Photocopied file of corresponence and documentation relating to a claim by L.J. Mills, Nurseryman, that adjoining property owner, J. Collins, Farmer, assists with replacement of a vermin proof wire netting dividing fence destroyed by 1939 bushfire. File includes 1939 and 1940 detailed property inspection reports by Vermin and Noxious Weeds Branch, Lands Department, Lilydale, describing land use in the area and signs of vermin activity. Application approved 18th April, 1940. Appeal lodged by Mr Collins disallowed in May, 1940. File closed June, 1940 with Departmental suggesion that Mr Mills consider further legal action through a Solicitor as fence had still not been wire-netted. TRANSCRIPTS: Vermin & Noxious Weeds Inspection Reports "19/9/1939 (To) Superintendent (Department of Lands and Survey, Melbourne) Re L.J. Mills application for Vermin Proof Fence. I called on Mr Mills yesterday 18th instant in connection with this matter. Mr Mills has a flower farm and claims that rabbits and hares are damaging his flowers. He showed me a bed of carnations which he stated were being damaged by rabbits. There was evidence of some leaves being nipped off, but I am unable to say whether this is due to rabbits or grubs. Very little if any real damage is being done. The property is netted on the east and south boundary and on half the north and west boundary. The surrounding country is undlating and fairly steep in places. The land to the east across Grandview Avenue (sic) is all planted out in old established orchards and well cultivated. Cleared grass land adjoins the south boundary and bush land adjoins the north and west boundaries. I walked over a large area surrounding Mr Mills land and never saw any rabbits or hares or any indications of rabbits. This locality is not rabbit infested and very little wire netting is being used. Follow up report following renewal of application for Certificate by Mr Mills, citing rabbits causing considerable damage to his flowers. He laid poison and obtained 9 carcases and stated that there is evidence of rabbit infestation from the adjoing land. "19/3/1940 (To) Mr Hannah (Superintendant, Department of Lands and Survey, Melbourne) Re L.J. Mills, Grandview Grove Ringwood, Lot 4 Grandview Estate Pt CG20 Ph of Warrandyte. I interviewed Mr Mills at his home on 15th inst. He showed me carcases of rabbits which he stated had been poisoned on his land. In places young plants had been nipped off apparently by rabbits. I made an inspection of adjoining properties and found one live burrow close to Mr Mills northern boundary. There were scratches and other evidence of rabbits on land north and west of Mr Mills property. In view of the present evidence of rabbits I consider that a vermin proof fence is now necessary to protect the flowers grown by Mr Mills. His land is netted on whole of east and south boundary and half way on west and north boundary. The Department of Crown Lands and Survey was originally established in 1857 as part of the Board of Land and Works. In 1964 it ceased to be controlled by the Board. The Department functioned for almost twenty more years before being combined with other Ministries to form the Department of Conservation, Forests and Land. It was responsible for the management of the State's Crown land and pastoral estates. This map was used by Don Mehlert after 1928. The VERMIN AND NOXIOUS WEEDS ACT 1928 was an Act to consolidate the Law relating relating to Vermin and Noxious Weeds. E. J. E. G. This is a common small 'meat safe' used in most homes prior to the arrival of Refrigerators. Food, such as milk, butter, cooked meat would be stored for a short time in this safe. The Coolgardie safe was invented in the late 1890s on the Western Australian goldfields. Its invention was credited to a local contractor named Arthur Patrick McCormick. It was a practical system to preserve food prior to modern refrigeration. The wire grid kept the food safe from vermin and allowed breeze to blow through. It was often covered with wet hessian so that as the breeze circulated the water evaporated, creating the same concept as coolant in modern refrigerators and ice boxes. In most respects it was a variation of the bushman’s hessian bag hanging in a tree. In larger towns and cities during this time period large "ice works" could deliver block ice to areas that required a form of refrigeration. These ice blocks where held in early refrigerators to keep perishables cool. In isolated or rural households, the Coolgardie or meat safe was the next best, practical solution for food preservation. This safe was used in the home of the Conway family in Wodonga.This item is very significant to the Wodonga region as it represents the initiative and problem solving skills of the early settlers. It also reflects the primitive conditions in which they lived before the arrival of more modern services such as electricity.Meat safe or Coolgardie safe manufactured in Australia. This safe is made from metal and has been painted in green paint. 2 sides of the safe have a pattern of 6 squares of holes to allow for ventilation and air flow. The holes would also guard against insects and other vermin. There is one shelf inside, dividing it into 2 sections. The safe has a hook attached so that it can be suspended, often from a tree or on a verandah to increase air flow. In early civilization's cereal grains such as maize, wheat, barley etc. were stored in large airy buildings, often raised up from the ground to reduce infestation by pests and vermin. Ancient Egyptian and early Hebrew writings include reference to such buildings. Smaller quantities of food were stored in baskets made from woven grasses or leaves. In more recent times but prior to the invention of the refrigerator many food products were stored in the home as preserves or pickles, often in heat sealed jars. Dry food items were stored in vermin proof metal containers and could be found in any early colonial kitchen. Items such as coffee, tea, rice and sago were stable food types and needed longer term storage and a higher degree of protection from vermin and the elements, a common material used during this time was sheet metal or tin such as is used today in a common form of storage the biscuit tin. An early example of colonial food storage used in a domestic setting, it is interesting to note the subject items have provision to be locked. This indicates the value early colonial settlers placed on the contents and used to prevent pilfering. The subject items are now sought by collectors. Canister set; set of four canisters.
