'Garden City Bank Houses' were built from 1927 by the State Savings Bank of Victoria and were purchased by people who worked and lived in Port Melbourne and had enough savings to afford a £50 deposit and a terms scheme to pay off their own semi-detached homes.
In July 1928 residents formed their Garden City Progress Association, it met every month at Graham Street State School with the goal of landscaping of reserves and streets (the Bank being unwilling to assist). So seriously were they into gardening that over time they changed their name to the Garden City Progress and Horticultural Association.
The Association held its first annual picnic at Warrandyte, on 17 February 1929 which is depicted in the photos in this record series.
