The State Savings Bank had its origins in the Port Phillip Savings Bank established in Melbourne in 1841 and in 1853 it became known as the Commissioners’ Savings Banks in the Colony of Victoria. A Warrnambool Savings Bank branch was established in 1859 in temporary premises and in 1860 it moved to a new building in Liebig Street. In 1884 a new sandstone building was erected in Timor Street and the bank operated from there until 1957. In 1912 the Commissioners’ Savings Banks in Victoria became the State Savings Bank. From 1957 to 1990 the Warrnambool State Savings Bank (called the State Bank of Victoria, Warrnambool Branch after 1980) had premises in Liebig Street. In 1990 the State Bank was subsumed into the Commonwealth Bank of Australia.The Warrnambool State Savings Bank was a leading banking establishment in Warrnambool for 130 years and this sign is an important memento of that institution. This is a rectangular piece of fine brown metal mesh with an ornamental gold trim around the edges and gold lettering. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. This book has a brown hard cover encapsulated by a cream sleeve with brown and black print. On the front of the sleeve is an embossed circular motif with centre piece S.E.C. emblem and around this the words "50 YEARS OF SERVICE" and below this" STATE ELECTRICITY COMMISSION OF VICTORIA". The motto Peace and Prosperity was the first to be in English among the Arms of any Public Authority in Australia. In 1958 the Pink Heath was proclaimed as the floral emblem of Victoria. This led to a request to have it included somewhere in the Armorial Ensigns of the State. The solution was to have the plant shown growing from a grassy mound. On the 28 March 1973 Queen Elizabeth II signed a further Royal Warrant which added the mound. This shield is the official emblem of the State of Victoria. It can only be displayed in limited place such as Law Courts and Victorian Government offices with permission of the Victorian Government.2 Victorian Coat of Arms from the Victorian State Government offices in Wodonga. The kangaroo at the top holds a crown. The shield also features the Southern Cross. Two female figures represent Peace and Prosperity. The figure on the left wears a laurel wreath crown and carries a sprig of olive in her hand, representing Peace. The other figure wears a crown of golden cereal and holds the horn of cornucopia, representing abundance or Prosperity.
