In December 2004, the Heritage Council and Heritage Victoria released a discussion paper (Victoria's Heritage 2010: Creating the new heritage strategy) which also consulted with the broader community, the development industry, Local Government, State Government departments and specialist interest groups.

This consultation process revealed the individuals, organisations and groups across Victoria that continue to value heritage, and the association of people to place, and the stories that express a community's attachment to their heritage.

This report is the draft strategy for beyond 2010.
