The tram, in grey Yarra Tram livery with destination 'Toorak route 8', has its pantograph touching the 'cut off' insulator on the overhead, which suggests it cannot access electrical power. Another works vehicle is parked in front of the tram and many pedestrians cluster at the intersection prevented from crossing to the other side.
