Has a strong association with inspectors in the SEC tramways, possibly inspector Dave Kellett? in Ballarat.
Woollen? thread, black colour, based cap band for an Inspectors cap or hat with three gold bands sewn onto the backing piece. Circumference overall approx. 590mm, 40mm deep. Possibly made by the Australian Government clothing factory.
