The recipient of this medal is believed to be VX44669 Private James Robert Clancy of Thougla Upper which was in the Shire of Upper Murray.
Private Clancy was born in Sandy Creek on 30 August 1903 enlisted in the Army on 8 July 1940 and was discharged on 8 March 1943. He served in the Signals Section of the 2nd Australian Anti-Aircraft Regiment.

Significance

Municipalities in Australia recognised their residents who enlisted in World Wars by the issue of some form of recognition. This is a nice example of a medallic form of such recognition.
