Newspaper clipped from The Geelong Advertiser, 11-12-1950, Editorial, titled "Running at a loss". Writes about the losses that each of the three provincial systems incur, SEC control, notes the Mr. Bell Jnr report on the three systems and the recommended abolition, and the charge they make on the SEC. Cutting has been glued to a sheet of foolscap paper, with words "Engineer and Manager" typed in top right hand corner.
