These items were regular elements of a Scout Master's equipment. The hat badge and the woggle were specifically part of the Leader's uniform and differed from similar uniform items of younger or more junior scouts. The first proposal to form a Scouts Corps in Wodonga was raised at a public meeting in Wodonga in November 1909. One of their earliest activities in January 1910 was a march from Wodonga to Bright and return with Scouts from Albury. This first Troop was probably called the 1st Belvoir Scouts. Several other attempts were made to form Scout Troops in Wodonga over the ensuing years. In 1929 the Boy Scout Movement was taken up seriously at Wodonga by approximately 40 boys, together with 30 Cubs (juniors). However this was short-lived. Over the following decade several Scout Troops were formed but lapsed and several Wodonga boys joined the Albury Scout Troop. In 1939 Mr Ray Foster, with eight members put the Scouts on a more enduring basis. Their meeting place was a room below the Water Tower. During the early 1940s the 1st Wodonga Scouts struggled for Leaders to run the activities because so many people were caught up in the Second World War (either overseas or domestically). Mr David Mann gathered together all the small scouting groups in the Wodonga area and turned them from disorganised and disconnected groups into one scouting unit. He led the Scouts in their formative years and went on to become the 1st Wodonga Scouts first King's Scout. He had a long association with the 1st Wodonga Scouts and all the district scouting troops over the following decades. David Mann was also instrumental in the late 1940s in working for a Scout Hall to be built in Reid Street, Wodonga to secure a permanent home. This uniform belonged to Jane Reid when she was a member of the 4th Kew Scout Troop. Jane joined Scouts in 1990 and was one of the first two girls to join Scouts in Kew. Prior to this, the Scout Section was restricted to boys only but was progressively opened to girls. Now girls are members in every section. The khaki shirt bears the Kew District badge on the right and the Scout Membership badge on the left. On the left sleeve is the patrol badge and target badges. The khaki shirt has District and Scout Membership badges and length-of-service badges, the Australian Scout Badge and a Red Cross First Aid badge. The leather belt has a collection of Jamboree souvenir metal badges attached. A ‘lemon squeezer’ felt hat completes the outfit. The hat badge and plume was coloured to indicate to which Section the wearer belonged, purple indicating the Commissioner Section. To keep the brim flat, the hat was sometimes kept in a timber frame when not being worn. This uniform was worn by Desley Reid as Assistant District Commissioner of Kew District between 1993 and 1995.The scouting movement has a rich history on Kew. The Kew Historical Society has attempted to build this section of the collection in recognition of its importance. Uniform of a Victorian Branch Commissioner, with blue epaulettes and a green and yellow bread scarf. The uniform was worn by Dr. Geoffrey E. Miles (b.1928) a Scout at 2nd Kew, the Scout Troop affiliated with Trinity Grammar School. He was subsequently an Assistant Scout Master (ASM) at 2nd Kew and was later Group [Scout Master (GSM) in charge of the 4th Kew Scout Group. This Guide uniform was worn by Jane Reid when she was a Guide at 6th St Hilary's between 1987 and 1989. The uniform consists of a pale blue blouse, junior navy A-line skirt and navy wool beret with the World Guide badge embroidered on it. The scarf with the Victorian State Badge at the back is a triangle and can be used as a sling or bandage in an emergency. Jane's woggle (a band holding the tie) was made by hand. Some girls made woggles from leather, cord or items from nature such as gumnuts. The leather belt with the Girl Guide buckle bears a metal badge obtained at Britannia Park, the Victorian Guide camping ground at Yarra Junction. Her white lanyard (indicating she was a Patrol Leader) and brown leather pouch are attached to the belt. Metal badges pinned to the collar of the blouse are the World Guide badge on the right and the Guide Trefoil or Promise badge on the left.
