This receipt book was used in the law business of the Warrnambool lawyer, George Mackay (1891 to 1893) and the amalgamated firm of James Fletcher and George Mackay (1893 to 1910). George Mackay was a prominent Warrnambool lawyer, active in the civic and community affairs of the town and the firm of Fletcher and Mackay was an important one in Warrnambool over the time covered by the entries in the receipt book. In the 1920s the firm became Mackay and Taylor when J. Taylor joined as a partner and was a well-known legal firm in Warrnambool until the 1990s. The book was found in the old Mackay Taylor offices in Kepler Street. WarrnamboolThis is a ledger with a dark green binding and black tape on the spine. There are 176 pages plus an alphabetical listing at the back. Most of the entries are receipts that have been pasted into the ledger with some additional written material. The entries are mostly written in black ink with some seals and stamps attached. The receipts are overwritten with ticks and initials in red crayon. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. The figures range from one pound one schilling - six pounds. Interpreting from the details that can be read it is believed that on 6/3/1912 Mr. M. Norton paid by cheque the sum of 5 Pounds 19 Shillings and 5 Pence, of which 5 Pounds 3 Shillings and 11 Pence was for a Summons possibly issued on 23/2/1912, while 15 Shillings and 6 Pence was the charge for the costs of the Summons. This is not a document issued by a Court of Law so use of the word 'Summons' is confusing to us at this stage. Was it just standard practice to send out a bill and call it a Summons, or was Mr. Norton late in paying and so had to pay an extra charge after being 'summoned' a second time. Could this receipt be part of a 'promissory note' exchange, payment for which had to be summoned? Another thing that can't be explained at this stage is the use of the symbol % after the amount of money written in figures, just after the Pence amount. The symbol for Pence in those days, and until decimal currency, was d as can be seen from the Duty Stamp. In 1912 and before did % also stand for Pence when the money amount was written by hand, or could it have been a shorthand way of indicating something like 'portion of amount'? This receipt is very intriguing and so we will endeavour to try to fully understand the information it contains. If any person can provide information that may assist us, then please contact the Sunshine & District Historical Society. The receipt is significant to our Society because it was issued by Sunshine Harvester / Hugh V. McKay more than 100 years ago. It also appears to contain information that at this stage is not fully understood, such as the use of the % sign, and why the word summons is used. Of further interest, but perhaps not surprising for the times, is that only Mr. is printed on the receipt. It appears that they never expected to issue these type of receipts to females.Very light tan coloured paper receipt No.1773 issued on 6/3/1912 by Sunshine Harvester / Hugh V. McKay to Mr M. Norton.
