Document, Letter to Jim Gillespie, 1959
Letter dated 27 November 1959 addressed to James G. Gillespie at his place of work from D.J. Cartledge of Login Corporation Pty Ltd (North Sydney), enclosing extracts from Sydney newspapers following the publication of the Savige biography. Cartledge notes that there could have been reference to the book on television and in the Bulletin newspaper, but he has been unable to monitor them. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Financial record - BANK RECORDS, 1916-1979
The first Government controlled savings bank was established on 1 January 1842 under New South Wales legislation. Known as the Savings Bank of Port Phillip it was administered by a Board of Trustees and a Vice-President. Branches of this Bank were subsequently established in other parts of the colony. In 1853 a statutory body known as The Commissioners of Savings Banks in the Colony of Victoria was constituted under the Savings' Bank Act and each bank was thereafter to be a separate and independent institution with its own trustees and officers - however, between 1896 and 1912 the independent Savings Banks of Victoria merged to become a single institution and this development was formalised by the 1912 legislation. From 1980 the Bank was known as the State Bank of Victoria under the provisions of the State Bank Act 1980. The State Bank of Victoria established its own Archives before the Bank was sold in 1990 to the Commonwealth Bank of Australia. Contains correspondence pertaining to matters of infrastructure in the period of the 1860’s. The period contained within this ledger is very early in the establishment of the district. It shows the co-operation and initiative between councils, government departments and individuals in matters relating drainage, bridges , roads all vital to the development of the region.Fawn cloth on card cover with tan corner and spine binding. Document, President's Fund Correspondence, 1933
The Presidents Fund was created in 1932 by a donation from Legatee Walter W Berry from his late father's estate "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The aim of the fund was the give the President a way to help needy cases with discretion and without having to gain approval from committees. In many cases the money was repaid by the recipient. These letters record the first donation of £50 and discussions with Legatee Walter Berry about how the donation was to be used. Also a copy of the letter of 24 February 1933 when President Kemsley wrote to the Howard and Georgina Berry Trust Fund formalising the use of the donations. This document was in a folder labelled President's Fund Origin and Authorisation with many other documents that included correspondence, receipts of donations and material about when money was given to help appropriate cases. This is Item 5 of 27 items in the Daisy Vickers collection of World War One memorabilia. These items were sent or given to Daisy Ogier (nee Vickers) during World War One by Corporal Arthur Anderson who enlisted from Warrnambool in 1915 at the age of 21. He served in Egypt and France and returned to Australia in 1919. Daisy Ogier (1907-1987) was a student and then a teacher at Warrnambool Technical School with her early teaching years there from 1925 to 1936 and in 1949. She became the head mistress from 1950 to 1963 and in 1968. She officially retired in 1976. Daisy Vickers was one of the best loved and dedicated teachers that the school ever had.
