are believed to be a Mr. Hollister (left), Mrs. Breustedt (4th from left), children Min and Chris Breustedt, and Kate Timmons holding a girl's hand. The Cocks Pioneer Gold and Tin Mines N.L was one of El Dorado's two largest open-cut sluicing mines of the 20th Century. The other was named the Cocks El Dorado Gold Dredging Company. The Cocks Pioneer Mines operated from 1901 until 1941 and found a total of 117,378 ounces of Gold and 1,673 tones of tin concentrates over these years. The Cocks company was formed in 1898 and operated until 1941. Open cut sluicing involved the use of high-powered hoses which used the centrifugal sand pump system (known as hydraulic sluicing) which broke down the soil which was then processed for gold and other precious metals. From 1914, four years after this image was captured, the company reformed to Cocks Pioneer Gold and Tin Mines NL (previously it was known as Cocks Pioneer Sluicing Co) and undertook large-scale sluicing operations until 1929 and then 1934-1941. The Cocks Pioneer was an extremely successful mining company during the 20th century. In the Annual Report of the Secretary for Mines for the year 1915, the Cocks Pioneer was the largest producer of gold and tin collecting 5,535 ozs. of gold and £7,500 of tin. Twenty years later in 1935, Cocks Pioneer was still one of the most profitable mines in Victoria, ranking as the second-highest dividend paying mine. The company produced a total of 3,650 kg of gold. El Dorado is located on Reedy Creek and is surrounded by forested country to the north and east. It is 20 km east of Wangaratta in Victoria's regional northeast. John Cock was the son of a Cornish miner who arrived in El Dorado in 1858. Cock founded his gold and tin mining company which ran successfully for many years in the El Dorado region. It was an open-cut sluicing company because of the abandonment of underground mining after this was deemed too dangerous. In 1935 Cock's El Dorado Company commissioned the floating dredge which is still visible in El Dorado today. The dredge was built by the Thompson engineering works, Castlemaine, and weighed over 2,000 tones and today has a place on the Victorian Registers of historic buildings. Interestingly, the name El Dorado does not derive from the gold in the region, but from the Barambogie pastoral run completed by William Baker in 1840-1841. Gold was discovered in El Dorado in 1854 but the gold was too deep for individual prospectors to find, it required the use of heavy machinery.The search for gold is ingrained into the history of Victoria and therefore, images like this one which portray an open cut sluicing site can reveal important information for society and technology for the date when the photograph was taken. This image is of important historical significance for its ability to convey information about sluicing and the methods used to find gold in 1910. It also shows a location where sluicing was undertook which provides insight into the impact of sluicing on the environment at a time when it was done. This image is important for current research into the history of El Dorado, a small regional location near Wangaratta in Victoria's North East. Therefore, this image has the capacity to be beneficial for research into society and the motivations of those living and working in this region during this period and therefore, has social significance. This piano was made by Aucher Freres of Paris, said to be famous for its pianos in the mid-late 1800s. Aucher Freres (Aucher Brothers) produced a model of piano that was built specifically for use on sailing vessels, the upright yacht-style piano. Pianos were amongst the domestic goods brought to Australia by many colonial immigrants. They were also imported by Australian distributors by the shipload and sought after by settlers. A piano was often found in a Missions to Seamen club room, where visiting seafarers would entertain or be entertained by music and song as part of their relaxation in port. A sarcastically written news article of January 2nd 1869 reported that the Secretary of the Loyal Liberals of Ballarat, Mr Henry Bell, was presented both with a “illuminated address” and a piano. The piano was made by Aucher Freres of Paris and was purchased for sixty guineas (which converts to around $7,500 Au in 2019). The gift was criticised for encouraging foreign industry rather than native Australian products, thus going against what the Loyal Liberals own protectionist policy. The writer goes on to state that several pianos made in the Colony compared very favourably at the International Exhibition with those manufactured by the English or French. He then says that “… the secretary … might learn a lesson from his piano ... the name Aucher Freres, Paris emblazoned on its front should be … a perpetual reminder of the hollowness of that protectionist imposture …” [Refer to Intercolonial News, Victoria, originally published in The Argus, was repeated in the Wallaroo Times and Mining Journal of South Australia 2-1-1869.] Aucher Freres pianos were still around in 1930. A second-hand model was advertised for sale as a good practice piano. The advertisement was placed by the Mount Gambier, SA, agents for Saver’s Pianos Ltd of Adelaide. The piano was described as “a sound little instrument of good tone and appearance”. The asking price in November 1930 was 32 pounds and ten shillings (which converts to about $2,500 Au in 2019). [Refer to Savery’s advertisement, Mt Gambier Border Watch 11-11-1930]This piano is significant for its connection with the time period of chapel and club room at Flagstaff Hill's St Nicholas Seamen's Church. It represents the form of entertainment enjoyed by seafarer's world wide, which is appropriate for a maritime village. The maker of the piano is famous for its quality pianos of the 19th and early 20th century.Piano, upright, polished wood. The wooden hinged keyboard cover lifts up to allow access to the keyboard. The piano also has two brass candlesticks. The top of the piano is hinged and lifts up to allow access to the piano mechanic's inside for tuning and maintenance. The inside flap has a music stand incorporated into it. It also has the usual two hard-soft pedals at the base. There are two brass decorated hooks at each end to allow for ease of movement when the position of the piano is changed. Maker's name inscribed inside keyboard lid in gold lettering.
