Taylor W.C ...Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. The cards encompass the years from 1930-1931, 1936-1938, 1940-1941, 1943-1951 and 1952-1960. Each of the match cards list the office bearers for the year as well as the club’s fixtures. Photocopies from "Victoria and its Metropolis: Past and Present". Chapter 19, "The Upper Yarra District" pages [402] - 415. Includes descriptions of some townships and short biographies of local residents. Victoria and Its Metropolis' is a large two volume history of Victoria, written in 1888 by Alexander Sutherland. It contains a huge amount of information on the people of the colony and its early history. The first volume covers information from the discovery of Australia, through to the exploration of Victoria and the first settlers to the pioneers. It then continues on to discuss immigration, the era of gold, the development of government, agriculture, music and art, literature and the metropolis of Melbourne. A large portion of the second volume examines the colony by district, which covers many districts throughout the state as well as the metropolitan area. Hundreds of biographical entries are scattered throughout and a comprehensive biographical index is included at the end. Around 1940-42 the clockwork mechanism was wound by hand for payment of 2/6 (25 cents) per week, payable half yearly. The clock tower was removed and re-erected in 2000 at the intersection of Maroondah Highway and Wantirna Road, with a new electric winding mechanism.The story of the Ringwood Memorial Clock Tower erected 1928 at a cost of approx $1700 and unveiled 4-Aug-1928 at the intersection of Maroondah Highway and Warrandyte Road. Melbourne LegacyPhotograph, Junior Legacy Classes, 1951
A photo of a class of young legatees in 1951, in a garage, called the East Brighton Group. There are 29 boys, of various ages, in gymnastic gear with the Legacy logo on the chest and 4 men who could be the instructor and a Legacy member. Legacy clubs ran classes for junior legatees for many years, such as gymnastics and swimming classes. It was part of providing for the children of their deceased comrades. The skills they learned were show cased in an annual demonstration usually at the Melbourne Town Hall. It appears to be photo taken professionally, as there are several photos of different classes (see 00862 - 00867) perhaps to record Legacy classes for promotion purposes. The notes on the back mentioned there are 6 other groups of boys (perhaps those in Kew, Fitzroy, Footscray, Malvern and Auburn in the other photos mentioned). The names are: From the left, rear: L/.
