The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Formed in 1921, A.W Steane was the first president of the Ballarat Junior Technical School Ex-Students' Association which later became the Old Boys Association. The association conducted regular social evenings at the school in order to keep past students in touch with one another and to provide amenities for the school. Fund raising dances, smoke nights, film nights and visits to local industries were held. The Old Boys Association presented the Honour Blazer to the best all-round student at Speech Night until 1941 when a wallet bearing an O.A.B. badge was given as the prize. Then in the 1950s a two-year scholarship was instituted to attend the senior school. Donations were also given to purchase library books and sporting equipment. The major event held each year was the Annual Meeting held in July usually at the Wattle Tea Rooms where up to 100 past students would meet.Multiple gold coloured metal lapel pins with enameled face. 'Ballarat J T S' is set in green enamel, and the Old Boys Association is set in blue. The face is oval shaped with a banner across the bottom. Frost pots were used by orchardists to protect ripening fruit from the effects of frost. The drum base was filled with sump oil and set out in the orchard and set alight on frosty nights. These frost pots were used by Norris' orchards. It was not unusual for the Police to have to close the Midland Highway due to the dense clouds of billowing smoke emanating from this orchard when frost was expected.A local solution to a basic problem of the Harcourt Horticultural industry.Frost Pot rounded base with sliding opening on lid and galvanised iron chimney with perforations.
