Legacy have many programs to send junior legatees on activities, camps and outings. The photo shows a Legacy flag flying at a camp. Appears to be part of the same camp as the girl with the kangaroo and the kayaking photos, as they were stored together and printed on same photo paper.
The date is not known though it was stored with other photos of Junior Legatees from the 1980s and 1990s.
