At the time properties were rated as follows: Cultivated ...The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. At a small ceremony held Friday, April 20 at the Local History Centre, Eltham, members of the Society and our Collections team, along with Ms. Vicki Ward, MP for Eltham, presented the seven volumes for 1858-1863 along with the complete set of digital files to Mr. David Taylor, Community Archives Manager and Mr. Charlie Farrugia, Senior Collection Advisor, Public Record Office Victoria.Born Digitalassessment ledger, donation, eltham courthouse, eltham road district, local history centre, public records office victoria (prov), rate books, eltham district road board -

Detailed description of lots for sale and navigational directions to the property from Richmond by Thomas Ham, Victorian public servant, map maker, publisher, lithographer and original Ringwood land owner. Inset map enlarging area between Yarra River and Dandenong Creek, with southern boundary of allotments later forming part of Oban Road, North Ringwood.TRANSCRIPT: "This really valuable Property is now offered to the public for sale, in lots to suit purchasers at the Iow rate of £1 per Acre for 80 acres and upwards, and £1.10s per Acre for any smaller portion. Terms of payment Half Cash, Balance in 6 and 12 months, bearing 8 per cent interest. The Estate is well wooded with Gum, Cherry Tree and Stringy Bark, with Wattle in the valleys of the several creeks. Every lot is Staked and Trenched at the corners marked on the Plan thus - The Surveyor has carefully sub-divided the Property, in order to give every Farm a Creek for Water, Valley for Cultivation, and Hills for House and Grass Paddock. The ROADS have been very carefully laid out so as to give a firm, well drained, and nearly level road to each Homestead. Intending purchasers can readily find the property by the following directions, viz: Start from Richmond Bridge, at Hawthorne, then take the left-hand road to KEW. Famous Swiss landcape painter Louis Buvelot came to Melbourne in 1864 and set up a portrait photography studio which he operated for one year only in 1865. This photograph is believed to be the oldest photo in the Shillinglaw Family Album collection. It is believed that the subject is a young Phillip Shillinglaw, without beard, at age 22 or 23. Phillip Shillinglaw was born Melbourne, August 7, 1842. He married Sarah Ann Kidd in Heidelberg, Victoria, February 28, 1872. In 1881 Phillip and Sarah and their small family moved to Eltham and made home in what was later to become known as Shillinglaw Cottage but which Phillip named 'Wattle Brae'. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Photographer: Richards & Co. Portrait Parlours operated from 19 Sturt Street, Ballarat from 1881-1921 but with "Under Royal Patronage" appears to be 1881-1885. Phillip Shillinglaw was born Melbourne, August 7, 1842. He married Sarah Ann Kidd in Heidelberg, Victoria, February 28, 1872. In 1881 Phillip and Sarah and their small family moved to Eltham and made home in what was later to become known as Shillinglaw Cottage but which Phillip named 'Wattle Brae'. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Family research queries John and Sarah Watts William and Mary Watts Both families were shoemakers. John and Sarah Watts arrived in Eltham circa 1850. John Watts was recorded in the initial 1858 Eltham Roads District Board rates book living in Little Eltham, also 1859 and 1860. The property then appears to be in the name of Thomas Watts from 1861 to 1863 at least. Thomas was married to Ann. According to a Facebook contact from family researcher Rosie Watts in Queensland, the children of John and Sara were Betsy aka Elizabeth, Ann, Maria, Robert and Sarah (later Jones). Sarah was born 1850, the only child born in Australia. Sarah Watts remained in Eltham and married a man by the name Meadows. On 24 January 1860 John Watts was asaulted by a beligerant drunk (John Castle) whilst sitting at the bar of the Fountain Hotel that evening. Castle without warning grabbed Watts by the throat, pushed him over and kicked him in the head with his heavy boots. Constable Lalor was called and Castle attempted to assault him as well. Watts was helped up, was sick and was taken home by his son and a Mr Wallace. He went to bed. Watts died April 11 and his wfe Sarah advised the Coroner's inquest held April 11 that he had never left his bed from that time. Castle was charged with manslaughter. He was found guilty by jury and sentenced to 18 months hard labour on the roads. John Watts is buried in Eltham Cemetery in an unmarked grave before records were kept. Prepared for Nillumbik Shire Council by Samantha Westbrooke Pty Ltd in association with Peter Mills PhD, Architectural Historian and Roark Muhlen-Schilte, Archaeologist. Covers history of early market gardening in Eltham with the commencement of European settlement in the late 1830s. The site for the village of Eltham was surveyed in 1851 and the Township Plan shows that the property is made up of Lots 7 and 8 which were sold at auction in June 1852 to M. O'Shea. The history of the Bell Street property is closely tied to the West family from the 1860s to 1930s; the earliest rate books for Eltham show William West farming in El;tham in 1864. In the aerly 1930s ownership of the creek side was transferred from the west family to the Fabbro family who shortly afterwards were impaced by the 1934 Diamond Creek flooding. Guido Fabbro relocated the original West home further up the hill and built a new Italianate style modern home in situ. The Fabbro family farmed the property. In 1993/4 Eltham Council acquired the creek-side market garden blocks to the south of 2 Bell Street which was recconceived in 1998 as the Barak Bushland Reserve. The Fabbro house was demolished shortly after and the lots were sold to a developer in 1994. Joseph Benjamin North was a well-known professional musician in Melbourne in late 1800 to mid 1900s, teaching music and playing in what became the Melbourne Symphony Orchestra. He married Lucinda Matilda and their children were Tralford E and Camille D. With friend Leon Lambert, North purchased 60 acres of land around Karingal Drive and Sherbourne Road and built two houses; they paid for a wooden bridge for access. North eventually sold his house to a family named Green but later the land was sold to the Shire of Eltham, and it is now known as Meruka Park, and the house, Meruka House; Alan Gardner named the park. After Lambert's death, his property was bought by Fred Warne. Edley North was born in 1835, and died 26 March 1923; he married Caroline North, born 1835, died 23 July 1922. Edley's family migrated from England in 1859, settling in Adelaide. He was granted an allotment of 221 acres on Phillip Island 1868-1870. on 7 April 1874 he travelled to Pine Lodge and later moved his wife and five children. He and Caroline later moved to a small farm, Willow Grove in Eltham, purchased between 1905 and 1910 (first mentioned in the rate book in 1908 as being a house and 10 acres on Susan Street, and would also have had frontage on Brougham Street); Their daughter Violet Alice inherited it; she married Walter J Dobson around 1921; he died on 25 March 1948 aged 77 and Violet on 4 January 1947. Willow Grove was later purchased by A George and P Audrey Hester April/May 1947. Edley, Caroline and Violet are all buried in Eltham Cemetery. Marjorie Mary North was born in 1909 ; the family travelled in a horse-drawn waggon from Fitzroy to spend weekends in their little holiday house in Sherbourne Road on 10 acres of land. In 1933, she married Tralford Norman whose parents owned 62 acres of land including Meruka Park. Marjorie and Tralford lived in Looker Road, Montmorency; she died 7 February 2003.
