The Torpedo Manual was created in 1889 presumably as part of the training program of the Victorian Naval Torpedo Corps.This item is significant partly because some of the information in the manual is not found elsewhere but also as it the only known copy of this manual. The manual is also evidence that a more professional approach to training was undertaken by the Victorian Naval Forces after the mid 1880s. This item is from the private collection of George Shirling of Red Onion, Falls Creek. The Victorian Ski Club Association was established in July 1955 to combine the interests of all Victorian ski clubs to advance the combined objectives of the clubs in the development of Victorian skiing areas and advancing the technical standards of the sport. The Association had 33 Foundation member clubs and a further five clubs joined in its first year, representing over 3,500 individual members. George Shirling arrived in Falls Creek in 1962. He engaged Phil Nowell to build the original Koki Alpine Lodge which opened in 1965 with 14 beds. George operated the lodge with Michael “Baldy” Blackwell as manager. He also graduated in sport psychology in 1981 and was invited to become team psychologist for the Australian Winter Olympic team which went to Albertville, France, in 1992. He later owned the Red Onion Chalet. George credited the success of Koki to “Baldy” Blackwell. “Baldy” and Phil Nowell started the Trackers Mountain Lodge in partnership during the 1980s. In 1971 George sold Koki Lodge to Sigi Doerr. In 2024 the renamed Koki Alpine resort remains a highly popular destination in Falls Creek. George Shirling passed away on 27th February 2023. This plan is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The plan shows the existing jetties at the Port of Warrnambool, plus the partially erected Breakwater and proposed works to the Breakwater by both the Borough of Warrnambool Surveyor and Sir John Coode. The plan was signed 28th February 1879 by Sir John Coode. The legend at the bottom left describes the existing works and the proposed works. The Warrnambool Breakwater Sir John Coode was a British harbour engineer. He was brought to Melbourne by the Melbourne Harbour Trust to advise on works to improve the Port of Melbourne. The Victorian Government commissioned him to present a plan to complete the Warrnambool Breakwater. His original plan was too expensive so he prepared a revised plan for a shorter structure. The work was completed in 1890. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem that, by 1910, required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database. This plan of the proposed works for the existing Warrnambool Breakwater is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). It is historically significant to Victoria as one of the most important maritime engineering projects in Victoria in the late 19th century. The Warrnambool Breakwater is of historical significance as one of the most important maritime engineering projects in Victoria in the late nineteenth century. It is evidence of Victoria's nineteenth century investment in regional port infrastructure and the development of Victorian coastal shipping. It is of significance for its association with the English civil engineer Sir John Coode, the most distinguished harbour engineer of the nineteenth century, who was brought to Victoria to advise on works to improve the Port of Melbourne, but was retained by the Government to advise on improvements to the harbours at Portland, Geelong, Port Fairy, and Lakes Entrance, as well as Warrnambool. His projects for Melbourne, Lakes Entrance and Warrnambool were major engineering projects of the nineteenth century. The breakwater is historically significant as a reminder of Warrnambool's early maritime history as a Western District port, and as one of Victoria's major 'outer ports'. The reports were produced and readily distributed annually to a number of organisational stakeholders and included reports from the Committee, Chaplain, extracts of letters, Ladies auxiliary and a list of subscribers. In the Argus (Melbourne, Vic. : 1848 - 1957), Saturday 24 February 1900, page 15: VICTORIAN SEAMEN'S MISSION The annual meeting of the Victorian Seamen's Mission was held in the institute at Port Melbourne last night. There was a fair attendance, the large proportion being ladies, and the chair was occupied by Sir Frederick Sargood MLC. Mr Hugh R Reid, the president of the institute, was also president. The annual report, which was lead and adopted, stated that the Seamen's Institute at Port Melbourne, and also the Sailors' Rest at Williamstown, had sustained their reputation for usefulness and attractiveness. The attendances had been very large at each place and 114 seamen had taken the pledge at the Port Melbourne Institute. Regreat was felt that owing to the preliminary steps having met with opposition in Parliament the building of the long contemplated additional institute near the Melbourne wharves was deferred but the project had not been abandoned. Large parcels of literature had been distributed gratuitiously among ships' crews and the concerts held for the entertainment of seamen had been very successful. The mission had been in existence for over 40 years. It aimed at promoting the temporal and spiritual welfare of seamen. It had been the means of completely eradicating "crimping" and the sailors' "boarding masters" curie, and otherwise removing many of the abuses which still exist in other ports. The Chairman, in moving the adoption of the report and balance sheet, referred to the great benefits which seamen derived from the institute. He was particularly struck by the fact that during the past year close on 2,000 letters had been written by visiting seamen from the institute namely, 1,720 at Port Melbourne, and 261 at Williamstown. It was also a very note-worthy feature, which perhaps the residents of Williamstown might be able to explain that, whilst out of 49,567 attendances at the Port Melbourne institute 114 had taken the pledge there, there was not a single instance on record of the pledge having been taken at the Sailors' Rest, Williamstown, out of 8,218 attendances. (Laughter) Referring to the projected new institute near the wharves, he was amazed to find that its construction had been, according to the report, orefused by some of the labour members. He did not know the details of the matter, but was of opinion that there was no institution more deserving of the support of labour members than the one advocated. In his opinion, the representatives of labour should disown the action of their delegates in Parliament in this matter. (Cheers ) Selections of vocal and instrumental music were given during the evening.These reports were produced annually and include a number of smaller reports from the Executive Committee, Chaplain and auxiliary. The organisation is obliged to complete an annual report. This book contained the report for the year 1865 , only eight years after commencement of services aboard the Bethel Floating Chapel. The report was presented on Thursday 26 April 1866 during a public meeting taking place at the schoolroom of the Congregational church, Collins Street East. His Honor Judge Pohlman was chair of the meeting.The report lists the members of the executive committee, chaplain, patron and other prominent members of the organisation. The Royal Warrant assigning the Armorial Bearings to Victoria was signed on the 6th June, 1910 by King George V. The motto Peace and Prosperity was the first to be in English among the Arms of any Public Authority in Australia. In 1958 the Pink Heath was proclaimed as the floral emblem of Victoria. This led to a request to have it included somewhere in the Armorial Ensigns of the State. The solution was to have the plant shown growing from a grassy mound. On the 28 March 1973 Queen Elizabeth II signed a further Royal Warrant which added the mound. This shield is the official emblem of the State of Victoria. It can only be displayed in limited place such as Law Courts and Victorian Government offices with permission of the Victorian Government.2 Victorian Coat of Arms from the Victorian State Government offices in Wodonga.
