Frances Charlotte Le Couteur (born c1893) taught at both Chatham and Canterbury Primary Schools and at the Salvation Army in Guildford Road. She lived in Guildford Road for part of her life and taught music. She was on the staff of Chatham Primary when it opened in August 1927. She taught at Canterbury Primary for 20 years. She retired to live in Inala Village. Obituary: Frances Charlotte Le Couteur, of Inala Village died on June 17th, 1986. The Salvation Army was founded in England in 1865 and bonnets were introduced in the 1880s for women officers. These bonnets were worn until the 1960s. The Salvation Army came to Warrnambool in 1887 and was initially based in Raglan Parade before opening a citadel in Lava Street in 1905. In the mid 1960s they purchased the old Congregational Church and Manse at the corner of Lava and Henna Streets.This bonnet is a fine example of the bonnets worn by Salvation Army Officers as part of their uniform. The bonnet is made of black raffia with a brim. It has black and maroon grosgrain ribbbons around the front, sides and back. The maroon ribbon has THE SALVATION ARMY machine printed in gold letters. A grosgrain black strap is attached to the head band to enable the bonnet to be worn securely. The bonnet is lined with black cotton. This badge is believed to be part of a uniform of an officer of the Salvation Army. It could be either a collar or a hat badge. The Salvation Army, a Christian organization, came to Warrnambool in 1887 with the arrival of Captain and Mrs John Moyle and Lieutenant William Sanderson. Their first place of worship was a Raglan Parade grain store. Today the Warrnambool Salvation Army citadel and associated buildings are in Koroit Street.This badge is of interest as an early example of the badges worn by Salvation Army personnel in Warrnambool. This is a metal badge,( possibly silver), in the shape of a shield with an inner circle with a red background and images of a cross, the letter ‘S’ and two crossed swords. This inner circle is surrounded by a circular blue rim with gold lettering and outside this circle is a jagged rim with sixteen points. On top of the centre circles is a crown with some red colouring. The metal clip at the back of the badge is missing. The badge is somewhat tarnished. The back of the badge has three hallmarks. Stawell Corps was opened in the year 1884 in the month of May. The first meeting was conducted in a Church but afterwards the old market (area present Library) was secured for meetings. To the north of these buildings and across a cobblestone lane now called Enterprise Way was the Salvation Army Citadel, .a further commercial building housing a printer. Erection of this building necessitated demolition of Barelli's stable and reclamation of its horseyard. Postcards were a common form of souvenirs for soldiers who were travelling either during World War 1, or just after, or while returning to Australia. These postcard scenes include the Sphinx, the Pyramids, Cairo, Alexandria, and Suez including mosques and marketplaces. The Suez Canal was used by troop ships, so this was often the first time soldiers from Australia saw Egyptians. Many troops in World War 1 were stationed first in Egypt (including near Cairo) to train before heading to Gallipoli, Turkey or on to the Western Front. These were with other World War 1 memorabilia that has come from Private John Basil McLean, 2nd Reinforcements, 37th Battalion, A.I.F. There was a large collection of postcards so he may have been collecting them as souvenirs (none of these have been written on or posted). He also had a vesta (match) case from Belfast, so it is likely he visited there. J.B. McLean (Service No. 13824) was from near Maffra, Victoria and enlisted on 22 January 1916. He embarked on 16 December 1916 for Europe. His full war record is available from AWM. He spent time with the Australian Field Artillery (Pack Section). At the end of the war he worked for a year at the A.I.F. Headquarters in London before returning to Australia on the 'Ceramic', arriving Portsea in 1920.Postcards were a very common form of communication in the first World War. Postcards as souvenirs or as correspondence would have been familiar to the first Legatees as they had served in World War 1. Group of Salvation Army Songsters 1966, photograph taken pre-Perth & Adelaide trip. In October 1966 the group travelled to Perth and Adelaide many miles were covered by the Songsters in the course of their mission of bring blessing and enjoyment per medium of music. Since 1960 when a visit was made to Hawthorn and Melbourne Spring Festival, over 5,500 miles have been travelled by this group. After the Perth trip a further 4,000 miles covered. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). This plan shows the original configuration of the Kew Post Office, Court House and Police Station, which had opened in 1888. This configuration was to essentially remain until the purchase of the Court House and Police Station by the City of Boroondara in 2007 and its subsequent renovation. Interestingly, the MMBW surveyors incorrectly labelled parts of the complex. In the triangle in front of the Post Office, before the erection of the Kew Cenotaph in 1925, was located a lawn and the Queen Victoria Jubilee Fountain. While many of the shops on the south side of High street had been constructed by 1903 a number of sites were still used as vegetable gardens. Further along High Street, on the corner of Charles Street, the Salvation Army Barracks can be seen on the plan. These Barracks predate the later Citadel and ‘Young People’s Hall’ that were opened in 1919. At 22 Charles Street can be seen the house of James Venn Morgan. Hailed as the ‘father of Kew’, Morgan arrived in Melbourne in 1840. He was first engaged as a bookmaker, but a fortunate venture on the goldfields enabled him to purchase land in Kew.
