Poor video quality (noise and interference), incomplete and unedited raw footage. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. Cuts to group of people standing outside front door of offices but possibly voice dub over not related ? Then the date 27 Jul 1996 on a scene flashes on screen immediately followed by an edited clip intro of title and credits with classical music track. EDHS Newsletter No. 271 August 2023 Public Record Office Victoria (PROV) is the Archive of the State Government of Victoria. Established fifty years ago under the Public Records Act 1973, PROV at the Victorian Archives Centre in North Melbourne now holds around 106 kilometres of public records from 1836 to the present day. There are also PROV collections at Ballarat, Beechworth, Bendigo, Geelong and the University of Melbourne. Our next meeting will be about PROV and former PROV staff member Andrew Lemon, will briefly reminisce about his work there, in it’s early days. As Assistant Director Access Services at PROV, David Taylor oversees the management of, and access to, the State collection. David will be outlining PROV’s unique role in Victoria, the nature of the public records it holds and how researchers can use increasingly sophisticated online resources to discover more about their ancestors and Victorian history. Daniel Rutter Long was born in England, after training as a pharmacist he, his wife and family emigrated to Port Phillip, Victoria in 1840. By 1843 he had his own chemist shop in Bourke Street, later erecting a well known pharmacy on the corner of Bourke and Exhibition streets. During the gold rush of the 1850s he purchased gold at the shop for shipment to a Quaker syndicate in London. Retiring from the business in 1857 Long took up painting, sometimes returning to his original profession. He painted hundreds of landscapes in other colonies as well as in Victoria. Long participated in local affairs and was one of the earliest members of the municipal council. Later he was elected mayor and instrumental in the in the erection of Prahran Town Hall. He was also a member of the Police Court Bench for many years. Daniel Long died at the age of eighty-three in 1886. Awarded to Spr. W. H. Orford by Shire of Eltham Welcome Home Committee Welcome Home Medal The Welcome Home Medal was issued to acknowledge service during World War 1. As groups of servicemen returned and were discharged a local welcome home function was held in their honour. The welcome home committee decided that to commemorate the occasion a medal should be presented to the returned servicemen and also to the nearest relations of those who had fallen during the conflict. The medal shown was presented to Sapper William Henry Orford, of the 2nd Australian Tunnelling Company, an uncle of Doug Orford, one of our members. Sapper Orford participated in an operation where on June 7, 1917, British and Australian tunnellers detonated 19 massive mines beneath German lines at Messines Ridge, Belgium, marking a pivotal moment in WWI underground warfare. The explosions, including those at the heavily contested Hill 60, created craters 60 feet deep, killed roughly 10,000 German troops, and were heard as far away as London. Tunnellers from Australian and British units worked for over a year (since 1916) in treacherous conditions—including quicksand and mud—to dig tunnels beneath German strongpoints. At 3:10 a.m. on June 7, nearly 1,000,000 pounds of explosives (ammonal) were detonated, creating one of the largest pre-atomic explosions in history The explosions shattered German morale and destroyed defences, allowing Allied forces to take the ridge. Specifically, Australian miners placed, at great risk, two massive mines under the German-held Hill 60 and the nearby "Caterpillar" crater. Inscribed on the front of the medal is: SPR W.H. ORFORD FROM ELTHAM WE HONOUR YOU GREAT WAR 1914 – 1919 On the back of the medal is the image of a soldier standing at ease with a rifle. Smaller than originally stated the Eltham Districts medal is midway between a 10 and 20 cent piece in size. The medal is a fine piece of craftsmanship and is understood to have cost £4 to make. On 22nd April 2014 Society members were pleased to attend an announcement by Mr Damien Drum, Victorian Minister for Veterans Affairs and Sport, of funding for installation of signage for the Eltham and Hurstbridge Avenues of Honour. Doug Orford was there and created much interest with his Welcome Home Medal, including from Minister Drum. EDHS Member Doug Orford stands by a yarn bombing installation. ewsletter No. 216, May 2014 May Excursion – The 1901 Eltham Railway Walk The railway from Heidelberg to Eltham was opened in 1902. Over the previous year railway construction cut a curving swathe through Josiah Holloway’s 1851 Little Eltham subdivision. The survey plans for the railway show the owners and occupiers of land within Little Eltham affected by the railway alignment and for some distance each side. The plans show houses and other buildings but development at that time was rather sparse. Copies of these plans from the State Library of Victoria collection have been provided to the Society by Alan Sheehan. For our walk on 3rd May we intend to follow the railway from the Eltham Station to Ryans Road, which was the boundary of the adjoining Montmorency Farm. The return will be by way of nearby streets. Along the way we will discuss the details shown on the railway plans as well as more recent railway documents and photographs. At the conclusion and if time permits we can inspect the historical display at the Eltham Station. The walk is about 3 km in length and will take about 2.5 hours. The Eltham Lawn Tennis Club was formed on a Saturday evening, the 29th of October, 1898 at a meeting held at the Eltham State school. Twenty members were enrolled, and eight more shortly afterwards. Officers and a committee were duly elected, and the Treasurer was instructed to purchase the necessary requisites without delay. By the end of the first week in November all the requisites were to hand, two courts were marked out, and practice begun. The formal opening of the Courts of this Club took place on Saturday, November 12, 1898, when 26 members and their friends assembled. Part of a presentation by Peter Pidgeon to the Society, 13 August 2022 showcasing a series of photographs taken by John Henry Clark over the period 1895 to 1930. John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. Laughing Waters Road , the book was launched at Montsalvat in Eltham. On Saturday, January 30, 2016, Nillumbik Council launched this book. The weather was cool; just as well, considering over 500 people attended this very pleasant event where food and drink were plentiful. The Australian Government and Nillumbik Shire Council funded the book and it was designed by Wayne Rankin of North Warrandyte. The dedication page is to our very own Ranger Campbell Beardsell OAM of Parks Vic who taught Jane to be “passionate about the environment of this special place” (p260). Located on the corner of Main Road and John Street, the church first served the community as the Eltham Wesleyan Church since 1881. It became the Eltham Methodist Church in 1902, the year it united with the Primitive Methodists. Eltham Wesleyans first worshipped together in the home of William and Mary Crozier, on 24 acres bounded by Mount Pleasant Road and Pitt Street. From there they moved to a slab and bark hut in 1855 (this later served as the first school run by David Clark prior to the building of a new school in Dalton Street) and the members then built a chapel in 1858 on Lot 20, Henry Street (later to become the Rechabite Hall and Eltham Public Hall). The present church on John Street was designed by architects Crouch and Wilson in the Early English Gothic style with biochrome brick window frames, buttress heads and pinnacle. Church member George Stebbing built the church, the foundations were constructed with stone from the walls of the first Eltham State Primary School (No. 209) building which collapsed in 1874 and were purchased by Robert David Taylor. Stebbing was also responsible for building St Margaret’s Church and Shillinglaw Cottage. The Roll of Honour, which presently hangs in the church hall (which also doubles as the Opportunity Shop) lists 27 members of the congregation who served in the First World War, 11 of whom never returned. The red-brick Church Hall was opened in 1931 and in 1971 further additions linked the hall and church, including a foyer, vestry, meeting room and toilets reflecting the Eltham style of that time with its simplicity, extensive clear glass, reused baked clay-bricks from the 1881 church, heavy ceiling beams and compressed straw ceiling. On June 26, 1977, the church became part of the new Uniting Church in Australia consisting of the former Methodist and Congregational and most of the Presbyterian Churches. Following of declining numbers of worshippers, the church merged with the Montmorency Uniting Church on June 23, 1996. In 2023 the Uniting church approved a plan to renovate the church. It is understood that the historic church and the hall will be retained, and the building added in 1971 is to be demolished, to make way for a new purpose-built Opportunity shop. The proposed areas to be demolished include the current foyer, toilets, crèche, etc, including the area between the hall and the former RSL. Works are expected to commence mid to late July 2023. The Society was invited by a church member to take photographs of these areas to document them prior to demolition works commencing. The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. August Meeting (Newsletter No. 235, Aug. 2017) Blanche and Jack Shallard were involved in many activities in the Montmorency community throughout their lives. They observed Were Street grow from a one shop street to a bustling shopping village. Jack was a local solicitor and on the Board of the Diamond Valley Community Hospital, while Blanche was a member of the Hospital Auxiliary and both were involved with our Society. They were also connected with Montmorency State School and St Faith’s Church in Montmorency. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jack's restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. The article includes a joint statement from all three sacked members in which they state they have been able to bring a community perspective to the planning applications placed befopre the committee which has resulted in modifications to planning decisions. On the crest of Stanhope Hill at Peter Street, Eltham, stands the former home of a couple, Clem and Nina Christensen who had a major influence on the literary development of post World War 2 Australia. In 1946, Clem and Nina Christensen bought the house, which had been designed by Harold Desbrowe Annear, considered to be one of Australia’s most innovative architects in the first quarter of the 20th century.1 That year the stucco building with a metal roof, built in 1910, was extended to the north and south. The main residence was built of jarrah, with stucco walls, floors of Tasmanian hardwood and rooms panelled with Californian redwood (sequoia). The property included a cottage, former stables, a dairy and meat-house. From its beginnings the property has attracted artists and intellectuals. Official World War One artist, Will Longstaff, bought the property – then 15½ acres (6ha) around 1900. Famous for his painting The Ghosts of Menin Gate, now in the Australian War Memorial Canberra, Longstaff was the cousin of another well-known painter, Sir John Longstaff. Several leading artists visited Longstaff at Stanhope including Walter Withers of the Heidelberg School, who lived in Brougham Street, Eltham. In 1919, Theo Handfield, father of author and journalist John Handfield, bought the property from Mrs Longstaff. Then in 1924 the land was subdivided and most of the estate (80 blocks) was auctioned. The next owner was related to novelist Virginia Woolf. Bishop Reginald Stephen, Warden of Trinity College, bought the house and five acres (2 ha) in 1928. He was related to Sir Leslie Stephen, the first editor of the Dictionary of National Biography and Woolf’s father. Novelist and music critic John Harcourt, was the next tenant, while he and his wife Fay, built their mud-brick house Clay Nuneham, at the foot of Stanhope Hill. Dr Clem and Mrs Nina Christensen, lived in the house until their deaths. Clem Christensen – who died aged 91 in 2003 – was a poet, short story writer and painter. However, he is most noted for founding Australia’s foremost literary journal2 Meanjin (originally Meanjin Papers), which he described as ‘democratic left of centre’, in Brisbane in 1940. Clem brought Meanjin to Melbourne in 1945 and remained editor until 1975. Enormously influential, Meanjin spawned and encouraged many of Australia’s best literary talents and it had an international reputation. Meanjin was the first to publish such writers as Judith Wright and David Malouf and it encouraged writers like Patrick White and Peter Carey. Nina Christensen – who died aged 89 in 2001 – was founding Editor of the Melbourne Slavonic Studies Journal and pioneered the study of Russian in Australia. In 1946 she established the Department of Russian Language and Literature at The University of Melbourne, which she led until 1977. Nina’s graduates largely staffed subsequent departments, in other Australian universities.3 However Nina’s Russian heritage and Clem’s outspoken views caused problems. They were forced to defend themselves in the Petrov inspired Royal Commission on Espionage in the 1950s, but were exonerated. The Christensens attracted and hosted many distinguished Australian and foreign writers, artists and academics, including Nobel prize-winning novelist, Patrick White and the world’s then leading cellist, Mstislav Rostropovich.4 Other writers and intellectuals who visited Stanhope were: Vance Palmer, Alan Marshall, A D Hope, Xavier Herbert, Nevil Shute, Geoffrey Dutton, Martin Boyd, Judah Waten, Bruce Grant, Dorothy Hewett and Sir Herbert Read. Painters included: Danila Vassilieff, Arthur Boyd, Albert Tucker, Justus Jörgensen, Robert Hughes and Clifton Pugh. Academics included: Manning Clark, Geoffrey Blainey, W Macmahon Ball, Richard Downing, Geoffrey Serle and scientist Tim Marshall. Politicians included: Jim Cairns, Pauline Toner, Lance Barnard, Sir Paul Hasluck, Sheryl Garbutt and performance artists included: film star Olivia Newton-John, members of the Bolshoi ballet and the Russian State Ballet of Siberia.5 Nina Christensen was honoured in 2006 at the Eltham Living and Learning Centre with the building of an amphitheatre designed by V Sverdlin.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Fern gullies around Jehosaphat Gully Covered under National Estate. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p125 The magnificent Kinglake National Park, fringing Nillumbik’s north, is the largest national park close to Melbourne. Thanks to the vision and hard work of a band of local people, the park was created from what was rapidly becoming degraded land. Seeing a threat to Kinglake’s indigenous flora and fauna, several prominent local people campaigned for a national park, which was established in 1928.1 Since then, the park has grown through donations and acquisitions of land, from around 13,800 acres of land (5585ha) to 22,360 hectares. The Sugarloaf and Everard Blocks – of almost 8000 hectares – stand in Nillumbik and the park extends into Mitchell and Murrundindi Shires and the City of Whittlesea. Mt Everard commemorates William Hugh Everard, State member for Evelyn when the park was established. Before 1928, European settlers had degraded the Kinglake area, which was named after the celebrated English author and lawyer, Alexander William Kinglake. Remains of gold shafts and diggings in the park are reminders of Kinglake’s first settlers, who hoped to strike it rich at the gold diggings. But like other gold fields in this shire, they proved not very lucrative and soon timber cutting replaced mining in importance. However, before long, the accessible timber supply ran out, so in the 1920s agriculture took over – particularly potatoes and berry fruits – which involved large-scale clearing.2 The park’s instigator was retired Melbourne University Professor of Music, William Laver.3 As chair of the Kinglake Progress Association he began negotiations to have crown lands on the southern scarp of the Great Dividing Range reserved as a national park. Even before the park was proclaimed, from 1927, KPA members cut tracks to the major scenic points. Professor Laver was one of several people who gave land for the park, donating around 50 acres (20ha), including the Jehosaphat Gully.4 Laver chaired the park’s first Committee of Management, which raised money to employ a ranger and provide facilities, including tracks and roads for fire protection vehicles, toilets and shelters. The committee charged fees for firewood collection, some grazing of livestock, and visitor entrance, and obtained small State Government and Eltham Shire grants. In 1957 the State Government provided revenue for national parks. Then, in 1975, the State Government took over the management and the Committee of Management became an advisory committee, which disbanded in 1978. Originally, the park covered crown land in the Shires of Eltham and Whittlesea; then Wombelano Falls in Yea and other areas were added. In 1970 the park extended into the Shires of Eltham, Healesville, Whittlesea and Yea.5 Bush fires have been an ongoing problem. In 1939 hundreds of eucalypts and acacias had to be sown around the Jehosaphat Gully to rejuvenate the forest. To manage bushfires, the Committee of Management, then the State Government, worked closely with the Forestry Commission, shire councils and local fire brigades. Early national parks focussed on recreation. But by the 1980s, conservation, education and scientific research became more important, playing a vital role in preserving representative samples of the natural environment. Each year many thousands of people use the park’s extensive network of walking tracks amongst the protected plant and animal life as well as camping, cycling and horse riding. The park, along the slopes of the Great Dividing Range, has lookouts revealing magnificent views of the Melbourne skyline, Port Phillip Bay, the Yarra Valley and the You Yangs. Vegetation in the Masons Falls area includes messmate forest, Austral grass-trees, ferns and Hazel Pomaderris. In spring, orchids, lilies, everlasting daisies, correas, grevillea and heath appear. Around Jehosaphat Gully are wet and dry forest, fern gullies and banksia. Animal life includes wallabies, kangaroos, koalas, echidnas, possums, gliders and bandicoots. Charles Symons Wingrove, J.P. (1829-1905) arrived in Victorian in 1851. He had trained as an engineer, but tried his luck on the goldfields. In 1857 he was appointed as Secretary to the Eltham District Roads Board only one year after its foundation. He was to hold the position with the Board and later the Eltham Shire Council for total of 47 years. He also held the position of engineer for a large part of this period. During part of this time he was also secretary to the Heidelberg Shire Council. Over this period he was responsibly for an area stretching from Clifton Hill to Healesville, along the northern bank of the Yarra River. Other positions included Secretary to the Victorian Agricultural Society over along period.Wingrove was a main figure in the Municipal Association of Victoria. By the time he retired he was recognized as the “Grand Old Man” of Victorian local government. In 1858 Wingrove had a brick cottage built in Main Road near the State School and he lived here until his death. One room was uded as the Board and Council office. His descendants owned the house until 1974. It was later used as a psychiatric clinic. The park opposite the cottage has been named Wingrove Park in his honour. He is buried at St Helena with other members of his family. Age (Melbourne, Vic. : 1854 - 1954), Tuesday 18 July 1905, page 5 ABOUT PEOPLE. A conspicuous figure in northern municpal history, Mr. Charles Symons Wingrove, has passed away. He was for many years secretary and engineer for the shire of Eltham, and prior to the formation of the shire held the position under the old road board, his official connection with the district dating from beyond 1857. For about twelve years he also filled the position of shire engineer for Heidelberg council while retaining his other post, and the immense territory under his professional control, reaching from the boundary of Collingwood up to Healesville, was a matter of fatherly pride and interest to him. He arrived in Victoria in 1851, and was 76 years of age at his death. Mr. Wingrove retired from the position in the Eltham council only about a year ago. Shire of Eltham Archives: Series 69, Item 5 Video opens with panning view of completed kinder from Frank Street followed by images of the centre under construction then opening day speeches. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque.
