The manual is also evidence that a more professional approach to training was undertaken by the Victorian Naval Forces after the mid 1880s. Gunner/Instructor Corkle's of the Port Melboune Naval Brigade written in the manual is evidence of the manual's strong provenance.Victorian Naval Forces Manual printed in 1889 with 62 pages with a burgandy cover. This plan is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The plan shows the existing jetties at the Port of Warrnambool, plus the partially erected Breakwater and proposed works to the Breakwater by both the Borough of Warrnambool Surveyor and Sir John Coode. The plan was signed 28th February 1879 by Sir John Coode. The legend at the bottom left describes the existing works and the proposed works. The Warrnambool Breakwater Sir John Coode was a British harbour engineer. He was brought to Melbourne by the Melbourne Harbour Trust to advise on works to improve the Port of Melbourne. The Victorian Government commissioned him to present a plan to complete the Warrnambool Breakwater. His original plan was too expensive so he prepared a revised plan for a shorter structure. The work was completed in 1890. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem that, by 1910, required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database. This plan of the proposed works for the existing Warrnambool Breakwater is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). It is historically significant to Victoria as one of the most important maritime engineering projects in Victoria in the late 19th century. The Warrnambool Breakwater is of historical significance as one of the most important maritime engineering projects in Victoria in the late nineteenth century. It is evidence of Victoria's nineteenth century investment in regional port infrastructure and the development of Victorian coastal shipping. It is of significance for its association with the English civil engineer Sir John Coode, the most distinguished harbour engineer of the nineteenth century, who was brought to Victoria to advise on works to improve the Port of Melbourne, but was retained by the Government to advise on improvements to the harbours at Portland, Geelong, Port Fairy, and Lakes Entrance, as well as Warrnambool. His projects for Melbourne, Lakes Entrance and Warrnambool were major engineering projects of the nineteenth century. The breakwater is historically significant as a reminder of Warrnambool's early maritime history as a Western District port, and as one of Victoria's major 'outer ports'. While the Warrnambool Breakwater is a demonstration of the engineering skills of the nineteenth century, it also demonstrates the limitations of knowledge relating to sedimentology at the time and the confidence apparent in a number of nineteenth century plans which assumed that natural forces could be overcome or contained by engineering.Plan of Warrnambool Harbour, Port of Warrnambool, dated 28 Feb 1879. The reports were produced and readily distributed annually to a number of organisational stakeholders and included reports from the Committee, Chaplain, extracts of letters, Ladies auxiliary and a list of subscribers. In the Argus (Melbourne, Vic. : 1848 - 1957), Saturday 24 February 1900, page 15: VICTORIAN SEAMEN'S MISSION The annual meeting of the Victorian Seamen's Mission was held in the institute at Port Melbourne last night. There was a fair attendance, the large proportion being ladies, and the chair was occupied by Sir Frederick Sargood MLC. Mr Hugh R Reid, the president of the institute, was also president. The annual report, which was lead and adopted, stated that the Seamen's Institute at Port Melbourne, and also the Sailors' Rest at Williamstown, had sustained their reputation for usefulness and attractiveness. The attendances had been very large at each place and 114 seamen had taken the pledge at the Port Melbourne Institute. Regreat was felt that owing to the preliminary steps having met with opposition in Parliament the building of the long contemplated additional institute near the Melbourne wharves was deferred but the project had not been abandoned. Large parcels of literature had been distributed gratuitiously among ships' crews and the concerts held for the entertainment of seamen had been very successful. The mission had been in existence for over 40 years. It aimed at promoting the temporal and spiritual welfare of seamen. It had been the means of completely eradicating "crimping" and the sailors' "boarding masters" curie, and otherwise removing many of the abuses which still exist in other ports. The Chairman, in moving the adoption of the report and balance sheet, referred to the great benefits which seamen derived from the institute. He was particularly struck by the fact that during the past year close on 2,000 letters had been written by visiting seamen from the institute namely, 1,720 at Port Melbourne, and 261 at Williamstown. It was also a very note-worthy feature, which perhaps the residents of Williamstown might be able to explain that, whilst out of 49,567 attendances at the Port Melbourne institute 114 had taken the pledge there, there was not a single instance on record of the pledge having been taken at the Sailors' Rest, Williamstown, out of 8,218 attendances. (Laughter) Referring to the projected new institute near the wharves, he was amazed to find that its construction had been, according to the report, orefused by some of the labour members. He did not know the details of the matter, but was of opinion that there was no institution more deserving of the support of labour members than the one advocated. In his opinion, the representatives of labour should disown the action of their delegates in Parliament in this matter. (Cheers ) Selections of vocal and instrumental music were given during the evening.These reports were produced annually and include a number of smaller reports from the Executive Committee, Chaplain and auxiliary. They sometimes included photographs and a list of subscribers and amounts pledged. The organisation is obliged to complete an annual report. This book contained the report for the year 1865 , only eight years after commencement of services aboard the Bethel Floating Chapel. The report was presented on Thursday 26 April 1866 during a public meeting taking place at the schoolroom of the Congregational church, Collins Street East. His Honor Judge Pohlman was chair of the meeting.The report lists the members of the executive committee, chaplain, patron and other prominent members of the organisation. Further the report provides a summary of the workings of the organisation for the year as well as financial details. The Royal Warrant assigning the Armorial Bearings to Victoria was signed on the 6th June, 1910 by King George V. The motto Peace and Prosperity was the first to be in English among the Arms of any Public Authority in Australia. In 1958 the Pink Heath was proclaimed as the floral emblem of Victoria. This led to a request to have it included somewhere in the Armorial Ensigns of the State. The solution was to have the plant shown growing from a grassy mound. On the 28 March 1973 Queen Elizabeth II signed a further Royal Warrant which added the mound. This shield is the official emblem of the State of Victoria. It can only be displayed in limited place such as Law Courts and Victorian Government offices with permission of the Victorian Government.2 Victorian Coat of Arms from the Victorian State Government offices in Wodonga. The kangaroo at the top holds a crown. The shield also features the Southern Cross. Two female figures represent Peace and Prosperity. The figure on the left wears a laurel wreath crown and carries a sprig of olive in her hand, representing Peace. The other figure wears a crown of golden cereal and holds the horn of cornucopia, representing abundance or Prosperity. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. This Pewter Mug Collection is a set of 32 trophies won by Australian Alpine skiers Ross and Malcolm Milne between 1959 and 1964. Ross and Malcolm grew up on their family's tobacco property in Myrtleford, and began skiing at Falls Creek at an early age. They were both taught by Austrian Sigi Haberzettl, who was chief coach at Falls Creek for 17 years. Ross went on to win the North-Eastern District Ski Association (NEDSA) Junior Championships for three years in a row. In 1961 Ross was a member of the Australian team which competed against New Zealand in the Inter-Dominion Championships. In 1963, he won the Downhill and Alpine Combined title at the Australian Championships, while placing second in the Grand Slalom event. Ross Milne was selected in the Australian team that participated in the 1964 Olympic Winter Games at Innsbruck, Austria. A few days before the opening of the Games, on 25 January 1964, he tragically lost his life when he crashed into a tree during a training run for the Men's Downhill. He was only 19 years of age. Malcolm became a member of the Australian Junior Ski Team to Japan at the age of 14. He won all of the NEDSA children’s races and won the State Title in 1966. Malcolm continued to achieve great success, winning the Australian Championships for the next five years. At the end of 1969 he won Gold in the Val d'Isere FIS Alpine Ski World Cup Downhill, Australia's first Alpine Ski World Cup medal. He was on the Australian National Ski Team for eight years, representing his country at the 1968 and 1972 Olympic Games and the 1966 and 1970 World Championships before turning professional in 1972. Malcolm Milne was inducted into the Sport Australia Hall of Fame in 1985. In 2000 he received the Australian Sports Medal for his contribution to skiing. In 2004, Ski & Snowboard Australia granted Milne Life Membership for the contribution he made to the sport by becoming the first World Cup medal winner in Australian winter sports history, and the subsequent impact his performances have had on future athletes. Malcolm Milne was awarded the Medal of the Order of Australia (OAM) for services to skiing in 2016.This item is significant because it is part of a collection which documents the career of two outstanding Australian sportsmen.A pewter mug awarded for Victorian Junior Championship Jump 1965.
