Loan No. 27.-Notice of Intention to Borrow Sum of £ 15,000 for Permanent Works and Undertakings. - Notice is hereby given, that the Council of the Shire of Eltham proposes to borrow the sum of £15,000 on the credit of the municipal revenues of the president, councillors, and ratepayers for the said shire, such sum to be raised by the Issue of debentures in accordance with the provisions of the Local Government Acts. 1. Maximum rate of interest that may be paid is £5/10/ per cent, per annum. 2. The purposes for which the loan is to be applied are: Construction of Sanitary Conveniences at Shire Office, Council's contribution towards costs of Dixons Creek Bridge, Construction of Mt. Pleasant rd., Construction of Cherry Tree rd. 3. The period of the loan shall be 10 years. 4. Moneys borrowed will be repayable by providing out of the Municipal Fund twenty half-yearly instalments of approximately £985/1/6 each, including principal and interest on the first day of October and the first day of April during the currency of the loan. Badge - Fundraising Button, Australian Natives Association, Wattle Day, 1914-1919
Frances Rigg was a local business identity in Kew, at one stage managing the local branch of the English, Scottish and Australian (ES&A) Bank at 175 High Street from c. 1920 until the 1940s. After Francis Rigg’s death, the collection of buttons and medallions was inherited by his son, Ken Rigg (1922-2014). The collection was subsequently donated to the Kew Historical Society in 2015 by Francis' grandson, Adrian Rigg, at the time of the Gallipoli & Beyond Commemoration in 2015. The collection covers a period of almost 40 years. The majority of the buttons are patriotic buttons, issued and sold during and immediately after the First World World War (1914-1918) to raise funds for national and overseas causes. The collection also includes a number of locally significant sporting event buttons and sporting club medallions, issued in the 1920s and 1930s.Patriotic and other pressed tin buttons and badges were produced in large numbers in the first decades of the twentieth century. By nature, insubstantial and ephemeral, they have not always survived. The collections of badges, buttons and medallions in the Kew Historical Society collection is homogenous and yet diverse, ranging from buttons sold to raise funds for the war efforts in 1914-18 and 1939-45, to those used at festivals and sporting events. Because of the manufacturing process, many surviving buttons and badges have been affected by inadequate storage, suffering from oxidisation and physical damage. These survivors are now historically and socially significant artefacts, revealing much about the attitudes and values of the period in which they were produced. Their widespread distribution means that they are frequently significant at a local, state, national and international level.A yellow and blue ‘Wattle Day’ badge featuring a seated girl holding a bouquet of wattle. Photographic album containing 39 Colour postcards of Melbourne trams. The album consists of 30 leaves of dark grey heavy paper with three creases on left hand side of sheet, bound into a heavy bluey grey folder, embossed in gold 'Scrap Book" and bound with bluey grey string with two holes. The cover has been embossed with a the blue grey in swirls. Inside of back cover is a white label, "A New Star Product", with a please ask for No. with "425" stamped on. Postcards have been glued into the album. Entries have been kept to a single line - cards are able to be dated from buildings, whether the trams have marker lights, types of motor cars and general Melbourne history. Tin Hat Day was established in 1922 after the end of WWI. It raised funds to benefit returned soldiers who had fallen on hard times after the war and during the Great Depression. It continued on during WW2 and into the 1950s. This badge is c1940. The tin hat badge was modelled on the British steel combat helmet known as the Brodie helmet, designed and patented in London in 1915 by John Leopold Brodie. Colloquially, it had many names including the shrapnel helmet, battle bowler, Tommy helmet, tin hat, dishpan hat, tin pan hat, washbasin, and in the United States the doughboy helmet. The German Army called it the Salatschüssel (salad bowl).Tin Hat Day was a significant annual event over several decades. Badges such as are not rare; they were sold in large numbers but as ephemeral items relatively few of those sold were retained.A round metal badge with a domed centre, mimicking a stylised tin hat. Scrapbooks and albums provide a unique record of individuals, families, organizations, and associations. This scrapbook was compiled for Raymond and Rosemary by their Aunt Gertrude. It was donated to the Society by Rosemary Vaughan-Smith.Illustrated cloth bound, hard cover album used as a scrapbook. On the inside front cover the creator of the scrapbook is identified in 'scrap' lettering as "Aunt Gertrude" and that the recipients were "Raymond [&] Rosemary". Each of the 80 pages in the scrapbook includes pasted monochrome or colour printed illustrations and or texts. Typically, there is one design per page. Most of the material used in the scrapbook is undated, however dates may be deduced from the style of individual items. Some of the illustrations date from the 19th century while others are clearly from the first decades of the 20th century. A number of the items included have their publication date included in the design, including British soldiers in regimental uniform (1914), and covers of popular magazines such as Punch (1924). Many of the items include their original captions or the designer's name such as popular cartoons such as 'The Emergency Exit by W Heath Robinson, or 'Wheels and Squeals: A Study in Progress' by Alfred Leete. Illustrated advertisements for products such as 'O-Cedar Mop Polish', and magazine covers such as 'Passing Show' also provide opportunities for dating materials used in the book. In addition to the aforementioned types of material used, the scrapbook also contains sentimental, floral and religious illustrations, instructional educative materials, and patriotic content. The materials used would appear to be British in origin. Typical of many scrapbooks of the period, the album has a number of conservation-related issues, including foxing on some of the pages and illustrations. 18 October 1956 Flood level on road at corner of Railway Parade. On the immediate left out of view is Mrs Lucy Egan's home. That house still stands today nestled up against the Wattletree Road Bridge on the other side built in 1959 and is owned by the Bakos family purchased by Mrs Heather Bakos in 1960.. Prior to the Wattletree Road bridge being built, Railway Parade extended up the alignment of present-day Gastons Road to the Eltham-Diamond Creek road which ran past the entrance of the present-day carpark for Edendale Farm. This view is looking west across the Glen Park Bridge, and the beginning of Wattletree Road which sweeps around to the right in the distance. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. Letter (item) - Mr Cleal’s Letter to the Chief Commissioner of Police
In October 1901, Mr B. Cleal wrote to the Chief Commissioner of Police complaining about the large number of effeminate young men using ‘various conveniences’ for ‘an evil of the most terrible description’. Mr Cleal’s letter is part of a remarkable collection of documents held by Public Record Office Victoria that are valuable to LGBTIQ+ history and heritage in providing unparalleled insight into where and how beats operated in and around the city at that time. By ‘conveniences’ Cleal meant public toilets, and he listed the busiest of them: the corner of Rathdowne and Victoria streets; Lansdowne Street, East Melbourne; under the viaduct opposite the Customs House in Flinders Street; at the rear of the old City Court in Little Collins Street; and under the viaduct at the foot of King Street. Cleal described in detail how these beats worked: ‘One cannot enter but two or three of the above fellows rush in and on pretence of using same will pass some disgusting remark concerning one’s person etc’. The Chief Commissioner despatched one of his officers, Sergeant Canty, to investigate. Canty’s report provides further detail and description of who he encountered at the public toilets. He reported that men ‘known by the term “Pufters” [sic], are generally well dressed, sober, quiet in their manner and some of them very well connected’. Canty further noted about these men: 'it is often very difficult for the police to catch them offending, and if they do at any time make filthy or indecent overtures to any man, they believe him to be similarly inclined, but should they make a mistake the man insulted never thinks of giving any of them in charge [complaining to the police], but sometimes gives the offender a well-deserved blow or kick instead, of which the recipient never complains.' Sergeant Canty admitted that the problem had existed for some time. But, he added, ‘I don’t think the evil complained of is as great as said in attached [Cleal’s letter]’. In reviewing the file, Canty’s supervisor noted that Cleal, ‘appears to have given these resorts considerable attention’. Much of the evidence for same-sex activity in Melbourne in the early twentieth century comes from court cases and sensationalist news reports. With their eyewitness accounts of the use of local beats, these documents in the collection of Public Record Office Victoria provide a more detailed, understated account, making them some of the more unusual and historically significant records in Melbourne’s queer history. This set of photos is from a leather bound album bearing the inscription "HUME RESERVOIR AUSTRALIA" plus 'The Rt. Hon. L. C. M. S. Amery, P. C., M .P.' all inscribed in gold. It was presented to The Rt. Hon. L. C. M. S. Amery, P. C., M. P, Secretary of State for Dominion Affairs on the occasion of his visit to the Hume Reservoir on 2nd November 1927. This album is of local and national significance as it documents the planning and development of the Hume Reservoir up to 1927. It was the largest water reservoir in the British Empire.
