The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Walter Martin was born on 25 August 1915, and died on 07 October 1995. He was raised on the family property of Garibaldi which was opposite the Garibaldi Bridge, and attended the Garibaldi State School until 1930. At the time of Walter Martin's retirement the family property had been in the family for 130 years. He was a keen photographer and combined this passion with a knowledge of the history of Garibaldi and Durham Lead. Thomas Jefferson Connelly (1858-18/10/1892) Son of Thomas James Connelly a well known JP at Inglewood. Admitted as a solicitor in the Supreme Court in 1880. Started own business as a solicitor in 1883 at Albion Chambers, View Street. By 1887 he had joined with George Henry Tatchell and in 1889 they moved their firm to Williamson Street. On 8th Jan 1885 he was elected to the Bendigo Council and was elected as Mayor 16th Aug 1887. He was the first Bendigo born Mayor and the youngest. He served on the committee of the Bendigo hospital and the Mechanics Institute and was a prominent member of the ANA. He was also a Captain of a local militia force. He married Frances Cresswell Reynolds and they had 3 children who were very young when they were left fatherless in 1892. Thomas died in Kerang, following an epileptic fit. He was attending a case at the time. He is buried at the Bendigo Public Cemetery. George Henry Tatchell was the son of Thomas Tatchell JP of Inglewood. He was admitted as an attorney by the Supreme Court in 1887 and formed a partnership with Thomas Jefferson Connelly 22/9/1887. By 1894, their practice had been joined by Adam George Dunlop. In 1904 he was elected president of the Bendigo Bar Association. George was a very bowler and was part of an Australian team that travelled to Britain in 1930, where he won the Veteran Pairs Competition competing with his brother William. He retired to “Woodford”, Toorak. Adam George Dunlop (1864 – 28/2/1921) Son of Andrew McBride Dunlop. He married Marion Ethel Nicholls, a widow in 1905. Admitted as a solicitor, proctor and conveyancer in 1892. When Thomas Connelly died, his will stated that his share in the law firm was to be sold and if it was sold to Dunlop, he would have 3 years to pay for. This clearly happened and by 1894 the firm was known as Connelly, Tatchell and Dunlop.He continued to work for the firm Tatchell, Dunlop, Smalley and Balmer for 25 years and retired several months before his death, to “Milltara”, Glyndon Ave., Brighton. He was heavily involved in the Sandhurst Mechanics Institute and served as president in 1899 and 1901. He was treasurer of the Zenith Lodge of Masons in 1907. He was president of the ANA in 1896 and president of the Bendigo Law Association in 1907. Whilst in Bendigo, the family lived in “Millewa”, Kangaroo Flat. Jonathon Smalley (1873-21/8/1961) Son of Peter, a mining investor and his wife Ellen. 1899 married Catherine Horsemann Manning with whom he had four children. Jonathon proved proficient in sign language when he stepped into a court case where the defendant was hearing impaired. In 1904 he was the president of the Eaglehawk Mechanics Institute. Other community postings included Vice President of Bendigo Football Association (1909), President Bendigo ANA (1899), Councilor for Eaglehawk Borough (1904- ), elected Mayor of Eaglehawk (1909),and President of Bendigo Law Association (1910). Jonathon and his wife resided at “Overton”, View Street, Bendigo (now Harry Little Childcare Centre). Jonathon was a champion Lawn bowler, winning the Country Singles Championship in 1913. He is buried at the Bendigo Cemetery. Sydney Raeburn Balmer (1869 – 24/11/1938) Sydney was the son of Robert and Elizabeth Balmer. He married Catherine HAswell McDonald in 1905 and they later lived in Lily Street, Bendigo. After qualifying as a barrister and solicitor, he was initially employed as a barrister for Mr Cussen (later a judge) for 2 years. He then spent 9 years working in Melbourne before joining the firm to be thenceforth known as Tatchell, Dunlop, Smalley and Balmer from 31sdt Dec. 1909 Black and White newspaper photograph of five Tatchell Brothers attending a cricket match. This Banks' Agreement refers to one of several agreements made between the Warrnambool and district bank Managers not to exceed the stated rates of interest. The first section of the Agreement is dated 5th February 1877 and the last date is 15th May 1879. The Banks agreed to specific interest rates for fixed deposits and the terms of those deposits. The first page refers to a previous Agreement being terminated on 14th August 1875. A document from the ANZ Bank, Melbourne, refers to another Agreement dated 2nd April 1879. A transcription of the Banks' Agreement is attached to this record. The four banks subscribing to the Agreement are: - Bank of Australasia Bank of Victoria Colonial Bank of Australasia National Bank of Australasia The Bank of Australasia was incorporated by the Royal Charter of England in March 1834. The bank began in Australia on 14th December 1835, opening in Sydney. The Acting Superintendent of the bank at that time was David Charters McArthur. He was Superintendent from 1867 to 1876. The Melbourne branch opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street, where two huge mastiff dogs were used at night to guard the bank. The government also provided an armed military sentinel. Due to the bank's rapid growth, a new building for the Melbourne branch was opened in 1840 at 75 Collins Street West. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street. In 1951 the Bank of Australasia amalgamated with the Union Bank to form Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated various historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Bank and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Warrnambool branch of the Bank of Australasia was established in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank later bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856 and the Warrnambool Council chose that bank for its dealings during 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for £3,000. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 by investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. Warrnambool City Council purchased the former Bank of Australasia building in 1971 and renovated it, then on 3rd December 1973 it was officially opened as the Art Gallery by Cr. Harold Stephenson and Gallery Director John Welsh. The Gallery transferred to the purpose-built building on Liebig Street in 1986 and the old bank building is now the Gallery Club. Staff at the Bank of Australasia in Warrnambool included the following men but others were also involved: Samuel Hannaford, Teller then Manager from 1855-1856; W H Palmer, Manager from January 1857 until November 1869 when the Teller Basil Spence was promoted to Manager; H B Chomley, Manager from April 1873 and still there in 1886; A Butt, Manager in 1895-1904; J R McCleary Accountant and Acting Manager for 12 months, until 1900; A Kirk, Manager 1904; J Moore, staff until his transfer to Bendigo in December 1908; J S Bath was Manager until 1915; C C Cox, Manager until April 1923; Richard C Stanley, Manager 1923 to April 1928. This Banks' Agreement has historical significance as it belonged to the Bank of Australasia which was established in Australia in 1835 by Royal Charter. One of the four parties of the Agreement was the Warrnambool branch, so the document is also a historical record of the financial agreements between similar institutions in the local area. The document is significant for its association with the Bank of Australasia in Warrnambool, the first bank in Warrnambool, established in 1854. The bank continued to operate until its merger in 1951 when it became the ANZ Bank, which is still in operation today. The Bank was an integral part of the establishment and growth of commerce in Colonial Warrnambool and throughout Australia.Document titled the Banks Agreement; a four-page document handwritten in black ink with a nib pen on heavy cream-coloured paper. The document describes the agreement between four banks local to Warrnambool and the district. It specifies interest rates for fixed deposits, the period of the deposits and the penalty for early withdrawal. It includes banks in Warrnambool, Belfast (now Port Fairy) and Koroit and is dated from February 1877 to May 1878. It has been signed by the Banks' Managers. The contents are an agreement not to exceed the stated rates of interest. A diary written by Legatee Frank Doolan as he sailed to Perth and then visited Legatee Ivan Davies and his wife Mercy. He mentions docking at King George Sound which was the harbour from which transport assembled to convoy to the Middle East for the first World War. He was greeted by a member of Perth Legacy, Keith Manwell. He mentions visiting Mt Clarence and The Anzac Desert Mounted Monument "which was destroyed by Nasser's Gyppos at Port Said, and of which the pieces were transported back to Australia, stone base and all complete. Where a new model was made by Ray Ewen at Frankston and was sent back to Italy to be melted down and recast. It is double life size and very striking, depicting an Anzac charging from a horse which has been shot down under shellfire, to a new charger - rearing to go." He leaves the SS Kangaroo for a few days to visit a "Legacy pal", Ivan Davies. They toured his farm 'Carngham'. His observation at the end shows the comradeship of Legatees. "time to depart after several glorious days of perfect hospitality. To be accepted spontaneously as one of the family is the test of true friendship, and we received the full treatment from Mercy and Ivan at 'Carngham'". The year is unknown but the trip was in March. It could have been before a Legacy Conference in Perth. Was with other memorabilia that has come from Frank Doolan from both his war service and his time with Legacy. Frank Doolan posted this copy of his diary to Ivan Davies in 1978. Not sure how it and the cover letter (01131) were returned to Legacy's collection. The diary shows that Legatees from different regions of Australia visited each other and had strong friendships over the years. A carbon copy of a diary x 11 pages, written by L/- Frank Doolan on a trip on the SS Kangaroo and a visit to L/- Ivan Davies.Dairy is handwritten.
