Senator Fulbright was a Southern Democrat in the United States who opposed McCarthyism and the Vietnam War; he served on the Foreign Relations Committee. Fulbright promoted the leglislation that enabled Fulbright grants and scholarships. The book covers the period of his time in the US senate - 1945-1974.

Fulbright was defeated in the primaries in 1974.
