Mr. Noel Tozer worked as the Albion Explosives Factory manager from 1981 to 1983.

He was appointed to the Project "REFA" (Relocate Albion Explosives Factory) that relocated the TNT and RDX plants to the Mulwala Explosives Factory, New South Wales.

Noel was instrumental in creating the Black Powder Mill Friends Society which saved the demolition of the from black powder mill.
