Set of six documents associated with a Wattle Park band recital by the AIF Legion of Anzacs band on Sunday 17 October 1943 in support of the 4th Liberty Loan. .1 - printed poster advertising the afternoon and travel by tram from Princes Bridge. .2 - duplicated notice from the Assistant Manager to Depots dated 13/10/1943 about the bus to be used to transport band members from Elizabeth St to Wattle Park - Central Bus Depot - notes the bus had been specially prepared for the event. .3 - typed notice from the District Traffic Superintendent to Hawthorn and Camberwell depots about special trams for the event and arrangements for conductors. Signed by J. M. Harry rubber stamp. .4 - hand written in blue indelible pencil on ruled paper, the table for the special cars for the event. .5 - hand written notes on heavy card of timing and loading on trams at Glenferrie Road. In the view are one cable tram, many pedestrians and some horse-drawn vehicles. A hoarding on the left hand side possibly indicates work is underway on the new station building. A sign on the pole advises that cable trams went to Spencer St for a penny and for 3d to Port Melbourne or South Melbourne. Regimental Colour - 16th Battalion (The Cameron Highlanders of Western Australia)
Presented, together with a new King's Colour, by Major-General JS Whitelaw, CB, CBE at a parade of the 16th/28th Infantry Battalion (The Cameron Highlanders of Western Australia) held on the Esplanade, Perth, 26 August 1951. (Refer to item 7 for specific details relating to these new colours and for details of previous colours presented to 16th Battalion). 16th/28th Infantry Battalion became unlinked in March 1952 with both 16th and 28th becoming independent battalions within their own right Under major reorganisation of the CMF in 1960, all individual infantry battalions that existed at the time within each State were amalgamated to form State regiments, taking effect from 1 July 1960. Thus from that date the 11/44th, 16th and 28th Infantry Battalions were amalgamated to form The Royal Western Australia Regiment. In September 1960, at a ceremonial parade held at Northam Camp, the Colours carried by all former battalions were handed over for safe keeping by the new regiment. These former colours were subsequently laid up in the undercroft at the State War Memorial, King's Park on 29 November 1964. These were transferred to the Army Museum of WA in 1988 as part of the Bicentenary Colours Project. The battle honour for South Africa has incorrect year dates and should be "SOUTH AFRICA 1902". Reasons supporting this are:- • The Battle Honour "SOUTH AFRICA 1902" was originally granted under Military Order 123/1908 to the Goldfields Infantry Regiment of Western Australia. • Under 1921 reorganisation of the Citizen Forces, the existing units in the Goldfields area were formed into 16th Battalion (The Goldfields Regiment) to maintain the identity and traditions of 16th Battalion (AIF). This unit inherited the above battle honour. • All editions of the Australian Army List since 1927 have shown this battle honour for 16th Battalion as "SOUTH AFRICA 1902". Dark green with gold fringes. In the centre the battalion colour patch of a white over blue rectangle within a circle inscribed "SIXTEENTH BATTALION", surrounded with a wreath of Australian wattle and surmounted by the Imperial Crown. Below the wreath a scroll inscribed with the regimental motto "VINCENS". In the upper canton the Arabic numeral "16". The work book was used by William Lockwood to record estimates for proposed works within the Shire of Whittlesea. Mentions Prince of Wales Hotel, Glenvale Common School and Bridge over Plenty River. William Lockwood – First Engineer of Whittlesea. William Henry Lockwood was born in Glossop, Derbyshire c.1832. He migrated to Victoria on the first voyage of the Marco Polo in 1853 and married Naomi Bullock in St. Peter’s Church of England Melbourne on 27th December 1856. They had nine children, four of whom died in infancy and were buried in Yan Yean Cemetery. The family lived in Whittlesea in a two-storey home, which faced Church Street. William was a talented engineer and architect. He commenced work as a contractor and surveyor for the Whittlesea Roads’ Board and became Whittlesea Shire Engineer in the 1870’s. He continued in this role until his death in 1912. During his time as engineer he built many buildings, bridges and roads within the Whittlesea Shire including the Whittlesea Courthouse and the Whittlesea State School. On two of our local bridges, which were constructed during 1901, he was the engineer and builder. These are the Darebin Creek Bridge in Bridge Inn Road, Wollert and the Barber’s Creek Bridge in Plenty Road, Yan Yean. Both bridges are no longer in use. The Bridges are Monier reinforced concrete with bluestone abutments and were designed by Sir John Monash. In addition to his engineering work he was Postmaster and Registrar of Births, Deaths and Marriages for Whittlesea. He was appointed as inaugural treasurer of the Shire of Whittlesea in January 1875 and was actively involved in other community organisations. In the last few years of his life he continued working in spite of ill health. In her diary, his wife Naomi documented his last months. One entry reads, “16 Oct 1911 My husband in his office with Shire Secretary comparing books for audit”. After William’s death his daughter, Martha Hannah became Postmistress and another daughter, Wilhelmina Naomi Priscilla became Registrar for Whittlesea. A third daughter Sister Mary Emma was involved in charity work throughout Victoria working for the children of Sutherland Homes. She also appears to have acted as Registrar at Whittlesea after her sister Wilhelmina died in 1923. William Henry Lockwood died on January 12th 1912. The local community held him in high esteem for his contribution to the Whittlesea area. His wife Naomi died 22nd December 1912. The Lockwood family grave can be seen at Yan Yean Cemetery. Mr. William Henry Lockwood (of Whittlesea, Victoria) with his wife Naomi, née Bullock, and their children, James, Joseph, Mary, Martha and Wilhelmina. The Lockwood family were early settlers of Whittlesea. William Henry Lockwood was born in Glossop, Derbyshire c.1832. He migrated to Victoria on the first voyage of the Marco Polo in 1853 and married Naomi Bullock in St. Peter’s Church of England Melbourne on 27th December 1856. They had nine children, four of whom died in infancy and were buried in Yan Yean Cemetery. The family lived in Whittlesea in a two-storey home, which faced Church Street. William was a talented engineer and architect. He commenced work as a contractor and surveyor for the Whittlesea Roads’ Board and became Whittlesea Shire Engineer in the 1870’s. He continued in this role until his death in 1912. During his time as engineer he built many buildings, bridges and roads within the Whittlesea Shire including the Whittlesea Courthouse and the Whittlesea State School. On two of our local bridges, which were constructed during 1901, he was the engineer and builder. These are the Darebin Creek Bridge in Bridge Inn Road, Wollert and the Barber’s Creek Bridge in Plenty Road, Yan Yean. Both bridges are no longer in use. The Bridges are Monier reinforced concrete with bluestone abutments and were designed by Sir John Monash. In addition to his engineering work he was Postmaster and Registrar of Births, Deaths and Marriages for Whittlesea. In the 1940s and 1950s there was a movement to consolidate small rural schools into one larger school. This was partly a response to a shortage of teachers, due to many male teachers enlisting during the Second World War. The War also caused a shortage of materials and labour and many Schools fell into disrepair. The Education Department decided that Pakenham would be one of the first six Consolidated Schools to be established and that all schools within 8 kms or 5 miles would be closed. The Pakenham Consolidated School was officially opened on May 29, 1951, on the site of the Pakenham State School, No.1359, in Main Street. The original Pakenham School had opened on a site near the Toomuc Creek in January 1875 and it moved to the Main Street site in 1891. The first Head Master was Charles Hicks. The School offered classes up to Year 10 (Form 4). The schools that formed the Consolidated School were Pakenham Upper No. 2155 (closed January 1952), Pakenham South No. 3755 (closed September 1951), Toomuc Valley No. 3034 (closed September 1951), Army Road No. 3847 (closed April 1947), Mount Burnett No. 4506 (closed October 1949), Tynong No. 2854 (closed April 1951), Tynong North No.4464 (closed December 1951), Nar Nar Goon North No. 2914 (closed October 1951), Nar Nar Goon South No. 4554 (closed May 1951), Rythdale No. 4231 (closed September 1951), Officedale No. 4242 (closed May 1951), Cora Lynn No. 3502 (closed May 1951) and Koo-Wee-Rup North (Five Mile) No. 3198 (closed November 1959). The School consisted of new buildings, which at the time cost one hundred thousand pounds, and many of the old School buildings. Some towns did not realise that their School buildings would be removed from the sites and transferred to Pakenham. The Pakenham Consolidated School moved from its original location in Main Street to its current location in Rundell, Way in 1997.This photograph is of historic and social significance. Pakenham Consolidated School was one of the first six Consolidated Schools established by the Education Department, and was born out of shortages of teachers, labour, and materials during World War II. The school can be used more broadly to reflect on the evolution of education in the state of Victoria, as the school can trace its origins all the way back to 1875, when the original Pakenham School was opened near Toomuc Creek. From the Argus Newspaper of 10 May 1888: "OLD COLONISTS' ASSOCIATION OF BALLARAT. (FROM OUR CORRESPONDENT.) BALLARAT, WEDNESDAY. This association, which was founded in August, 1883, and at first known as the Old Identities' Association, now has a roll of 450 members. The objects of the association are "to aid and assist indigent or suffering old colonists; to raise a fund, by the voluntary subscriptions of the members and the aid of outside donations, for the purpose of relieving members in sickness and old age ; for assisting those in extreme distress, to provide the shelter o a home for old and indigent pioneers of the gold fields, their widows, or anyone connected with the association, and in the event of the death of any member to have his remains decently buried, the association defraying the expenses of the funeral (providing that no funds or property are left by the deceased), and to attend the funeral if so desired by the relatives " The qualifications for member- ship are good character and repute, and residence in the colonies for a quarter of a century. For some time the association had no property except the regular subscriptions, but about a year ago they obtained from the Minister of Lands the grant of a very valuable block of land in Lydiard-street, the Crown grant of which they received last week. This block has a frontage of 66ft to Lydiard street, worth at least £100 a foot. The ground was given to the association as a site for them to build a hall upon, and with so valuable an asset they had no difficulty in borrowing at 7 per cent, enough money to construct a hall. For revenue purposes the ground floor of the building has been made into four shops, and the rental from these, judging from the rentals of shops in the vicinity, will not only pay all the interest on the borrowed money, but over £200 a year towards clearing off the principal. The officers of the association are Messrs J P Murray, president; J W Graham and T. Stoddart, vice presidents; D Fern, treasurer , and J Fraser, secretary. The Old Colonists' Hall is an elegant looking building in Lydiard-street, lying between the newly-opened mining exchange and the Commercial Club house, and a few doors north of the Post office. The style of the facade is classic. The lower portion of the front is constructed of Waurn Ponds stone, forming piers, and the upper portion of brick and cement, the background being tuckpointed. The centre bay is carried by two three quarter columns with Ionic cups, which support a pediment on which is set a cast of the Ballarat coat of arms. The four other bays are supported by pilasters with Corinthian caps mid partly fluted. The entrance is through a spacious circular headed doorway, the keystone of the arch of which bears a sculptured head, in marble, representing that of the president of the Old Colonists' Association here, Mr. John P Murray. An ample vestibule leads to a wide stone staircase which ends at a spacious landing. The landing has a dome over the centre, with cornice and enrichments, and is lighted from above. The walls round the landing are panelled with marble slabs, which are to be appropriately inscribed in the future. On the first door are the rooms appropriated to the association. The principal of these is a hall 44ft x 33ft and 17ft high. This room is well ventilated and lighted from the back of the building with large windows, and the walls are finished with Keene's cement. The other rooms are committee room, 14ft x 16ft; scretary's, 14ft x 17ft 6in; kitchen, bedrooms, bathroom, &c. The front portion of the first floor is arranged so that it may be let for offices, or utilised for club purposes. Suitable provision has been made throughout tor lighting, ventilation, and means of egress. The architect for the edifice is Mr A. G Legge, of this city, and the contractors are Messrs. Whitelaw and Atkinson, Irving and Glover, Reynolds, and J Donaldson. Queen's Colour - 16th Battalion (The Cameron Highlanders of Western Australia)
With the re-activation of the Citizen Military Forces (CMF) following the Second World War, the 16th/28th Infantry Battalion (The Cameron Highlanders of Western Australia) was raised in 1948 to carry on the identity and traditions of the pre-war 16th and 28th Battalions respectively. The King's and Regimental Colours formerly held by these two battalions were passed on to the new battalion who paraded them in rotation on ceremonial occasions It was decided in 1950 that a new set of Colours would be presented to 16th Battalion. For reasons that still remain unclear, these were manufactured under local arrangement by "cannibalising" the original 1933 set of colours and transferring the devices and battle honours (in the case of the Regimental Colour) to the new Colours. (Reported by Western Command to the Adjutant General -reference file A 107/1/11 dated 30 April 1952). These new colours were presented by Major-General JS Whitelaw, CB, CBE at a parade of the 16th/28th Infantry Battalion held on the Esplanade, Perth, 26 August 1951. (For details of Colours previously presented to 16th Battalion see separate section below). 16th/28th Infantry Battalion became unlinked in March 1952 with both 16th and 28th becoming independent battalions within their own right. With the accession of HM Queen Elizabeth II to the throne in 1953, all Colours that had originally been presented as King's Colours, and were still carried by units on the current Order of Battle, were automatically deemed to be Queen's Colours. Under major reorganisation of the CMF in 1960, all individual infantry battalions that existed at the time within each State were amalgamated to form State regiments, taking effect from 1 July 1960. Thus from that date the 11/44th, 16th and 28th Infantry Battalions were amalgamated to form The Royal Western Australia Regiment. In September 1960, at a ceremonial parade held at Northam Camp, the Colours carried by all former battalions were handed over for safe keeping by the new regiment. Battle Honours for the Second World War were promulgated under Australian Army Order 135/1961 and the 10 selected honours approved for emblazoning on the Queen's Colour were subsequently added in 1962 These former colours were subsequently laid up in the undercroft at the State War Memorial, King's Park on 29 November 1964. These were transferred to the Army Museum of WA in 1988 as part of the Bicentenary Colours Project Previous Colours presented to 16th Battalion The designation "16th" was allocated to several different infantry battalions that had been raised at different stages during changes to organisational structure of the Citizen Forces during the 1920's and 1930's. The original King's Colour awarded for service of 16th Battalion (AIF) and received in 1920 by the Citizen Force unit 2nd Battalion, 16th Infantry Regiment was later passed on to 16th Battalion (The Goldfields Regiment) which had been raised in the Kalgoorlie area in 1921. This unit became inactive and this Colour was later laid up in the Kalgoorlie Council Chambers. In order to maintain the identity of 16th Battalion as a Citizen Force unit, in 1930 11th Battalion (The Perth Regiment) was reformed as a linked battalion under the designation 11th/16th Battalion. As the 11th Battalion had already received its set of colours in the 1920's, it was decided that a set of King's and Regimental Colours be presented for 16th Battalion. These were presented by HE the Lieutenant-Governor Sir James Mitchell, KCMG at a parade of 11th/16th Battalion held at Perth Oval on 15 October 1933. The colours were consecrated by the Chaplain General, Archbishop COL Riley, OBE, VD, DD. In 1936 16th Battalion was re-established as a separate battalion within its own right, being formed as 16th Battalion (The Cameron Highlanders of Western Australia). The colours presented in 1933 were passed on to this new battalion and were also initially carried by the post-World War Two unit 16th/28th Infantry Battalion (The Cameron Highlanders of Western Australia) as already mentioned. Union flag with gold fringe. In the centre the Arabic numeral "16" on a red background within a circle inscribed "SIXTEENTH BATTALION", surmounted by the Crown. It manages a 27 Home retirement village at Charles Anderson Grove Ballarat. Accommodation is offered at significantly below market rates. It has been providing low cost accommodation to the elderly since the 1920s. The Association Council overseas the running of this facility on a voluntary basis. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. The Ballarat School of Mines was established in 1870, the first of its kind in Australasia. It later became a part of the University of Ballarat , then Federation University Australia.A roll of microfilm containing digitised images of each page of the first four Ballarat School of Mines Minute Books. 26 October 1870 ... The originl intention of the founders of the School - as per resolution of the Mining Bord was to hold the School at the Mechanics Institite Ballaarat and to have special rooms in that building set apart for this purpose. The reasons for this was that the Mechanics Institute had already rooms which could be used for these purposes and the pupils had easy access to the Libary and Museum belonging to that instituions, but after more mature consideration it was deemed advisabke to establish an indpependent institution and obtain a seperate buidling for the School. His Honor J.W. Rogers suggested that an effort should be made to obtain from the Government a lease of teh Old Court House at a pepper corn rent.
