Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. This bowl was used by the State Electricity Commission of Victoria in their mess rooms for their workers during the construction of the Kiewa Hydro Electric Scheme. The imprint of the year "1921" was to identify the year that the SECV was formed which relieved the private VHEC (Victorian Hydro-Electric Company). As the scheme was of such a huge scope, isolated and time consuming nature, the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tied to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Local/European expertise in dam construction and water management in alpine terrain came from migrants and specialist recruited from England and Europe. The quality of workmanship from big steel manufacturing plants in England and Europe could not be matched from anywhere else in the developed world.This item is a white ceramic State Electricity Commission of Victoria bowl. It is made in England and is of strong and durable ceramic. The 5mm thickness of the ceramic suggests this bowl (cereal/soup) belongs to a commercial kitchen environment and not domestic. At the time of writing this book The State Electricity Commission of Victoria had been in existence for 30 years. This book tells something of its progress and achievements during that period. This book of planning and construction details covers the first detailed records the Kiewa Hydro Electricity Scheme of 1919 (ORIGINAL), 1958 (2nd Modified Plan) to the last general plan of 1961. It is an excellent overview of one of Australia's greatest construction projects (along with the Snowy River Hydro Scheme). This book highlights in detail the planning, programming and construction phases throughout the life of the construction from 1919 onwards until the 1960's. There were a few copies made using carbon paper and a type writer on foolscap paper.This book with its Parts A to D, photographs and plans/tables is very significant to the Kiewa Valley region as it details "the bones" of one of Australia's greatest construction projects that was undertaken by Governments that had the foresight and the will to undertake such a costly and environmentally imposing project for the benefit of their states and their country. This project was at a time when financial and security pressures where at a high and fluctuating level. This project was the major contributor to the expansion and diversity of non rural activities within the region. When this AVOMETER leather case was being utilised in the early 1950's it contained the "leading" edge of electrical measuring instrumentation.The first meter was produced by Automatic Coil Winder and Electrical Equipment Co. in 1923. This model was produced in the time from 1933 to 1951 when it was superseded by the most popular model, Model 8 (1951 to 2008).This leather case which holds its AVO Meter brought the measuring of three electrical power indicators i.e., amps, volts and ohms into one measuring unit. By using a "one fits all" unit, the carrying of separate measuring devices was reduced considerably. The need for a mountainous and a large area of operational requirements, such as the SEC Vic Kiewa Hydro Electricity Scheme, to minimise the weight of equipment carried by electricians and technicians was of the utmost relevance. The significance of this meter to the Kiewa Valley region relates to the impact of modern technology (at that time) upon a mainly rural environment. This equipment shows how the boost of "modern" equipment into the area because of the "Hydro Scheme" was facilitated a lot faster than would have taken under "normal" evolutionary time. The speed of information on all "new technology" had a relatively slow assimilation rate to those living in rural communities. The use of solid leather carrying bags for transporting equipment up and down the mountains provided some form of protection against bumps and dust.This carry case for its AVO meter has an outer leather covering with an inner thick cardboard liner. The case has two mild steel buckles but stitched onto one side but no lid to fasten down. The sides are stitched together with strong tick twine. On either side there are small strap holds. On the bottom are four large chromed metal lugs acting as feet to keep the bottom from lying flat on any floor.
