Unclear as to direction of payments (assume to Council) and reason for overpayments. Variation in balances is wide - one penny to over 100 pounds.

The Victa company was founded by Mervyn Victor RICHARDSON in Australia in 1952 initially to manufacture lawnmowers. This badge was on the back gate of a former shop in Princes Street, Port Melbourne.
