By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the WMI was led to ask the City Council to take it over in 1911 due to lack of financial support. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Public Library as it was then called. Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 when Pattison accepted the position as City Librarian for the Warrnambool City Council his huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. THE NEW WARRNAMBOOL LIBRARY When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme in the north east of Victoria. Mr R.M. Duncan prepared the notes. He was a member of the S.E.C. Kiewa Branch from 1949 - 1966. This book was commissioned by the State Electricity Commission of Victoria. It consists of the early history of the Bogong High Plains and the origin of names of places and creeks in the area.This book was researched in 1968 by Mr R.M. Duncan who worked for the S.E.C. on the Kiewa Hydro Electric Scheme from 1949 to 1966. His sources were the Melbourne Public Library, the Victorian Historical Society, the North Eastern Victorian Historical Society and the Dept. of Crown Lands & Survey, Melbourne. The book is an accurate history of the Bogong High Plains given the available records at the time. This VHS was produced by the State Electricity Commission of Victoria, to show the pristine state of the Kiewa River and Valley post the completion of the Kiewa Hydro Electricity Scheme (Circa 1950s), The late 1970s on wards was the beginning of deeper social scrutineering by pro environmental groups such as the Australian Wilderness Society (1976) and the Greens (political Party), before, during and after the construction phases of any man made structures in forest/bush areas which may or could damage or adversely affect the natural flora and fauna of sites. This promotional VHS, which was produced in the 1990s, was to project that unlike the Tasmanian State Electricity Commission (Franklin Dam issue), the Victorian State Electricity Commission acted in a way to protect the environment to the maximum level possible. With the passage of time since, and the issue of the global push to minimise carbon pollution, and as an alternative to coal fired power stations, the use of hydro electricity can now be seen as a highly efficient alternative to "coal powered" electricity. This VHS is a snap shot in time (1990) when the Kiewa Valley was still relatively under populated and holiday houses owned by city bound workers was still relatively insignificant. As more and more holiday makers retire to a small but friendly region(Kiewa Valley and Mount Beauty) the increase in visitor numbers will affect the local rural bush scene more and more. The changes that will occur (in time) can be measured against the scenes presented in this video. The additional resources provided by the State Electricity Commission of Victoria of "alpine bush" fire control and management, together with an ongoing educational scheme for school children in learning about what constitutes the Alpine country's unique environment, are a very important offshoot, benefitting to both the communities within the Kiewa Valley and regional Victoria.This VHS tape is stored within its own plastic cover which has a front side covered by a coloured photograph(both front and back cover) of the Kiewa River, just to the north east of the Mount Beauty township. These Victorian Almanacs were published from 1859 to 1916. They contained information of interest to all Victorians, especially historians, businessmen, farmers and gardeners and must have sold many copies in Warrnambool, particularly before the local Warrnambool Standard Almanacs began publication in 1875. These booklets are of interest as examples of 19th century almanacs published in Victoria. They are also somewhat similar to the Almanacs published annually by the Warrnambool Standard newspaper from 1875 to 1930. The 1869 Almanac is of particular interest as it has on the front cover the printed name of James Hider, stationer and bookseller of Warrnambool. James Hider had been a carpenter, a land agent and a rate collector before opening a shop in Timor Street, selling books and stationery and operating a Circulating Library. In 1865 Hider set up as a photographer and was still operating this business in 1878. He was active in community organizations, including the Mechanics Institute, the Fire Brigade, the National School, the Musical Group and the Benevolent Society. He was also a Councillor and a Mayor in the 1860s. It is interesting to note that his name does not appear to have been been added to the 1869 Almanac cover but is part of the original printing. These are two soft cover booklets of 60 pages each. The back covers of both are missing and the 1868 booklet has some back pages missing. The 1868 Almanac has a black and white cover with ornamental scrolls and the 1869 booklet has a red, green black and cream cover with an ornamental border and images of flora and fauna. The 1869 Almanac cover has a Coat of Arms with Advance Australia printed at the bottom of it. The 1869 Almanac also has a map of Victoria as an insert. Both almanacs contain an historical calendar, Victorian Parliamentary information, data on Victorian cities, postal regulations, farmers’ and gardeners’ guides etc. Both contain advertisements relevant to Melbourne. The diorama of mounted specimens of seaweed was framed by Richard Foster Norton for Thomas Watson and is dated 1860. Watson was the Warrnambool District Surveyor at the time (1860). The inscription on the back of the frame links the artwork to the Pigeon Hill property, which was located on Allansford Road (corner of Staffords Road – north side of the Princes Highway-A1). In the 1860s, the property known as Pigeon Hill was owned by William Wall who was a publican who ran several hotels in Warrnambool and district. In 1860 Wall, was running a hotel in Wangoom, near Pigeon Hill. Further research is required to determine the exact location, but Pigeon Hill could also have been the name for that area and may have had other people living there. Thomas Watson was a member of the local horticultural society. Another possible creator of the artwork is Samuel Hannaford, a biologist with a particular interest in collecting marine flora. Hannaford left Warrnambool in 1857 and went to Geelong, so it is possible he collected the specimens had them framed in Geelong, and then arranged for their return to Watson. The other known seaweed collector was Henry Watts, who lived in Warrnambool in the mid-19th century. The seaweed collection in this box was possibly one of Watts' and could have been prepared for the Victorian Exhibition of 1861, Richard Foster Norton, also known as R.F Norton, was one of only a handful of picture framers in 1850s Melbourne. Norton was born on the 24th of July 1822 in Yelvertoft, Northamptonshire and prior to his arrival in Australia, Norton is listed in England as having the occupation of a painter. It appears that he established his business in Melbourne in 1854 or 1855. Between 1855 and 1865 he operated from 87, then 83, and later 80 Collins Street. In the Argus newspaper, Norton advertised his business as a Print seller, Carver, Gilder and Picture Frame manufacturer, supplying the growing demand for artworks and decorative furnishings in the colony during the Gold Rush. Norton also had a Geelong branch in Market Square, where this work was produced. This framed work is highly significant. Previous research has found that only six frames are in existence that can be attributed to be made Norton, dating from the late 1850’s to the mid 1860’s. Moreover, Thomas Watson the owner of the artwork, is one of the government surveyors of the region during the mid-19th century.Diorama in deep wooden frame, behind glass.
