Date: 1866 Light brown cloth hardcover and spine, spine has black repair tape, front cover has reinforced corners in black.non-fictionColton’s General Atlas is a 19th century commercial world atlas by G. Woolworth Colton, with descriptive text by Richard Swainson Fisher, and it was issued in multiple editions through the late 1800s. The atlas began as Colton’s earlier Atlas of the World in 1855–1856, then was reduced to a single volume work under the title “Colton’s General Atlas” starting in 1857. The subject work is an 1866 copy, and is a later edition in a long running atlas series. The 1866 edition is bibliographically useful because it sits in the transitional period after Colton’s firm had already changed hands and reorganised, and references note that the 1866 issue differs from 1865, particularly in western mapping. flagstaff hill, warrnambool, maritime village, maritime museum, shipwreck coast, great ocean road, coltons general atlas, weights and measures, atlas

The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995.An example of a brass measuring jug made specifically to maintain government standard liquid measurements that were sold to the public. The probability is that this artefact was made sometime between George V reign (1910-1936) and gives us today a snapshot of how imperial weights and measures were checked by Government departments prior to decimalisation and how a standard for the various types of measurement was developed in Australian based on the Imperial British measurement system. The container has social significance as an item used in Victoria as a legal standard measure to ensure that goods sold in Victoria were correct. Jug brass haystack form with a deep lip and pouring spout, small neck and broad base. It displays a curved pistol handle. Inscription at base of handle top of jug stamped 61 GVR SM. Victoria became a separate colony of the United Kingdom on 1 July 1851; however it took until 1864 for a workable system of weights and measures administration to be introduced. Standard of weights and measures were obtained and issued to local authorities to administer in their local areas. These standards were numbered, as were the Crown stamps used by inspectors to indicate that trade weights and measures had been checked and found to be legal to use in the day-to-day businesses of local traders. By the 1870's each local council had a set of standards that were used to test the scales, weights and measures of local merchants and businesses.Standard 28lb brass measure. The disc-shaped design of these 1LB and 2 LB metal weights enables them to be stacked one on top of the other. The weights are used with a balance scale to accurately weigh the mass of items such as grain, sugar, meat or potatoes. They could have been used in retail or wholesale businesses like a general store or a grain merchant’s premises. The user would place either one or both of these weights on one side of a balance scale. Goods would then be placed onto the other side of the scale until the beam between both sides of the scale was level, showing that the weight of the goods was as heavy as the weight or weights on the other side. These two weights are marked in Imperial units. An Imperial Standard 1LB is equal to 453.592grams. The British Weights and Measures Act of 1824 defined official standards for weights and measurements. This ensured that uniform measurements would be used for trade throughout the Empire. Towns and districts would have an official set of Imperial Standard Weights and Measures. Inspectors periodically used this official set to check the accuracy of traders’ own weights and measures. There would be penalties such as fines or imprisonment for people who broke these laws. The State of Victoria had its own Weight and Measures Act in 1862 and a decade later the inspectors in local councils used their local set of weights and measures to test the local businesses measuring equipment. In the nineteenth century the Victorian Customs Department carried out this role but this was handed over to the Melbourne Observatory at the beginning of the twentieth century. The Measures Branch then followed on with this task from the 1940s until 1995. Australia began converting to the metric system in the 1960s, beginning with its money. The conversion from imperial to metric units of measurement in Australia took place from 1970 and was completed in 1988 when metric units became the only legal unit of measurement. The peck has been in use since the early 14th century when it was introduced as a measure for flour. The term referred to varying quantities until the modern units of measurement were defined in the 19th century. Cities in England used to have official standard weights and measures for that city or area. These containers were marked with the city's name and emblem, merchant’s weights and measures would then be checked against this to make sure they weren't trying to cheat their customers. The item in the collection is a standard measure approved by Bristol City and used by that City’s grocers to measure dry goods such as peas, beans, sugar, flour, meal etc., and its metal banding ensures that the measure cannot be reduced in size to cheat customers. Additional Information: The British Imperial System evolved from the thousands of Roman, Celtic, Anglo-Saxon, and customary local units employed in the middle Ages. Traditional names such as pound, foot, and gallon were widely used, but the values so designated varied with time, place, trade, product specifications, and dozens of other requirements. Early royal standards were established to enforce uniformity took the name Winchester, after the ancient tenth century capital of Britain. King Henry VII reaffirmed the customary Winchester standards for capacity and length and distributed royal standards throughout the realm. This process was repeated about a century later in the reign of Queen Elizabeth I. In the 16th century, the rod (5.5 yards, or 16.5 feet) was defined (once again as a learning device and not as a standard) defined by the length of the left feet of 16 men lined up heel to toe as they emerged from the church. By the 17th century usage and legal statute had established the acre, rod, and furlong at their present values together with other historic units such as the peck. Establishment of the System: The Weights and Measures Act of 1824 and the Act of 1878 established the British Imperial System based on precise definitions of selected existing units. The 1824 act sanctioned a single imperial gallon to replace the wine, ale, and corn (wheat) gallons that were in general use. The new gallon was defined as equal in volume to 10 pounds avoirdupois of distilled water weighed at 62°F with the barometer at 30 inches, or 277.274 cubic inches (later corrected to 277.421 cubic inches). The two new basic standard units were the imperial standard yard and the troy pound, which was later restricted to weighing drugs, precious metals, and jewels. In 1963 an act of parliament abolished archaic measures as the rod and chaldron and a metric system was adopted. An early example of a dry measuring container giving a snapshot of how imperial weights and measures developed in England to evolve the British measurement system into the metric arrangement that most countries have adopted today including Australia. It has social significance as an item that was in everyday use by grocers and other merchants to measure dry goods in the late 18th to early 19th centuries and used specifically in the Bristol region of England as an officially recognised measurement.Standard Measure; Half Peck dry measure. The Australian Customs Service, Melbourne, donated a set of gauging instruments, and Port Fairy Customs donated another instrument, the Sike’s Hydrometer, to Flagstaff Hill Maritime Village, all of which were no longer required. However these ullaging tools were in use for many years by Customs officials, called Gaugers. Ullaging is a term describing the measurement of the amount of liquid remaining in a container of spirits such as a cask or barrel. It can also measure the free space or head space remaining. The primary role of customs officers in Victoria was to calculate the tariff or excise duty payable on goods imported into Victoria. (Excise duty is a tax on goods produced within a country, and customs duty is imposed on imports.) Customs officers spent a great deal of their time measuring and weighing goods, and then calculating the amount of duty to be paid by the importer. The tariffs for different products varied, and officers consulted published lists. Calculating the duty payable on a barrel of brandy was a detailed task. The gauger had to measure the barrel to determine its volume. Barrels were irregular in shape, and finding the volume required several measurements and checking tables of figures. Alcoholic content was then measured with a hydrometer. The duty paid varied according to the alcoholic strength of the spirits. Uniform national customs and excise duties were operative in Australia from October 1901. These tools were still being used in Australia in the 1950’s. The Federal Government still imposes excise taxes on goods such as cigarettes, petrol, and alcohol. The rates imposed may change in February and August each year in response to changes in the consumer price index. ULLAGING TOOLS (1) Head Rod - this instrument measures the diameter of the heads (top and bottom ends) of a cask or barrel. The shaped brass pieces on the head rod enable the diameter of a barrel to be measured inside the chimes at the head end. The slide rule could then be used to calculate the internal volume of the barrel. On the reverse side is a set of ullaging scales, used like those on any ullaging rule, to calculate the volume of liquid in a partially filled barrel. (2) Bung Rod – this instrument measures the diameter of a cask or barrel when it is lying on its side. It is a rod that fits into the ‘bung’ hole of a cask and is long enough be extended to reach the opposite side of the cask. The brass sliding pointer can be moved to mark the ‘wet’ line. When the rod is removed the bung measurement can be read from the scale on the rod. (3) Long Calipers - this instrument measures the length of the cask between the heads. It has two rules sliding beside each other, each end having another piece of wood fixed firmly at right angles downwards then turned inwards at the ends so as to reach over the heads of the casks without touching the projecting ends. The centre pieces enable it to extend or contract, changing the distance between the two other parallel sides, the distance they are apart being shown by the rule on the sliding pieces. (4) Cross Calipers – this instrument is used to take the bung diameters of casks, or "the Cross " as it is called. This instrument has two rules sliding beside each other, each end having another piece of wood fixed firmly at right angles downwards, together forming a 3 sides of a rectangle with the centre pieces enabling it to extended or contracted, changing the distance between the two other parallel sides, the distance they are apart being shown by a the rule on the sliding pieces. (5) Sike’s Hydrometer – this instrument is used to gauge the strength of different alcoholic spirits when fitted with the different weights in the set. Every set is individually calibrated to ensure that it meets the exact Standard Weight and Measure compliance, then every piece in that set is stamped with the same number by the Calibrator, to ensure that the measurements are taken using the same hydrometer set. An hourglass or sandglass is an instrument for measuring a defined time and can be used perpetually by simply turning it over immediately the top bulb empties. The clear blown glass is shaped into two equal sized bulbs with a narrow passage in the centre and contains uniform sized sand or glass particles in the lower bulb. The width of the neck regulates the constant flow of the particles. The glass is held in a stand with top and bottom of equal shape and size. Hourglasses can measure an infinite variety of time by gauging the size of the particles, the shape and size of the bulbs and the size of the passage between the bulbs, thus measuring hours or minutes or even seconds. Generally an hourglass sits between discs of wood at the ends, which are joined by long wooden spindles between the ends and tightened by screw caps. The length of time can be adjusted by adding or removing sand particles. The use of the marine sandglass (or hourglass) has been recorded in the 14th century in European shipping. A one minute sandglass was used in conjunction with the ship’s log for ‘dead reckoning’, (see below) that is, for measuring the ship’s speed through the water. They were also used to regulate ringing the ship’s timetable; for example a 4 hour sandglass was used for the length of the sailors’ watch, and a half hour timer for taking of readings for the ship’s log; the ship’s bell would be rung every half hour. It was usually the role of the cabin boy to watch and turn the sandglasses over at the exact time of them emptying their upper chambers and to ring the ship’s bell. Hourglasses have been used historically for many hundreds of years. Some have been used for timing church sermons, in cooking, in industry and at sea. Even today they are used for measuring the cooking time of eggs and timing a player’s turn in games such as Boggle and Pictionary. The sandglasses at sea were gradually replaced in the late 1700’s to early 1800’s by the more accurate chronometers (marine clocks) when they became reliable instruments. DEAD RECKONING (or Deduced Reckoning) Dead reckoning is the term used to describe the method of calculating the ship’s position from its speed and direction, used in early maritime travel, mostly in European waters. Both the (1) speed and the (2) direction of travel were recorded on a Traverse Board at half-hourly intervals during a helmsman’s watch of 4 hours. The navigator would record the readings in his ship’s log, plot them on his navigational chart and give his updated course directions to the next helmsman on watch, along with the cleared Traverse Board. This was a very approximate, but none-the-less helpful, method of navigation. The wooden Traverse Board was a simple pegboard with a diagram of a compass with eight peg holes along the radius to each of the compass points, plus a grid with ascending half hours in the left column and increasing ship’s speed in knots in a row across the column headings, with a peg hole in each of the intersecting cells. A number of wooden pegs were attached to strings on the board. By placing one peg consecutively in the direction’s radius hole, starting from the centre, and the speed holes when the half hourly reading was taken, a picture of speed and direction for the whole 4 hour watch was created. (1) To measure the ship’s speed a one minute hourglass timer was usually used to measure the ship’s speed through the water and help to calculate its longitude. A rope, with knots at regular standard intervals and a weight such as a log at the end, would be thrown overboard at the stern of the ship. At the same time the hourglass would be turned over and a seaman would start counting the number of knots on the rope that passed freely through his hands as the ship travelled. When the timer ran out the counting would be stopped. A timer of one minute (one-sixtieth of an hour), knots spaced one-sixtieth of a nautical mile apart, and simple arithmetic easily gave the speed of the ship in nautical miles per hour ("knots"). This would be recorded every half hour. The speed could however be inaccurate to the travel being affected by ocean currents and wind. (2) To calculate the ship’s direction a compass sighting would be recorded each half hour.Marine hourglasses or sandglasses were used from around the 14th to 19th century during the time of sailing ships. This hourglass is representative of that era, which is during the time of the colonisation of Australia. Hourglass or sandglass; an instrument used to measure time. A weight made in England by W&T Avery a British manufacturer of weights and weighing machines. The company was founded in the early 18th century and took the name W & T Avery in 1818. The undocumented origin of the company goes back to 1730 when James Ford established the business in the town of Digbeth. On Joseph Balden, the then company’s owner’s death in 1813 William and Thomas Avery took over his scale making business and in 1818 renamed it W & T Avery. The business rapidly expanded and in 1885 they owned three factories: the Atlas Works in West Bromwich, the Mill Lane Works in Birmingham and the Moat Lane Works in Digbeth. In 1891 the business became a limited company with a board of directors and in 1894 the shares were quoted on the London Stock Exchange. In 1895 the company bought the legendary Soho Foundry in Smethwick, a former steam engine factory owned by James Watt & Co. In 1897 the move was complete and the steam engine business was gradually converted to pure manufacture of weighing machines. The turn of the century was marked by managing director William Hipkins who was determined to broadening the renown of the Avery brand and transforming the business into specialist manufacture of weighing machines. By 1914 the company occupied an area of 32,000m² and had some 3000 employees. In the inter-war period, the growth continued with the addition of specialized shops for cast parts, enamel paints and weighbridge assembly and the product range diversified into counting machines, testing machines, automatic packing machines and petrol pumps. During the second world war, the company also produced various types of heavy guns. At that time the site underwent severe damage from parachute mines and incendiary bombs. Then from 1931 to 1973, the company occupied the 18th-century Middlesex Sessions House in Clerkenwell as its headquarters. Changes in weighing machine technology after World War II led to the closure of the foundry, the introduction of electronic weighing with the simultaneous gradual disappearance of purely mechanical devices. The continued expansion was partly achieved through a series of acquisitions of other companies. After almost a century of national and international expansion, the company was taken over by GEC in 1979. Keith Hodgkinson, managing director at the time, completed the turn-around from mechanical to electronic weighing with a complete overhaul of the product range of retail sales of industrial platform scales. In 1993 GEC took over the Dutch-based company Berkel and the Avery-Berkel name was introduced. In 2000 the business was in turn acquired by the US-American company Weigh-Tronix, who already owned Salter, and is today operating as Avery Weigh-Tronix. The lead line or hand lead is a simple navigational instrument used as a depth finder to measure the depth of water under the ship’s keel and to take samples of the sea bed. The long line may be marked at regular intervals with tags of different coloured and textured fabric, such as rope, leather and cloth. Each tag was a code to represent a certain depth. The leadsman’s eyes and hands could distinguish the depth easily as he drew in the lead line, day or night and in poor weather conditions. A standard set of codes for the tags was used so that the depth of the sea could be easily and quickly read. The measurement used was a Fathom, which equals 1.83 metres. The codes were: - 2 fathoms = 2 strips of leather 3 fathoms = 3 strips of leather 5 fathoms = white duck fabric 7 fathoms = red bunting fabric 10 fathoms = leather with a hole 13 fathoms = blue serge fabric 15 fathoms = white duck fabric 17 fathoms = red bunting 20 fathoms = 2 knots The lead weight could be between 7 -14 pounds (3.5 – 6.5kg) and the rope would be approximately 25 fathoms (45m). The hollowed-out end of the weight would hold a stick substance such as tallow or wax, which would pick up samples from the sea bed which would show whether the vessel was close to, or far away from, the shore. The leadsman would stand at the front of the vessel and cast the lead line into the sea. When it hit bottom he would note the tag marker nearest the surface of the water and call out his finding. Then he would haul it up again and examine the kind of matter that adhered to the end of the weight, whether it be sand, mud, gravel, or the colour of it. This information would be given to the ship’s helmsman or navigator and would help indicate the proximity to the land. This handheld lead is an example of early marine navigational equipment used by sailors to travel the seas to measure the depth of the water and sample the nature of the seabed. It helps to understand the history and progress made from the very basic to the sophisticated technology of today.Lead line, sounding line or depth finder. The long length of rope has a heavy lead weight attached to the end. Coloured fabric tags are tied onto the rope at regular intervals, representing different depths. The concave base of weight holds sticky substances such as tallow or beeswax, providing an adhesive surface to collect samples of sea bed like sand, shells or pebbles. flagstaff hill, warrnambool, shipwrecked coast, flagstaff hill maritime museum, maritime museum, shipwreck coast, flagstaff hill maritime village, lead line, depth finder, hand lead, sounding lin, leadsmane, navigation instrument, leadline, hand lead line

This Sikes brass hydrometer was manufactured by the optical and scientific instrument makers Kasner & Moss of 17 Collins Street West, Melbourne, in the latter part of the nineteenth century. The firm adverted hydrometers, as well as optical instruments, as early as August 13th, 1864, in The Age, Melbourne. This hydrometer set was donated to Flagstaff Hill in 1979 by local wine and spirits merchants Lynch Bros of Fairy Street, Warrnambool. Giffen Russell had established the business in 1878, and Harry Lynch took it over in the 1930s, and after he passed away in 1953 Kevin Matthew Lynch became proprietor of K M Lynch Food and Liquor. The business closed in the 2010s. The hydrometer may date back to the establishment of the business in 1878, as Kasner & Moss were selling hydrometers in Melbourne from 1864. Hydrometers were used to measure the density, or relative density, of liquids from the late 1600s. In 1816 Bartholomew Sikes won the competition for the most useful accurate hydrometer. Hydrometers were commonly used by distillers, vintners, and brewers to establish accurate measures of alcohol concentration in their beverages. Following this manufacturing process, government inspectors and excise officers used them to check that the labelled indications of alcohol-proof were correct and that the right amounts of duty were being paid. This hydrometer and its fitted and hinged wooden container show signs of heavy and protracted use in a working environment. Although the instrument has some parts missing and has been recently repaired, the original quality of the inlaid box and the fine engraving on the instrument and the attachable weights, are indications of the hydrometer’s very real value when new. This Sikes hydrometer, bearing the maker's mark of “Kasner & Moss Melbourne” and the registered number “20373”, was presented to the purchasing public as a precision-made instrument designed for professional use. The Sikes hydrometer is of local significance because of its implied association with the alcohol trade in the southwest region of Victoria. It was donated by a family member of Lynch Bros, a local licensed outlet for wines and spirits in the period before the general relaxation of liquor licensing laws in the State of Victoria. It may have belonged to Griffin Russell who established the liquor store in 1878.Hydrometer; original Sikes brass hydrometer in a polished wooden case with an inlaid plaque on the lid. The brass float is a sphere with a thin flat upper stem and a short, lower stem with a bulb-shaped end. The upper stem is engraved scale on both sides with the numbers 1 to 10, and five divisions between each number. There are ten fixed pegs in the base to secure the thick brass horseshoe-shaped, numbered, various-sized weights (20, 30, 40, 80, 90); the free pegs would have originally stored another five weights (10, 50, 60, 70, and 100). The empty compartment in the box suggests another part in the initial set, probably a thermometer. The fitted, fabric-lined box has two brass closures and two brass hinges. The scientific instrument shows signs of heavy use and repairs. The Serial Number on the float matches the Serial Numbers on the weights. The plaque on the lid, the float and the weights have inscriptions. Made by Kasner & Moss, Melbourne. This Sike’s Hydrometer was donated by the Port Fairy Customs Office as it was no longer required by them due to a change in the law. The hydrometer was part of a system for Ullaging or calculating the amount of liquid remaining in a container of liquor such as a barrel, and the amount of alcoholic content in the contents. It can also measure the free space or head space remaining. Hydrometers were used to measure the density, or relative density, of liquids from the late 1600s. How widely the prisoptometer was used is unclear but the Standard Optical Company later patented a new model, The Standard Prisoptometer, on June 21, 1904. Edward Jackson's crossed cylinder technique of determining astigmatism was first detailed in the Transactions of the American Ophthalmological Society (1887)4:595-598. The convenience of Jackson's crossed cylinder lenses over the prisoptometer in weight, cost, portability and reliability meant that they were soon almost universally adopted. This is a rare item as few are known world wide. This instrument is an optometer, that is, a device to measure the refractive error of an eye. It is made of cast iron, steel, brass and glass. It contains a prism which could be rotated, and was used to view a disc or an object circle. The prism caused monocular doubling of the object circle and the separation of the two images varied as the prism rotated, depending on the astigmatism present. The axis of the astigmatism was indicated by the prisoptometer and trial lenses were used to determine the the magnitude of the spherical and cylindrical refractive errorImprinted:"DR CULBERTSON'S PRISOPTOMETER/ GENEVA OPTICAL COMPANY MAKERS, GENEVA, N.Y./ PATENTED SEPT, 21, 1886". This type of mobile spring weighing scales were in high use before legislative Weights and Measure standards where in force throughout Australia. This was in a time when a "mans word and handshake" was his legal document. It was a time, especially in rural areas that the term "she'll be right" was extensively used and these types of scales (the accuracy over time) would produce a near "enough is good enough" measure. These scales are very significant for the rural produce within the Kiewa Valley. Rural produce such as hay milk and butter tubs, tobacco bundles could be easily weighed (in relatively smaller packages) for both markets and for use within the valley. This spring scale (!/2 Once to 4lb) was used as general weight scale. Because it is spring loaded the accuracy would fade over time and by over weighted loads. The spring enclosure is made from cast iron painter black.
