Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Description of the Aims of the Health and Safety Unit (Ballarat College of Advanced Education). Three overall objectives are listed. The way each of these can be achieved it would be necessary to a. run high quality courses b. produce high quality research and development in at least one area of Occupational Health and Safety c. act as advisors to State and Federal Governments, Trade Unions and Employers d. be seen as a focus of knowledge on the role and training and effective use of inspectorates e. be known for a number of major themes which are recognised as the Ballarat View Each of these points is expanded on. Trade Union Health and Safety Training is supported by a grant from the National Occupational Health and Safety Commission. One condition of this grant is that the ACTU undertakes an evaluation of the training. In 1986 the Ballarat College of Advanced Education Health and Safety Unit was asked to undertake the training evaluation which was done by Stephen Cowley, Research Fellow within the Health and Safety Unit at BCAE.One hundred and ten A4 sheets - type written and diagrams. Minutes of meetings of the Congress Committee, June 1890-28 May 1891
Ballarat Trades Hall was part of the Intercolonial Trades Hall Congresses created for the purposes of collective organising within labour organisations. There were eight Congresses held within Australia: - 1879 Sydney - 1884 Melbourne - 1885 Sydney - 1886 Adelaide - 1888 Brisbane - 1889 Hobart - 1891 Ballarat (after the Maritime Strike in 1890) The political organisation of the labour movement and of restructuring trade union organisation under the Australasian Federation of Labour were significant agenda items. - 1898 Adelaide The following items were regularly discussed: - legislation of trade unions- organisation of labour - abolition of ‘Chinese and coolie immigration’ - Compulsory Court of Arbitration - Employers Liability Act - legalisation of the 8 hours system - land nationalisation - manhood suffrage - direct representation of labour in Parliament - appointment of working men on technical and other boards - free compulsory and secular education by the state and regulation of apprentices. Some of the resolutions passed were about: - Commonwealth Draft Bill - assisted immigration - payment to Members of Parliament - single tax, paid union organisers - minimum wage and industrial federation. Ballarat Trades Hall was part of the Intercolonial Trades Hall Congresses that were created for the purposes of collective organising within labour organisations. Joan Kirner served as a member of the state parliament from 1982-1994. Deputy Premier of Victoria, Minister of Education and subsequently Premier of Victoria (1990-92). Photo taken in June 1989. Norm Borchers passed away in 2008. Borchers was a Club President of the Sebastopol Lions Club (1975-76). He worked for the railways as an engineering employee and was long-term trade unionist (Amalgamated Engineering Union and the Australian Railways Union) and ALP member; he lived and worked in the Ballarat area. Norm was active in workplace disputes during the ALP split in 1955. By 1881, all the Australian colonies except Tasmania (where few Chinese had ever gone) and Western Australia had re-introduced fairly uniform laws restricting Chinese immigration. In 1866, Western Australia fell into line. The only part of Australia where the Chinese continued to come in any numbers was the Northern Territory (then under South Australian control) . . .
