Joseph Anderson Panton (1831-1913) came from Scotland to Australia in 1851. In Bendigo, he was appointed assistant gold commissioner 1852 and senior commissioner 1854. Over the years, he served as magistrate at Jamieson-Wood's Point, Anderson's Creek, Heidelberg, Geelong and Melbourne. He owned land on the Yarra River and Panton Hill is named for him. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. This medal is one of only a few medals donated by a group of generous gentlemen as tokens of their appreciation of the talent and industry of high achieving students in the years 1869 - 1870. The medal was awarded to Charles J Henderson when he completed his Matriculation Examination at the very young age of 13 years. The 1869 College annual report states that this examination, which granted entry into Melbourne University, was held in Ballarat for the first time in 1869. Candidates had to pass in at least six of the nine possible subjects in order to pass. Charles Henderson (born 3/02/1856) was the eldest son of the Rev. William Henderson of St Anderw's Kirk, Ballarat, distinguished founder of Ballarat College. Charles was only the third student enrolled at Ballarat College in July 1864. The Ballarat College annual report 1869 states the medal was awarded in appreciation of his 'success in passing so creditably the Matriculation examination at the age of thirteen years'. This medal has historic significance because it dates from the first decade of the history of the College. It has social significance because the recipient was the third student enrolled at Ballarat College, the eldest son of the founder of the College. The medal is unique and is one of only a few privately donated between 1869-1870 by a group of gentlemen affiliated with the college.This gold-plated round-shaped medal has front embossed with Minerva head, name of school and school motto. The rear of the medal is inscribed with names of medal donors. There is a straight metal pin hinged to the right side of the rear of the medal. There is a small catch attached to left side of the rear of the medal. The side edge of the medal is inscribed with name of the recipient and title of the award. The medal is housed in a rectangular cardboard box and nestled in cotton wool.The box has a blue lid and white base.Embossed around inner edge of medal front "Studiis Claritudo Venit. This book was hand made in Bendigo and presented to the Army Survey Regiment Sergeants Mess by WO2 Graham Squire (Later WO1 RSM RASvy). The book is to record events when the Sgts Mess Bell was rung, signaling that money was put over the bar for those present. Events such as promotions, departures, birthdays, birth of children and grandchildren were celebrated in this way and hence recorded in this book. The Bell itself was presented by WO1 Alex "Darby" Munro and that is the reason for the naming of the book "Darby's Clangers, Times and Chimes". the first entry in the book is 30 Nov 1978 and the last entry is 29 Nov1996 to celebrate the departure of the last serving members of the unit.Large handmade book with many unused pages, book is housed in a vinyl covered cardboard box.Page 1 Top - " Please leave first entry space vacant for WO2 G Squire (Fishing Warden), Thank you, Max Neil WO2 for PMC" Page 1 Bottom - "The one that got away!" This program contains a menu and order of events for the evening on Saturday 6th February 1960.. It was held by the United Service Institution of Victoria, Warrnambool Branch which was a group associated with naval, military and Air Force background. When the organisation was established in 1891 their membership was officers of the three disciplines and their main objective was the higher professional education of officers and to maintain forces in a state of efficiency. To this end they attempted to establish reading rooms , museums and lecture rooms. This card has come to the society from W R Angus who was a local doctor in Warrnambool for many years.Significant for its list of local signatures and their link with a state organisation.Cream card with black text with logo in centre front of the page. Collage of a collection of black and white portraits of men in oval frames with names. They are past councillors and the late Officer C.S. Wingrove of the Shire of Eltham from its inception until 1914. Originally compiled as a farewell gift to Ewan H. Cameron on his retirement from Parliament and community affairs in 1914. The photos were encased in a very large and handsme frame. It was presented to Mr. Cameron as a "testimonial [and] a small token of [Eltham Shire Councillors and community] their heartfelt esteem, and felt Mr Cameron would often look upon the faces encased in the frame, and it would remind him of friendships made and good work performed.' Mr Cameron was a well-respected man described as “Father of all in the County of Evelyn”. There were many living monuments of the good work done by Mr Cameron – schools, churches, halls and railways. Mr Cameron’s retirement was partly due to deafness. On the occasion of the presentation he told his audience that he started his public career in 1858 when he was elected a member of the Castlemaine Mining Board-; he held the position till 1900-42 years. In 1862 he was elected to the Eltham Shire Council (then a Road Board), and retired in 1914-52 years. He entered Parliament in 1874 and retired in 1914 -40 years and 8 months. The Hon Ewan H. Cameron lived at Pigeon Bank, Kangaroo Ground and died 27 September 1915. Names on the photo include: A. Beale, C. H. Bath, W. Morris, S.W. Scott, A. L. White, J. Fitch, W. G. Gray, J Darly Mealy, W. White, 360 Main Rd., Eltham presented this copy to Council. One of the originals of this photograph was destroyed in the fire which burnt the Shire Offices at Kangaroo Ground in February 1934.This unique photo documents early pioneers in the Shire of Eltham. The context of its origins further illustrates the esteem of which E.H. Cameron was held in the community.
