The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. The Kew Advertiser was a major local Kew newspaper founded in 1926. It was owned by William David Vaughan who was a prominent member of the Kew community. Arthur Henry Dear was an employee of the City of Kew, acting as Hall Keeper of the Kew Recreation Hall in Wellington Street, and later the new Kew City Hall in Cotham Road. The Arthur Dear Collection contains memorabilia - tickets, programmes, invitations - as well as his identification badge. Items in the collection dates from the 1940s to the 1960s. The Kew Recreation Hall (Wellington Street) and later the Kew City Hall (Cotham Road) were major locations in suburban Melbourne in the postwar period for civic and private events including theatre productions and exhibitions. The Arthur Dear Collection (in conjunction with the scrapbooks compiled by Marion Tilley) provide a comprehensive snapshot of performing arts in Kew during the 1940s, 1950s and 1960s. The collection includes valuable data about performances, performers, directors etc., during this period. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. In 1948, the citizens of Kew presented this jewellery box to the outgoing Mayor and Mayoress of Kew, Cr & Mrs W D Vaughan. In 2021, it returned to Kew, thanks to the generous donations of our Friends of the Collection. William David Vaughan to whom the jewel box was presented in 1948 was a publisher, politician and historian, born in 1897 at Heathcote. By 1922, he had become a publisher and Secretary of Victorian Newspapers Ltd. In October 1922, he married Muriel Gladys Frazer in Bendigo. He purchased 'Elsfield' in Cotham Road, renamed it 'Carramar', and resided there for almost fifty years. His wife, the Mayoress, was an accomplished pianist and entertained the wives of councillors and supported many charitable works from her home. In 1926, Vaughan founded a local newspaper, the Kew Advertiser. During his second term as Mayor, he was elected president of Melbourne Suburban Newspapers’ Association, In April 1947, he was appointed to and later became chairman of the Free Library Services Board. In 1960, he published his history of Kew - 'Kew's Civic Century'. Vaughan’s third term as Mayor in 1962-63 saw the erection of the pavilion at Victoria Park and the final clean-up of the Outer Circle Railway. He died in September 1976. This inlaid and engraved jewellery box was part of a larger donation made to the Mayor and Mayoress of Kew in 1948 by the citizens of the municipality. It is the only 'civic award' in the collection given to a former civic leader and complements the large collection of civic portraits in the collection. The box is additionally significant because of its association with William David Vaughan - newspaper proprietor, local politician, and local historian. The former Baptist Church, at 8-12 Woodlands Avenue, Kew East, was nominated by the Society for protection as part of the Kew East Heritage Gap Study. W D Vaughan in his 'Kew's Civic History' (1960 writes that: "With the development of East Kew, local Baptists considered the establishment of a church was necessary. A block of land was purchased in Woodlands Avenue and the foundation stone of a new church was laid on August 8, 1931. A fine Sunday school has since been erected, and special emphasis has been given to providing activities for the young people of the church"Three colour photographs of the former Baptist Church in Woodlands Avenue, Kew East. The orthodox version of the origins and history of the Kew Elder(ly) Citizens’ Association was established by Cr. W. D. Vaughan in his book Kew’s Civic Century (1960), when he wrote that: "When Mrs. C. H. Simpson was Mayoress in 1952 she set up the Elderly Citizens’ Association to care for the needs of ages persons in Kew. The idea was strongly supported and a start was made by providing social afternoons for elderly folk at Southesk. Visiting sick people in their homes, providing firewood where needed, and other activities were undertaken by the Association. The aid of Council was sought to further the work. It was decided that a social unit for elderly folk be established at Southesk." (p.126-7). In the following pages, he describes in detail Council’s role in formally establishing the Association. This ‘official’ version was reasserted in the later Thematic Environmental History of the City of Boroondara (2012). However the origins and gestation of community of organisations is rarely straightforward. In 1965, five years after Vaughan’s book was published, the author of East Kew Women’s Club : Twenty Years : 20-7-1945-30-7-1965, writing about the period July 1947 to July 1950, described the role the Club played in establishing the Kew Elder Citizens Association. The author wrote: "At a meeting of the Kew Community Aid, the plight of many elderly people in Kew who were dependent on pensions was raised and in order to ascertain their needs the practice was begun of serving morning tea at the Masonic Hall in Walpole Street, where pensions were then paid. From this beginning the Kew Elder Citizens Association was formed in Kew with wide support, and Club members gave willing support on the committee, in helping serve afternoon tea and in entertainment." (p.4) Photographic evidence also leads to questions about Vaughan’s version of events. A framed photograph in the Society’s Collection shows a Public Meeting to form the Kew Elder Citizens Association in a room at Southesk a year earlier in 1951. Whatever version of the origins of the Association is correct, a later framed photograph in the Society’s collection shows the opening of the completed Clubrooms of the Kew Elder Citizens at South Esk by the Hon. E.P. Cameron M.L.C, Minister of Health, on 12 November 1956.
