It appears to have been a working register used in the 1950s, 60s and 70s and information has been added to the entries as it became available and as Council works were carried out in these streets. It contains information on the locality, wards, allotment numbers, lodged plan numbers, footpaths and printed information from the Victorian Local Government Departments. It sometimes gives the origin of the name of the street and some other miscellaneous information is included. It is presumed that the information contained therein has now been stored electronically. This is a most important ledger as it contains much valuable historical information on Warrnambool streets. It will be of great use to researchers. This is a loose leaf binder with a black leather cover and a black metal and cord binding mechanism. The pages are unnumbered but there is provision for insertion or removal of pages and there are leather alphabetical tabs protruding from the pages. The pages have blue ruled lines with blue lined margins and headings. The streets in Warrnambool are listed alphabetically and the information in the register contains both typed and handwritten material. There are also printed notices from the Victorian Local Government department, extracts from newspapers, copies of letters and plans of street subdivisions. Matters include an admonishment to the Council to sort out anomalies between the C25 Amendment (80/20 Plan) and the Melbourne 2030 Plan, the success at convincing the Ministerial panel to adopt GERA’s views regarding the C14 Council Plan for the Caulfield Racecourse, a request for information from the Council regarding the previous year’s rate increase, a request for information from the Council regarding spending on planning for improvements to Princes Park, a call for the Council to improve its consultative procedures, a recommendation that the purpose of Glen Eira News be expanded to the making of suggestions for city improvement, and a notification of the measures implemented to improve the visibility of Caulfield Racecourse’s usability by the public. Includes a black-and-white photograph of Orrong Road, Elsternwick, illustrating what Glen Eira’s roads would look like if lined with trees, which was excluded from Glen Eira News on account of a current prohibition on the making of suggestions for city improvements. 3/Four copies of a booklet entitled ‘A Short Guide to Planning Procedures’, composed 08/2006, which endeavours to explain, as concisely as possible, the methodology by which Glen Eira City Council approves real estate developments and issues planning permits. 4/A booklet containing the minutes of the 05/10/2009 Annual General Meeting of Glen Eira Residents’ Association Inc. Front cover details agenda and contains four colour photographs pertaining to public transport (buses, trams, trains) within the city. Interior features president Don Dunstan reflecting on issues relevant to GERA occurring over the preceding twelve months, with an emphasis on the dubious behaviour of the City Council, as well as two colour photographs: one of Dunstan himself and one of traffic at Elsternwick Junction. The rear cover contains the Financial Statement presented to the Meeting. 6Two copies of a printout of an article from the website of Glen Eira Residents’ Association Inc., accessed 19/06/2012, explaining the affects wrought as a result of the implementation of Planning Scheme Amendment C87. Said amendment changes the Planning Scheme protecting neighbourhood character by replacing the previous Significant Character Area (SCA) designation with the new designations of Neighbourhood Character Overlay (NCO) and Design and Development Overlay (DDO). In developing the Amendment, Glen Eira City Council commissioned Planisphere to procure the Planisphere Final Report, in which recommendations regarding the expansion, creation and deletion of SCAs were offered. This image is associated with the history of Beechworth; it reveals the identities of local counsellors, persons whose contribution to the Beechworth Shire could otherwise be lost to time. Beechworth Council Indigo Shire Local Victorian ...This image depicts a group of local counsellors from the Shire of Beechworth (est. mid to late 1900s). The identities of those within the photo remain unknown. The table and chairs featured in the image were produced in the late 19th century and have been in continual use for more than 100 years. The councellors would likely have convened in the Beechworth Town Hall. A History of Beechworth: Gold was discovered in the May Day Hills district in 1852. A canvas and timber settlement soon developed as prospectors rushed to the area. Over four million ounces of gold was recovered in the first 14 years. Between 1852 and 1857, Beechworth was a gold-producing region and centre of government, boasting many industries and a multicultural population. Beechworth was proclaimed a borough on the 11th of September 1863, a formalisation of the municipal incorporation of the town seven years before. The cottage was also used as the office of the Eltham District Road Board and Council for many years . One of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. Wingrove Cottage is considered historically significant to the Shire of Nillumbik and is registered on the Victorian Heritage Database. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' We will view a video produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the ‘Spirit of Eltham’. Until 1994, Phillip Island was a Shire in it’s own right. That year the Victorian government restructured local government throughout the state. They dissolved 210 councils and created 78 new councils through amalgamations. Charles Wingrove was a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and, as Shire Engineer and Secretary to the Heidelberg Road Board. He was part of the Committee to establish the Church of England at Eltham. The Wingroves were an important pioneer family of Eltham and Wingrove Cottage is one of the most important heritage buildings in Eltham as one of the few surviving 19th century buildings. Reputedly built in 1858, Wingrove Cottage was recorded in the 1859-60 Eltham Road District rates book as a brick house owned and occupied by Wingrove with a Net Annual Value (NAV) of ₤30. In 1861, the year the Church opened, Wingrove's house was identified as a two -roomed brick cottage. Charles Wingrove is buried with other members of his family in the cemetery at St Katherine’s Church, St. Helena.
