Air Raid Precautions (ARP) badges, Circa early 1940's
Mr Webb King was an Air Raid Warden during World War 2. These badges were found when his workshop was being cleared out, and so were donated to our society. The badges in our possession do not have the word WARDEN printed on them, like the image of the badge shown on the Darebin Heritage 'Air Raid Protection Services (ARP)' publication, or the image of a badge offered for sale on ebay. At this stage we are uncertain of why this is so. If anybody knows the answer then please leave a message on this site. During World War 2 Australian municipalities were expected to take precautions against air raids, with the Government campaigning to recruit men over 45 to be volunteer Air Raid Wardens. It was also common for women to become wardens. Wardens carried gas masks, helmets, and rattles or whistles. The wardens received 7 to 8 one hour sessions of training, and their chief duty was to advise people of precautions to take, and to ensure those precautions were taken. Air Raid Precautions included air raid drills, shelters (usually trenches), first aid, fire fighting, rescue of 'gassed' persons, evacuation drills, demolition and repair squads, monitoring of blackouts. Melbourne was deemed vulnerable to aerial attack because of its centralised port and industrial facilities and so Anti-aircraft guns were installed in Maribyrnong. By early 1942 more than 60,000 people voluntarily carried out Air Raid Precautions duties according to the Autobiography of Robert V. J. Padula OAM. As the threat diminished during 1943 and 1944 the need for air raid precautions was slowly reduced, and some shelters (trenches) were filled. The two photos showing Air Raid Wardens are out of copyright and have been sourced from the 'Argus Newspaper Collection of Photographs, State Library of Victoria.' The image showing one warden on Swanston Street Melbourne has been cropped to remove extras not connected with the photo. The ARP badges are a historic reminder of the precautions that were taken in Victoria during the early years of World War 2. The precautions were an effort to minimise the harmful effects of a theoretical air raid. The war started to turn and so an air raid never came, however many people received valuable training in what precautions needed to be taken.Pressed metal round badges with pins. Doris Lilian Wright of 214 Union Road was a milliner but joined the Australian Women's Army Service (AWAS) in the early war years. The Women’s Australian National Service (WANS) was inaugurated in 1940. Training for members of the WANS included air raid drills, first aid, basic military drills, and even shooting, signalling, and mechanics. AWAS on formed on 13 August 1941 with the objective of releasing more men into forward areas. The Army was particular with its recruiting and four references were required; another stipulation was that teeth were in good condition. Doris was located at Elwood. Their training area was along the foreshore and one day to their great surprise there were crowds of American Marines – "the cream of the American Army". These were the first Americans to arrive in Australia to strengthen the defence of the country. The Americans soon went north and the AWAS went off to Balcombe on the Mornington Peninsula. At this time there were no uniforms for the girls only ‘giggle’ dresses – of a non-descript colour. They were not expected to appear in public in these and wore civilian dress. Japan had just entered the war and there were more urgent demands on restricted supplies. Mr Joseph George of 26 Scheele Street Pictured as an Air Raid Precautions Officer during the 1939 – 1945 war. ARP officers controlled the areas around their homes to check on tell-tale lights showing in the ‘brownout’ conditions and advising on the black-out of homes. Street lights were dimmed and screened downwards and Joseph’s daughter Marie remembered sewing black Italian cloth curtains to hang over the windows. Joseph taught adult first aid classes in local schools, church halls and at The Surrey Dive. Joseph conducted his practical training sessions at the Quarry in Grovedale Road, in case they had to deal with an emergency in such a site. Joseph (Joe) and wife Emily Ruth were English migrants; they bought their home in Scheele Street in 1919. Daughter Marie was born in 1914 when they are listed in the electoral roll at 'Hasland', Croydon Road, Surrey Hills; his occupation is given as a boilermaker. Emily (nee Sturgess) - d 15 November, 1960; buried Box Hill Cemetery - M-199A-0034 along with daughter Marie. Possible birth c Oct 1880, Birmingham (not confirmed); marriage to Joseph George c Jan 1905, Chesterfield, Derbyshire. The donor was his daughter, Marie, who was a school teacher and was on the staff at Chatham Primary School for a number of years. ... uniqueness) as an aid to the training of rowers at two successful ..."Grace Blake’s conversations with older members of the Club have elicited the following information during July 2014: • Don Christie recalls the machine being acquired by (or donated to) SMRC in the 1960s. SMRC later donated it to APRC. • Bob Duncan remembers it being at APRC. • Max Shaw joined the club in 1946 but doesn’t recall it at all. • Peter Watson recalls collecting the rowing machine from the old APRC club house before its demolition (c. 1995). The AP-SMRC machine carries a ‘maker’s plate’ with the name Moore... Moore Crane and Engineering Company Pty Ltd was a subsidiary of Malcolm Moore Industries Ltd whose manufacturing engineering works were located on Williamstown Road, Port Melbourne from 1927. The founder established the main business in 1921 and retired in 1953.21 The business was delisted from the Australian Stock Exchange in 1976. Grace Blake advises that some of the earlier SMRC members were plumbers and therefore worked in trades connected with engineering. She reports that Peter Watson recalls some of his contemporaries completing their engineering apprenticeships at Malcolm Moore Industries Ltd in the 1970s. There are still many unanswered questions concerning the history and provenance of the rowing machine at the time of writing this report, but the connection with a local engineering works is certainly fascinating. Questions to explore in the future include: Did Moore manufacture the machine, or import it (and perhaps assemble it) under licence? Was this machine a ‘one-off’ or did Moore make / distribute others within Australia? When, why and how did SMRC acquire the machine? Why did SMRC decide not to retain it, but to pass it over to APRC? And how did APRC use it?" 2014 Significance Assessment, pp38-40. "The ‘Moore’ Rowing Machine at the Albert Park – South Melbourne Rowing Club (AP- SMRC) is a rare example in Australia of the Kerns patent design from 1900. This machine may not, however, be that old in construction or use. The AP-SMRC machine is almost intact, appearing to lack only the leather straps for fastening the rower’s feet to the foot-rests. Spalding manufactured the design in the USA in the early decades of the 20th century, but the metal elements in its models are traditionally black. The bright red paint on the AP-SMRC machine suggests something different. The AP-SMRC machine carries a maker’s plate that associates it directly with a local engineering business, Malcolm Moore Industries Ltd of Williamstown Road, Port Melbourne. Club members recall the machine being at the South Melbourne Rowing Club in the 1960s, and being transferred at a later date to the Albert Park Rowing Club. The machine has not been used since the founding of the amalgamated AP-SMRC and requires careful conservation. The ‘Moore’ rowing machine is of national research significance as a rare survivor, in Australia, of the well-regarded Kerns patent design that was popularised by Spalding in the northern hemisphere. The English River and Rowing Museum website quotes a testimonial from an AG Spalding & Bros’ Mail Order Catalogue: ‘This machine was described by ‘an experienced oarsman’ ... “to be the most perfect rowing machine ever produced”. A feature was the adjustment of the resistance so “the weaker sex can use the machine”’. Its historic significance lies in its rarity (and perhaps uniqueness) as an aid to the training of rowers at two successful clubs on Albert Park Lake. Additional historic significance lies in the connection that the rowing machine represents between local rowing clubs and a major local manufacturing engineer. The ‘Moore’ rowing machine bridges the realms of innovation and application, of industry and recreation, of land-based and aquatic sports, and of two neighbouring rowing clubs on the Albert Park Lake." 2014 Significance Assessment, p43"A rowing machine that appears to be built to the Kerns patent design from 1900 but may not be that old in construction or use. The machine is heavy and includes parts made from cast iron. The cast iron components are painted in a distinctive bright red. The wooden seat moves on timber slides. Resistance is created by spring mechanisms at the ends of two frame elements that connect with two wooden ‘oars’, and by the central chain-driven system that co-ordinates with the rower’s movements. Herbert Joseph Chambers was born in 1912 in Clifton Hill, Victoria. Later he was to live in Clark and Charles Streets in Northcote, in South Caulfield, and finally in Mentone. While he may have worked at the Kew Asylum before 1945, that year was when he was presented with a Certificate issued by the Department of Mental Hygiene (Victoria) declaring that he had completed training and passed the examinations required to work as a 'Mental Attendant’. The document is dated 19th December 1945 and signed by the Director of the Department and by the Co-Examiners. From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenn’th [sic] Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. Dr Dax introduced an art therapy program into Victorian psychiatric hospitals, including Kew, where it is likely that the five sketchbooks were created. The sketchbooks are believed to have been presented to Chambers by Bailey as a “gift for looking after him”. This field First Aid kit is a mixture of items, some prepared for use in wartime, including World War One and some for use in peace time emergencies. The calico bag, produced by the Red Cross in Kalgoorlie, W.A., has been used by the State Emergency Service and at a later date by a scout group. The name, ‘S. Dempster’ is on the striped calico bag. Samuel Dempster was born in Ireland and was living at Panmure when he enlisted. He was attached to the 6 Ambulance training. He served from 1942-46 This is a calico shoulder bag with the shoulder strap adjustable with the use of metal clips. This is a set of five photographs of Army Survey Regiment personnel undertaking live fire SLR rifle qualification training at Wellsford Rifle Range, Bendigo 1985. This was the last of six regimental training objectives outlined in the administrative instruction – Exercise “City Soldier” accompanying these photos. The other objectives were SLR rifle and M30 grenade handling revision, and first aid at Fortuna; and navigation and RATEL at Wellsford Forest. Personnel from Air Survey, Cartographic, Lithographic and Headquarters Squadrons were reallocated to four training platoons for one week from 7th to 11th October 1985. This is a set of 17 photographs of the Army Survey Regiment personnel undertaking military skills revision, at the Army Survey Regiment, Fortuna, Bendigo, 1985. They participated in lessons on the handling of the M30 Grenade and SLR Rifle. These lessons were part of the six objectives of regimental training outlined in the administrative instruction – Exercise “City Soldier” accompanying these photos. The other objectives were first aid at Fortuna, RATEL and navigation at Wellsford Forest; and rifle shooting at Wellsford Rifle Range. The new Central Park was opened on Monday, 21 April 1930 by Mr. W.H. Everard, M.L.A. followed by a sports carnival. The Advertiser reported on Friday, April 25, 1930 that – “Perfect weather prevailed on Monday for the sports gathering in aid of the recently-acquired park near the railway station, and from every point of view the day was a success. The Central Park contains 9½ acres, and has the Diamond Creek on one side and the railway line on the other. It cost £760, of which the council contributed £500, and the citizens, are finding the balance. Already about £80 has been spent in levelling, and a pavilion has been erected by the footballers, who will use the ground for training until it is sufficiently, improved for matches. There is ample shade along the banks of the creek, where there were numerous picnic parties. The committee has already done some planting on the railway side of the park, and where the trees grow on the higher side, overlooking the arena, the natural stand will have shade, command a view of the events, and have the trees on the banks of the creek in the distance. There were between 600 and 700 people present, many in motor cars having a little difficulty in, finding their way under the aqueduct to the ground, but the council is at present effecting improvements to the road. A merry-go round was a source of pleasure to the children, and the Northcote Soldiers and Citizens Band under Bandmaster Gore, de-lighted everyone with their varied selections of good music.” “Cr. E. J. Andrew, president of the Park Committee, said it was the first function held in the park, and although the citizens have guaranteed £420 towards it, there is still some-thing owing. Mr. W. H. Everard, M.L.A., who can always be relied upon to attend any gathering which draws the people together, said that he and Mrs. Everard had great pleasure in being present to declare the park open. He congratulated the Eltham people upon their public spirit, and the new park would be more appreciated in years to come. The other park is a splendid one, but it is far away, and one is required close to the station, so that young people can have a day's enjoyment, without having to go far from the station. The trouble in Victoria is not having enough parks. The early settlers did a lot in getting park lands, but the present generation is not doing enough. Eltham people are entitled to the highest commendation for their action, and Cr. Andrew and the council are to be thanked for what they have done. What is wanted is ingress and egress so that people can get in comfortably. When he was motoring in his wife said, "Surely you are not going down that precipice," and he replied that he would go anywhere where the people were. Collingwood Technical School trained apprentices in many trades. CTS was also invlved in Training Schemes during the late 1930s and during World War II. These photographs depict some of the machines and machine parts built in class. These are high quality professional photographs taken circa 1940-1943. At this time , CTS was part of the Defence Training scheme. These photographs are a visual record of this scheme.6 black and white photographs mounted on brown card. Stretcher
Made of canvas and bamboo slats with hemp ropes, adjustable canvas straps and metal buckles and rings, the rescue stretcher was used for carrying an injured person. According to the Powerhouse Museum, the stretcher and was ‘designed to support and carry an injured person in circumstances where the person has to be lifted vertically’. Known as the ‘Neil Robertson stretcher’, it was developed in the early 1900s by John Neil Robertson as a lightweight rescue device and was modelled on Japanese bamboo litters. An identical stretcher is held in Sydney’s Powerhouse Museum and is thought to date between c.1967 and 1999. The museum’s statement of significance for the unique stretcher elaborates on its cultural values: The canvas is wrapped around the patient and secured with strong canvas straps. A lifting rope is attached to a ring above the patient's head, while a guideline is tied near the ankles and used to stop the stretcher swaying as it is hoisted up. This style of stretcher was specifically designed for use on ships, where casualties might have to be lifted from engine-room spaces, holds and other compartments with access hatches too small for ordinary stretchers. The original name of the Neil Robertson stretcher was 'Hammock for hoisting wounded men from stokeholds and for use in ships whose ash hoists are 2 ft. 6 in. diameter'. Since those times the Neil Robertson stretcher has also been used in factories and mines and for other emergency rescue situations. It is still possible to buy this type of stretcher although the slats are now more likely to be made of wood. The example in the Powerhouse collection was amongst several items of obsolete first aid and rescue equipment donated by the electricity generation company Delta Electricity. It would have been used - or at least been on stand-by - at the company's Munmorah Power Station or the associated coal mine on the Central Coast of New South Wales. Industrial sites and mines are extremely dangerous work places. Throughout the 20th century to the present there has been a drive, especially in developed countries like Australia, to improve workplace safety. Measures taken to reduce injuries and deaths have included safer industrial equipment, safer work practices, staff training, and the ready availability of accident and emergency equipment.It was also used throughout WWI and WWII. There are two other examples of the stretcher are known in Parks Victoria heritage collections. Canvas and bamboo stretcher with straps and buckles. Hemp ropes are attached to the stretcher. -

He donated a lot of time and was involved with Legacy in many ways over the years. Correspondence between Aaron Beattie Esq from Beattie Physical Culture College Melbourne and E. Hilmer Smith Esq about Girls’ Physical Culture Classes in July 1928. It was intended to aid the Sydney Legacy Club establish classes for girls. Excerpts include the following information: "I would suggest that you form a special C/tee to handle the Physical Culture work. . . . I would suggest that special care be taken to see that none but fully-qualified and trained teachers handle the children - this is all important. . . . We charge every child 5/- per year, payable quarterly. We have been most fortunate here with the girls section. An old friend of mine - Mrs Gillies - is our Hon. Directress. She was - until her marriage - in charge of all Physical Culture training in the State Schools of Victoria, and is a wonderful woman. She takes complete charge, appoints her own staff and so on. We pay some of her assistants from £2.2.0 to £5.5.0 per term of 12 weeks. The class was formed in May last year with 42 girls - we now have 121, and they have left the boys far behind. Enclosed you will find a copy of our measurement chart, which is an important part - every child should be recorded before starting, and again at the end of the year. I am also sending you a copy of our Demonstration Programme. This show was given after the girls had been going for 10 months, and it was a wonderful success - all these things help to bring success, and children seem to want these things to keep them going. . . . We spend about £600 per year on our Children's Work and nearly all of that goes to the Physical Culture side." The correspondence is a good snapshot of the undertaking of Melbourne Legacy running girls' club at that point in time and that Melbourne Legacy was trying to help Sydney Legacy establish a similar program. The Hamilton-Smith collection was donated by the children of Grace Mary Hamilton-Smith nee Ellwood (1911-2004) and John Hamilton-Smith (1909-1984) who settled in Wodonga in the 1940s. The Ellwood family had lived in north-east Victoria since the late 1800s. Grace’s mother, Rosina Ellwood nee Smale, was the first teacher at Baranduda in 1888, and a foundation member of the C.W.A. Rosina and her husband Mark retired to Wodonga in 1934. Grace and John married at St. David’s Church, Albury in 1941. John was a grazier, and actively involved in Agricultural Societies. The collection contains significant items which reflect the local history of Wodonga, including handmade needlework, books, photographs, a wedding dress, maps, and material relating to the world wars. This Air Raid Precautions booklet was one of thousands distributed to households across Australia during WW2. They provided instructions on what to do during an air raid and were based on emergency response protocols established in Britain. Other measures adopted by State Governments during this period included the installation of air raid sirens and bomb shelters, and the training of volunteers in firefighting and first aid. This item has well documented provenance and a known owner. It forms part of a significant and representative historical collection which reflects the local history of Wodonga. It contributes to our understanding of life in Australia during WW2. A small booklet containing illustrations and text instructing people what to do during an air raid.
