The photo appeared on the front page of the Herald Sun on 6 September 1991. The accompanying articles says that police piper Constable Ross Bates played outside Legacy House to pipe in Legacy Day, which saw hundreds of collectors spread across Melbourne for the badge appeal. The appeal was aiming to reach $500000 to beat the previous year's total of $467,702.
The reference number 910906/9 could mean the date was the 6th September 1991. The picture is attributed to George Salpigtidis.
