The coloured photo depicts what remains of the building in Taylor St. Stawell. The mill has not been used for many years. The original factories were on Stawell Flat. Carl Wehl a native of Hanover, Germany came to Victoria in 1861. Carl Wehl was at Pleasant Creek in 1872 when he started business as a wool scourer and tanner. By 1880 his business of tanning wool scouring discontinued, and he commenced trading, (mongering) in Bark Milling. The Mill was described as being the largest of its kind outside Melbourne,Two photographs of a weather board building with corrugated iron roof. One black & white photo and an enlarged photo of the building when used as a Bark Mill. The coloured photo obviously more recent as the writing has faded and can just be made out on the front of the building. One of the original colour photos is missing (152-2). In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. Willaim Frayne founded the Wimmera Flour Mill on a site in Taylor Street (beside the railway line) Stawell 1876. When Willian Frayne dies 1899 his son George took over the mill. The mill continued to be a propriety company until early 1966, when it was sold to the Victorian Mill Owners. The sale was forced because of the lack of export markets. A factor which affected most country mills. The Victorian Oat Growers Pool took over on July 1st, 1967. Trading under the name of Wimmera Flower Mill as a subsidiary company. Later years it sold clipped and graded seed, oats, stockfeed for poultry, pigs and dairy cattle and all types of crushed grain. The original Frayne homestead still stands behind where the Mill stood facing Frayne Street. In 2007 during our "Collection Review" the four smaller colour photos, which were donated by Mr. Mick Walsh, 52 Patrick St Stawell were very similar to the bigger photo in the file 139.6e.139-6 a-d & e Coloured photographs showing various views of the Wimmera Flour Mill or Grain Handling Corporation building in progress of being demolished. There is a red brick building with a tiled roof in these coloured photos. The rail line is shown in foreground of 139-6 e. Our records on the data base show 139-6e to be a black & white photo but the same photo in the office folder is an enlarged colour photograph. Grain Handing Corporation stawell industry -

Cash Book’ This cash book, found in the old Mackay Taylor ...This cash book, found in the old Mackay Taylor building in Kepler Street, contains entries relating to Costs Accounts and Trust Accounts for the Warrnambool firm of Fletcher and Mackay which had been formed from the amalgamation of the law firms of George Mackay and James Fletcher in 1893. In the 1920s the firm became Mackay and Taylor after J. McD. Taylor became the partner with George Mackay. This firm was a prominent one in Warrnambool until the 1990s. This cash book is of considerable interest as the entries show the names of many well-known residents of Warrnambool at the end of the 19th century and the beginning of the 20th century. The firm of Fletcher and Mackay was an important one in Warrnambool at that time and George Mackay, one of the partners of the firm, was prominent in local community and civic affairs. This is a ledger with black binding and buff-coloured spine and corner reinforcements. There are 135 double-sided pages. The pages have been printed with red ruled lines for accounting purposes. There are red and blue mottled coloured cardboard pages at the beginning and end of the book. There are two loose pages which appear to be scrap notes only.
