The commander f the 1st Australian Task Force in Vietnam held the key operational command in Australia's largest military commitment of the Cold War period. Although the Vietnam War has been written on at length, the brigade level of command, held in Vietnam by the commander of 1 ATF, has received comparatively little attention. The report makes recomendations to the Board about matters that were discussed earlier in August 1984 (refer to item 00926). The report also notes that change is not always accepted - it takes courage to make change. It is essential to carefully explain the reasons why to all involved with Legacy activities. The change should be done in an orderly manner. The task force makes 23 recommendations to take Melbourne Legacy into the future. This report highlights the ongoing need to review and if necessary update and change policies and priorities if need be. The report explains that to provide recommendations and suggestions three working parties were established with two Legatees in charge of each group. In group1, 47 Legatees were involved, group 2&3, 59 Legatees involved in each group. Each group had a budget to work to and designated areas of Legacy activities to investigate and report on e.g. group1 would report on Accommodation, Housing, Handicapped Dependants, Firewood - refer to appendix A. Reports and suggestions are made in appendix B. Some recommendations suggest that Legacy and Legatees do not cease providing services but refer suitable applicants on to similar activities with other organisations if the need arises. This was due to declining numbers of Legatees to supervise, and those under the care of Legacy to paricipate. Due to declining numbers of Legatees and the number of families requiring help in certain areas, the report shows that Legacy needs to alter the way in which it delivers some of the services to Widows and families but still maintain the services that Legacy has provided previously. This document discusses the many options available to Melbourne Legacy in matters such as:- A) Disposal of Legacy House (293 Swanston St, Melbourne), redeveloping the existing site, selling the building and remain as a tenant or moving to another location. Many variations of these options are discussed. B) Whether Legacy luncheons would or should continue, would any of the above options reduce widow visits to Legacy House.
