The President in 1978 was David Carter. He acknowledged the folder already contained substantial information from past presidents so made comments on funerals, training and guests at dinners.
The presidential year ran from March to the following February.
Was in a binder of documents that is passed from an outgoing President to the incoming President. It is primarily from the 1930s to 1990s.
