"This report card show the name of the school as it was known from the time of Mr. McLennan's appointment in 1916. See B91 228 - on the sign Horticulture takes precedence over Primary Agriculture. The location Royal Horticultural Gardens owes its origin to the Royal Horticultural Society of Victoria which relinquished management of the Gardens to the Department of Agriculture in 1891." "I would have thought the use of Royal was for the RHSV exclusively." THK
