Construction of the building began in 1866 and it opened as an agency of the Sandhurst branch in 1867. It closed as a branch in 1919, after which it was used as a grocery store and residence. Joseph Anderson Panton migrated to Sydney in 1851 and went to the Port Phillip District. After farming briefly at Mangalore, he tried for gold without success at Mount Alexander. In 1852 Panton was appointed assistant commissioner at Kangaroo Gully, near Bendigo, senior assistant commissioner at Bendigo in 1853 and senior commissioner in 1854.
