This is a set of documents including three sheets of blueprint plans for the New Town Hall and Offices for Warrnambool, created in 1890 by the Architect Mr Arthur H. Cutler of Melbourne. The Contract was signed by the Town Mayor for Warrnambool, Mr William Simpson on May 7th 1890. Also, a Council copy of the Contract dated 26 June 1890, with the signatures and diagram where the two official stamps would be placed. The Foundation Stone was laid the following year by the next Mayor, John Hyland on February 24th 1891. The contractor for the building was granted to W. Kellas (William) of Warrnambool. The Town Hall and Offices were built on the corner of Liebig and Timor Streets in Warrnambool. On March 20th 1983 the new Performing Arts Centre was opened y the Mayor, Councillor R w Andreson, on the same site. The new building incorporates the 1890 Town Hall building. The plans, contracts, documents and various references to people on the documents are significant to the history of the City of Warrnambool and its community. The Warrnambool Town Hall building is also significant for the many community events held there over the decades after it was built. These plans have been drawn up in 1883 by the Warrnambool architect, William Patterson. They show six sections of plans for the erection of a Church of Christ at 12 Spence Street Warrnambool. The mason was William Kellas and the builder was Harold Dawkins. Church of Christ adherents began meeting in Warrnambool in 1875 and bought land in Spence Street in 1877. The church was opened in 1885 with visiting pastors until a resident minister, A. J. Fisher, was appointed in 1915. This church was closed early in the 21st century when a new church, Gateway Church of Christ, was opened in Ragland Parade in Warrnambool. These plans are of great interest as original ones of the Church of Christ In Spence Street Warrnambool. The plans have come from the present-day Warrnambool Church of Christ. The building still exists but is no longer is use as a church. These are two sheets of cream-coloured thick paper with scaled drawings of plan sections of the Church of Christ in Warrnambool. The drawings are in black ink with some sections coloured in. Both pages have a black line margin drawn around the edges. The pages are torn at the edges in several places and the sheets are much stained. This notebook appears to be the Warrnambool Water Trust Records of two contracts in 1892 . (The reference is written as 'W.W.Trust'.) The first contract, with the contractors, Coates and Reed, is for the excavation for settling tanks and clear water basin and a reservoir in Liebig Street and there are 60 pages giving details of these works - labour, masonry, concreting, fencing etc. The second contract with the contractor, William Kellas, is for the erection of a cottage and an engine shed and boiler room (7 pages). The Warrnambool Water Trust was set up in 1891 and the first project was the supply of water from the Merri River near Wollaston to a reservoir and tower in Liebig Street and this notebook concerns some details of this early water supply scheme. This notebook is of some interest as it supplies details of a late 19th century Warrnambool water supply scheme and so should be of value to local history researchers This is a notebook with a red leather cover and pages with printed headings and ruled red lines. The pages contain handwriting in black ink.
