Scales, Nullawarre Post Office
These scales came from the Nullawarre Post Office, Nullawarre being approximately 25 ks East of Warrnambool. It is a small centre for the local farming community and has some services including a store, school and hall. The Post Office has closed in more recent times and these scales are one of a number of items which came to the WDHS on its closure including a brass fire extinguisher and a 1969 telephone book. Charles Williams was a postmaster at one time and Vida Williams was post mistress. These scales are an interesting and common item with a strong connection to a local community area.These scales have a cast metal frame with a circular base and a circular vertical section which frames a brass measurement circular plate which is marked in increments up to 11 lbs and held in place with two screws. There is a rectangular metal plate at the top on which the item to be weighed would be placed. The item is quite heavy in weight.On the brass plate,: POSTAL PARCEL BALANCE SALTER'S. The old Echuca Post Office was built circa 1877, a two-storey stucco building with a clock tower over the entrance, on the north east corner of Hare and Anstruther streets. In the front of the building is a small cream brick kiosk used as a bus stop and as a stall for charity group's to sell produce. On the far northern corner the spire of St.Mary's church can be seen above the roof of the Post Office.The old Echuca Post office is at the northern end of the shopping precinct in Hare street Echuca. The building is a beautiful grand building of the late 1870's which was built as a post office on the ground floor and a residence above. The small kiosk building in front of the post office was used by volunteer organisations to raise money selling cakes etc. at various times of the year.Colour photograph (post card size) of Echuca Post Office looking north. Vehicle - Van, Volkswagen, 1972
This van was used in Western Australia by linesmen and for mail pickup between 1972 and 1991. When transferred to the collection, it was the very last surviving vehicle of its type owned by the company. Despite its age, the van is in excellent condition having been reconditioned in 1987.This Volkswagen Transporter, 2nd generation, is commonly known as a kombi van; named as such after the German word Kombinationskraftwagen, meaning multi-purpose vehicle. This van is believed to have been used by linesmen and for mail collection from 1972 to 1991 in Western Australia, before being donated to the, then, Telstra Collection. Conflicting accounts from John Moynihan, PMG Engineer and author, suggest the van was used by cable jointers from the 1960s. Owing to this unclear use, the van’s historical significance is low though provenance from the Postmaster General’s Department to Telecom, then Telstra, is established. In 1987, the vehicle was extensively reconditioned and some original parts were presumably replaced. It is not, however, in working order or in good condition; the body carries several areas of rust, rubber seals have suffered plasticiser migration, a mirror is missing and there are marks from use. The hand lettered “P.M.G.” inscription is indicative of a Postmaster General fleet vehicle, as is the red colour of the vehicle paint. Though it is in poor condition, the van’s aesthetic style is of some significance. The van is representative of the type of Volkswagen vehicle used by the Postmaster General’s Department and other private businesses and government branches of the era. The vehicle may, therefore, carry social significance for those that lived in this era, where their communication service provider travelled in a Volkswagen van. Indeed, Volkswagen vans were used into the Telecom era, as evidenced by an image (6681153) in the National Archives of Australia collection. While many of these vehicles may exist today, there are few to no examples which survive in museum collections. In 1966, the Post Office (Postmaster General’s Department) had the largest fleet in Australia, totalling nearly 11,000 vehicles (The Canberra Times, 29 September 1966, p. 34). Though in the late 1960s Volkswagen vehicles accounted for just over 500 of these vehicles, with the remainder represented by Ford, General Motors, Chrysler, and others, the multi-purpose nature of the van is significant as a metaphor for the multi-directional services of the Postmaster General’s Department. Archival images show a variety of models and adaptations including roof racks, bull bar and door configurations. Its conflicted history of use may in fact attest to the vehicles variety of application in the duties of the Postmaster General‘s Department.Red Volkswagen Kombi van with stencilled gold lettering on doors. Stawell Post Office on corner of Wimmera and Main Streets. Erected 1875. Telegraph pole and streetlamp in foreground. Akins store visible at right of photo. The building has 3 arched doors & 6 arched windows on the ground floor and 8 square windows on the top story. Two chimneys on the roof and a wrought iron square fence on the roof. The outside of the building has not changed while the interior has been remodelled several times. The early Postmasters and their families lived upstairs. The main room originally included the Telegraph office where operators worked at machines, sending and receiving Morse code messages. Later alterations were made for a telephone switchboard room downstairs, with trunk line equipment upstairs. Captain John Mason came from Stirling in Scotland, arriving at Port Fairy in 1844. One year after James Atkinson obtained his Special Survey of the area. Thus his life covers all the history of Port Fairy when it was known as Belfast. He married Jane Murray in Portland in 1846 and they had 5 children, Jane died in 1855 and ten years later he married Ann Brown widow of Abijah Brown. They had no children and she died in 1887. In due course he became known as Captain Mason, he was not a sea captain, but captain of the Belfast Volunteers, a Rifle Corps formed in 1859 as a consequence of the Crimean War, and later reconstituted as the Belfast Volunteer Corps. For 40 years he displayed a remarkable versatility in his various occupations. Starting as an Innkeeper - he took over the Stag Inn from Captain Saunders in 1852, for 3 years. He then became a carpenter, stonemason, architect, estate agent honorary technical advisor to the Borough and treasurer to the Shire, and Savings Bank Secretary. They thought so well of John mason in Belfast that they elected him to the first Roads Board in 1853 and to the first Municipal Council in 1856. He was Chairman four times and with Councillors David Talbot and Joseph Whitehead designed the Council's Common Seal and the Motto "Commune Bonum".He was the first Mayor of the Borough in 1863 for a period of 7 weeks. He was responsible for the design, supervision or construction of many of the buildings in the town; most still standing today. He built the Rosebrook Bridge in 1855 and the first official Post Office ( a timber structure in Bank Street) in 1857, replacing it with a stone office in 1865. he built the Court house in 1859 and completed the breakwater between Rabbit Island and Griffith Island started by James Atkinson and John Griffith in 1849, also the first bridge over the Moyne river which connected with Battery Lane and the Bay. Among the many buildings associated with John Mason are Gobles Mill, Tynemouth Villa, 10-12 Princes Street, the Mechanics Institute, the Commercial Hotel, Yambuk and Mickey Bourke's Pub in Koroit. However, he did not build "Riverdale" in Gipps Street as is thought. He had a store and workshop on this site but sold the property in 1872 before the house was built. After an almost uninterrupted term as Councillor starting with the Municipality in 1856, John resigned from the Council in 1873. He well deserved the illuminated address they gave to him and the toast that they drank in the Bank Hotel champagne. Within the year he was working for the Borough as its engineer., surveyor, general supervisor and advisor of public works, simply as the man to whom all difficult problems were referred and at very little expense. John Mason was a great worker for his town and devoted himself unsparingly to the community. That his work was appreciated was shown by the way in which people rallied to his aid when, in the end, he found himself in financial difficulties and his reputation was challenge; arrested for embezzling from the Savings Bank of which he was the actuary in 1882. The money was repaid and the charges found not proven at his trial. He was an early member of the Loyal Prince Albert Lodge, and a founding member of the smaller Loyal Belfast Lodge in 1863. He was also a member of the Horticultural Society. "Dennys, Lascelles Limited 1857-1957 Annual Wool Report and Centenary Review". Apart from the annual report, this booklet also contains a brief history of Dennys, Lascelles Limited from its founding in 1857 up to 1957. A copy of both the ‘Dennys Lascelles Limited 1857-1957: Annual Wool Report & Centenary Review’ & ‘Staff Reunion Souvenir Programme, 1988’ was donated to the museum in 2021. These were duplicate items so only their story was retained in addition to the image of Rita located in Multimedia. “Enclose two items which may be of interest to add to your collection. They belonged to my mother, Rita Sedgwick (nee Glenn), who died earlier this year in April. She worked for Dennys Lascelles in two separate periods. First as a young girl, who had finished her schooling, at Morongo Presbyterian ladies College, having been sent as boarder there by her parents from their farm at Mathoura (just north of Echuca). This period was from 1942 — 1947. It was her second job out of school having worked first at the then Geelong Telephone Exchange. She would commute daily to work on a bicycle from where she was then living in Drumcondra. She had the front office role of receptionist and telephonist driving an old manual switchboard. The old front desk was her domain. She departed in 1947, shortly after she was married in late 1946. She spoke fondly of her times at the company as a young girl in her late teens and early twenties. Her second stint was much later, but again as the front-desk telephonist and receptionist commencing in 1972, ending 11 years later in 1983. This was a period when Sir Henry Bolte was on the Board, Don Urqhuart was MD, Ray Hobson was General Manger, Cliff Bone the company Secretary, Peter Keys the CFO and Jim Hay was also on the Executive team. While there were some 25 years between her periods of service, she welcomed the chance to re-join the company. Again, it was a time of hard work, and good friends. The busy times were the wool auctions, when the Firm would be visited by representatives of the big Japanese trading houses such as Mitsui, and Kanematsu. The Chief Auctioneer, Mr. Reeves (I can't recall his first name), would hold court at the now demolished Geelong Wool Exchange — I saw him in action once — what a sight. The huge show floors in the Denny's building would be full of open bales and samples for the buyers to inspect, and for mum days would start at 0800, and finish at 1800 or later. In quieter times over summer, it was reported that the empty show floor would provide an excellent arena for the more enthusiastic cricketers to get in a bit of practise with a tennis ball at lunch and after closing time! Dennys was a full-service firm for wool growers, with branches all over the Western Districts as far afield as Mt Gambier, but through Timboon, Warrnambool, and the like, as I am sure you are aware. She also saw the merger of Dennys and Strachan to create DSM, and later the amalgamation with AML&F to create Dennys AML (I think). She saw the change from the old manual switch board to the then latest of PABX technologies and was part of the team the relocated from the original offices to the new address on the south side of Brougham Street. Along with the shift from the large show floor-based sales of the past. She retired from fulltime work in mid-1983, again with fond memories and friendships that lasted a lifetime. I found these two items among her things recently, and felt that given her connection to the industry, and the place in which the Museum now resides you may like to add them to the collection. Alfred Deakin was the second Prime Minister of Australia, after having served under Edmund Barton as Attorney-General. He held the office of Prime Minister three times: 1903-4, 1905-8 and 1909-10. He was buried in St Kilda cemetery after a state funeral. Elizabeth Martha Anne (Pattie) Browne married Alfred Deakin in 1882, when she was 19 years old. They had three children, Ivy, Stella and Vera. Pattie Deakin was awarded a CBE (Commander of the British Empire), for her contribution to public life. This historic railway clock , originally installed in the Parcels Office at Ballarat Station Station Clock - Ballarat Station A Victorian Railways Station clock that was located in the Parcels Office at Ballarat. In the 19th Century, time was not seen as an urgent requirement to be somewhere or do something. There was sun up and sun down. A number of towns in Victoria operated on different times to other towns in the state. With the coming of the railways in Victoria from 1854, time became more important not only from the public side, but from a railway operational safety side. Clocks started appearing at railway stations, sometimes showing a different (standard) time to that of the local town. Eventually all of Victoria was bought into the same time zone, which matched the railway standard. ... years, the Surrey Hills Post Office moved several times... years, the Surrey Hills Post Office moved several times ...The post office opened at this location in 1912. It was demolished in 2000. Post office history in the area: Until 1883 when the railway came through to Surrey Hills, this was essentially a rural community of scattered farms. Land subdivisions soon occurred along the railway line and limited postal services followed soon after, although a ‘permanent’ home for the post office was two decades away. George Sim Junior is acknowledged as our first postmaster; he opened a post office on 1 October 1884 in his father’s general store at 619-621 Canterbury Road, a few doors down from the Surrey Hills Hotel on the corner of Union Road. Over the next 20 years, the Surrey Hills Post Office moved several times into temporary, shared accommodation – in 1889 into Woodhead’s Corner Store at 364 Canterbury Road; then in 1895 to No 376, Hansen’s Exchange Building, part of Hansen’s Terrace (demolished) and in 1901 to 109 Union Road, on the corner of Windsor Crescent. Following Federation in 1901, the new Commonwealth Government established the Postmaster-General's Department to provide postal services to the nation. Many of the post offices constructed in the following years reflected a growing sense of Australian pride and nationalism. It was 1914 when building commenced on the ‘purpose-built’ post office at 609 Canterbury Road, Surrey Hills. Described as “a polychromatic Federation Freestyle building”, it served as the local post office for nearly 85 years until sold by the Commonwealth Government in c1999, after which the post office moved to the current, less prominent site at 100 Union Road. For nearly 10 years under private ownership, the building was successfully adapted for use as the base for two businesses, Gargoyles and Dragons and later the Surrey Sculpture Studio, and fortuitously the historic integrity of the building was maintained. However although renovated in the 1990's, structurally sound and of historic significance, it was not protected under local or commonwealth heritage legislation and was demolished soon after sale. This is an early image of a demolished building which should have been protected. In 1991, when the City of Camberwell conducted a heritage study, (which still informs the basis of the City of Boroondara’s heritage guidelines for this part of the municipality,) the post office was owned by the Commonwealth Government. As such, it could not be considered for heritage listing by the local authorities. Some years later, the Commonwealth and Australia Post rather belatedly recognized not only that post offices have heritage and social value, but also that the architecture of post offices as community buildings is important. A heritage management scheme was developed for the buildings they own or control under the Environment Protection and Biodiversity Act 1999. Unfortunately, the Surrey Hills Post Office had been sold and demolished before this was finally enacted in 2004. Before 1851, letters sent through the mail were charged by the number of sheets it contained and the distance it travelled. For example, a letter consisting of one sheet of paper was charged the single rate; a double letter, that is two sheets, was charged double the single rate, a treble letter, was charged three times the single rate, and so on. In other words, each additional sheet of paper increased the charge by one rate. In Great Britain. Sealing a letter in an envelope effectively put an end to postal clerks' ability to count the number of sheets in a letter and an alternative method of determining the postage had to be found. Overweight mailings had previously required the items to be weighed but with the introduction of the Uniform Penny Postage act of 1839, the public could mail a letter not exceeding a half-ounce in weight within the United Kingdom for one penny if prepaid, or two pence if paid on delivery. At about the same time that the adhesive postage stamps and envelopes made their appearance, postal administrations began to experiment with strategically placed street letter boxes, known as pillar boxes because of their round, pillar-like shape, that permitted the public to mail letters from a place other than from a post office. For all these reasons, the use of postal scales became the nucleus of every post office. Scales had been in use since ancient Egyptian times so their use for everyday commerce was not unusual in the 1800s. What was new in 1840 was their ubiquitous use throughout the postal system. No post office could function effectively without one. Although the earliest scales used in post offices did not differ markedly from the ones in general use as time went on they were adapted specifically for postal use. For example, a paper sleeve, also known as a weight sticker, was attached that showed the applicable rate of postage for any given weight. This innovation was quite a time saver as postal clerks no longer needed to weigh the item first and then refer to a separate chart to determine the required postage for that particular weight. Victorian postal scales were used in village Post offices in the late 19th century, of which there are many examples today for sale. No maker can be attributed to the manufacture of the item. Functional object - Platform Scales, Thaddeus Fairbanks, 1880-1910
Thaddeus Fairbanks (1796 –1886) was an American inventor. of heating and cook stoves, cast iron ploughs, and other items. His greatest success was the invention and manufacture of the platform scale, which allowed the weighing of large objects accurately. Fairbanks was born in Brimfield, Massachusetts, on January 17, 1796, the son of Joseph Fairbanks (1763–1846) and Phebe (Paddock) Fairbanks (1760–1853). His uncle was Ephraim Paddock, the brother of Phebe Paddock. In 1815 he moved to St. Johnsbury, Vermont, and set up a wheelwright's shop above his father's gristmill. In 1820 he married Lucy Peck Barker and In 1824 he built an iron foundry. his brother Erastus joined him to establish E. and T. Fairbanks, a partnership to manufacture heating stoves, cast iron ploughs a design for which he patented in 1826. In 1830 Fairbanks and Erastus became interested in the raising and processing of hemp. Fairbanks went on to patent a hemp and flax dressing machine and became the manager of the St. Johnsbury Hemp Company. He also built a set of scales that would measure large loads of hemp accurately, as there were no reliable scales at the time. Upon the success of building these scales, his brothers recommended that he make and sell these for general use. Fairbanks' most famous invention then became the platform scale for weighing heavy objects. These are commonly known as the Fairbanks Scales, for which he patented his original design in 1830. Before this time, accurate weighing of objects required hanging them from a balancing beam as a result, particularly heavy or ungainly objects could not be weighed accurately. A platform scale, if large enough, could weigh an entire wagon. By placing a full wagon on the scale, unloading it, and then placing it on the scale when empty, it became possible to easily and accurately calculate the weight and value of farm produce and other loads. In 1834 Fairbanks and his brother formed "E. and T. Fairbanks and Company" to manufacture and sell these platform scales. These scales were well known in the United States and around the world resulting in the company doubling in volume every three years from 1842 to 1857. There was a temporary slow down during the American Civil War, however, the business took off again after the war. Their partnership was incorporated in 1874 into a firm known as "Fairbanks Scale Company". These platform scales revolutionized weighing methods of large loads and have been in use ever since. Portable platform scales are found in almost every hardware store, physician's office, and manufacturing factory throughout the United States and the world. The first railway track platform scale patent was granted to Fairbanks on January 13, 1857, as Patent No. 16,381. In 1916 the company was purchased by ”Fairbanks, Morse and Company”. Ownership of the company has since changed several times, but Fairbanks Scales continue to be made in St. Johnsbury Vermont to this day. Fairbanks had received 43 patents in his lifetime with the last one at the age of 91. He died on April 12, 1886, and is buried at St. Johnsbury, Vermont, at the Mount Pleasant Cemetery. An early example circa 1900 of the first type of platform scales used in a grocery store. This hand written letter, in black ink script on blue lined paper, is impressed with the official stamp of the Victoria Steam Navigation Board. The left margin has the reference “S82/12" It is transcribed: "Victoria Steam Navigation Board, Melbourne, January 12th 1882 To Frederick Chapman, Master, S.S. "Julia Percy" You are herewith furnished with a copy of the report of the Official Court which assembled to enquire into the circumstances attending the collision between the steamers "Julia Percy" and "Nelson" off Apollo Bay near Cape Otway on the morning of the 25th December 1881, and you are hereby expected to attend at the Board Room, Custom House, Melbourne, at 2pm, on 13th January instant to show cause why you should not be censured accordingly. [Signature] Secretary" This document refers to the matter of a collision between two steamships, the Julia Percy and the Nelson, on 25th December 1881. The Julia Percy was at that time owned by her first owners, the Warrnambool Steam Packet Company, and she sailed under the command of Captain Chapman. She had left Melbourne the evening of 24th December, with about 150 passengers, sailing in fine weather through Port Phillip Heads around 9pm. She was headed for Warrnambool, Belfast (now named Port Fairy) and Portland. The Julia Percy was off Apollo Bay when Captain Chapman was woken by the ship’s whistle after midnight, the steamer Nelson being on a collision course with the Julia Percy.[See Link.] The Nelson struck Julia Percy midship. Boats were lowered from the ship (apart from a damaged lifeboat) and about 30-40 of the passengers boarded the Nelson. The engine room and the forehold were checked and found clear of water. The company manager, Mr Evans, had been on the Nelson, so he boarded and inspected the Julia Percy and the decision was made to continue on to Warrnambool with the passengers as there appeared to be no immediate danger. However, Captain Thomas Smith said the Nelson was taking on water, so Julia Percy followed her for about an hour towards Melbourne on standby in case of need. Then Julia Percy turned around towards Warrnambool again. Shortly afterwards the Nelson turned to follow her, the ships stopped and passengers were returned to Julia Percy, and three from Julia Percy boarded the Nelson. Both ships proceeded on their way. Julia Percy passed Cape Otway light afterwards, signalling that there had been a collision. It was discovered later that one of the passengers was missing, then thought to have boarded the Nelson but later thought to have fallen into the sea and drowned while trying to jump from Julia Percy to Nelson. There had been 3 tickets purchased under the same name of that passenger “Cutler”; a father, son and friend named Wordsworth, which had caused quite some confusion. No further mishap occurred to either ship and both the Julia Percy and the Nelson reached their destinations safely. An enquiry was instigated by the Victoria Steam Navigation Board regarding the cause of the accident between the two steamships, in connection with the death of Cutler who was supposed to have lost his life by the collision. The enquiry resulted in the following decision: "The Victorian Steam Navigation Board having taken into consideration the points urged by Captain Thos [Thomas] Smith and also by his legal advisers, is of opinion that the charge prepared against him has been sustained, but taking into consideration Captain Smith’s previous good conduct and character, the board suspends his master’s certificate No 227 issued by this board for a period of six calendar months from this date – Robert Fullarton, Chairman. “The Victorian Steam Navigation Board having beard the statement of Captain Frederick Chapman urged in his defense to the charge of dereliction of duty as master of the Julia Percy, in having no standing order on board that vessel to be called in the event of any approaching steamer’s lights being seen, find such charge sustained, and censure him accordingly – Robert Fullarton, Chairman.” ABOUT “JULIA PERCY” The S.S. Julia Percy (later named Leeuwin ) was an iron passenger-cargo steam ship built in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. The Julia Percy was built in Glasgow by Thomas Wingate & Company, Whiteinch, in 1876 for the Warrnambool Steam Packet Company, which commissioned her for trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigation Co (1887), managed by Mr. T.H. Osborne (the company’s office was on the corner of Timor and Liebig Streets, Its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) The Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. The Julia Percy was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the “Leeuwin” but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The document is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register, VHR S413. . It is historically significant for being a rare artefact that has potential to interpret aspects of Western Victoria’s 19th century steamship trade and Victorian cultural history. The Leeuwin (Julia Percy) is listed on the Victorian Heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade. The set of seven 1858 plans shows proposed plans for the original Lighthouse Complex that was built on Middle Island in 1858-1859. The whole complex was then transferred to Flagstaff Hill in 1871. The plan, dated 1909, is for proposed additions and repairs to the Quarters at Flagstaff Hill. The plan 'Alterations and Additions' shows alternate plans for changes to the quarters at the Flagstaff Hill location. This plan has no date. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters, the Store (now called the Chart Room) and a Privy, which was not included in these plans. The Keeper’s bluestone Quarters was a cottage divided into two compartments, one for each keeper and his family. The bluestone Store was divided into three; a store, a workshop an oil store (or office). The Privy comprised of a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. The Flagstaff Hill Keeper's Quarters have had extensions and additions at various times, and these have also been removed at various other times. It shows the floor plans of the Store, Upper Lighthouse and the Quarters. The Store building has three sections; a Store, Work-Shop and Office, with an internal wall between them and separate entries. The Quarters are divided into two dwellings. The Senior Keeper’s side on the left has fireplaces in two of the three bedrooms and there is a pantry and wash house. The Assistant’s side has no fireplaces in the bedrooms and there’s no pantry or washhouse. These plans include proposed changes to the buildings. The Senior Keeper’s Quarters would have a partition on bedroom 2, a bath with plumbing and drainage, a wall moved and a built-in side porch. The Store would also have a built-in porch. The undated plan 'Additions and Alterations' (2375.9) shows alternative arrangements for water tanks, plumbing and such. WARRNAMBOOL'S LADY BAY LIGHTHOUSES- In the 1800s ships sailing from England to Australia began to use Bass Strait as a faster route to Melbourne. Small navigation errors led to many tragic shipwrecks. From 1848 lighthouses were operating along Victoria’s southern coast as a guide for sailors. Coastal towns such as Warrnambool grew and the exchange of trade and passengers were of great benefit. However, the uncertain weather changes, relatively shallow waters and treacherous, hidden rocky reefs were not suitable for a Harbour and in the 1840s and 1850s there were many shipwrecks in the area, with some even stranded in its Lady Bay harbour. A jetty was built in 1850 and a flagstaff to guide seafarers was placed up high on what became known now as Flagstaff Hill. In November 1857 the Victorian Government recommended that Warrnambool Harbour had beacons and two lighthouses to guide vessels into and out of the Harbour safely. The white light of the Middle Island lighthouse was to be used for the first time on September 1, 1859. The red light of the Beach Lighthouse, a wooden obelisk structure, was first operated on March 25, 1860, but in 1868 this light was ‘discontinued’ due to it being too low. Melbourne’s Department of Public Works decided to relocate the Middle Island Lighthouse Complex - Lighthouse, Keeper’s Quarters, Privy, Store Room and even water tanks - to Flagstaff Hill. The lower obelisk was shortened, and a protruding gallery, railing, and external ladder were added, as well as the light from the Beach Lighthouse. A green guiding light was erected on the end of the jetty. The transfer of the Complex began in March 1871. Each shaped stone of the lighthouse was carefully numbered, removed then reassembled on Flagstaff Hill. In 1872 the well was sunk behind the Lighthouse Keeper’s Cottage. The Keepers and families had left Middle Island in April and moved to Flagstaff Hill in October 1871. Vessels entering Lady Bay align the Upper and Lower Lighthouse towers during the day and the lights at night. The Upper Lighthouse is a round tower, the Lower Light is square. The Lighthouses were categorised as harbour lights rather than coastal lights, so they remain under the control of the Victorian Government’s Ports and Harbours section. The lights were originally powered by oil, then acetylene gas, later by electricity, and then converted to solar power in 1988. In 1993 the solar panel was replaced by a battery charger. A decision was made in 1936 to replace the lighthouses’ lights with unattended lights that no longer required Keepers and Assistants. At least 29 Keepers had attended to the lighthouse from its opening in 1859 to when the last official Lightkeepers left In April 1916. The Warrnambool Harbour Board rented out the Quarters from 1916 to 1936. The Board closed down but the rentals continued with other unknown landlords. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope during one of his two periods of service there. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks, and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the early 20th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. The last occupants of the Middle Island Complex were Senior Keeper Robert Deverell, his Assistant Keeper, Andrew Farncombe, and their families. They all became the first occupants at the Lady Bay Lighthouse Keepers’ Quarters on Merri Street. The Warrnambool Lighthouse Complex plans are the origin of what is now the Lady Bay Lighthouse Complex. They are a record of the people, process and departments involved in bringing the complex into fruition. The plans are significant to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The plan are significant for their connection with the important navigational function of the Lighthouses, a function still being performed to this day. The plans are also significant as an example of a product from the Public Works Department in Victoria in the mid-to-late 19th century. The structures built to these plans still stand strong. Plans for the Lighthouse Complex in Warrnambool, including Lighthouses, Keeper's Quarters and Stores. Seven of the plans are on thin fragile paper, one is on thicker, stronger paper. The drawings have been made in pens coloured red and black. They originate from Public Works in Melbourne. powder puffs, mid 20th century
Powder puffs are pieces of soft material used for the application of face powder. They may be shaped as balls or pads. Historically, powder puffs have been made of very fine down feathers, cotton, fine fleece, etc. In modern times synthetic materials are widely used for powder puffs. In addition to softness they need to hold powder. These items were used by Marjorie Burton. Marjorie Burton ( nee Whiteman), born 12 June, in Birmingham, England came to Orbost in 1995. In England she did office work – typing, shorthand and secretarial work - in accountants’ offices and also trained as a comptometrist with Burroughs in London. She came from a middle-class, working, church-going family. Her mother was a milliner who made many of Marjorie’s clothes, hats and outfits. Marjorie was married in 1938 to a salesman who later became a mechanic in the R.A.F. during WW11 These items are examples of women's cosmetics commonly used in the mid 20th century.Four round flesh-coloured powder puffs. The Postmaster-General's Department (P.M.G.) of Australia was created in 1901 with Federation taking control over all six Colonies (States) Postal and Telegraphic services within Australia to form the national Postal and Telegraphic services within Australia. The Department was administered by the Postmaster-General. This manual was produced as a syllabus of training for Army Personnel units in P.M.G's Department schools.In war times the postal organisation was a vital link between the services, the community and overseas centres. The Postmaster-General's Department co-operated with service departments in the installation and operation of radio, telephone and telegraph systems. Mrs Marion Dwyer held office at Bairnsdale Golf Club and the East Gippsland Golf Associates Association for many years, being honoured with Life Membership from both. She was also a member of the YGLU (now Golf Victoria) council for 10 years. This container is one of high quality and would have been found either in a bedroom containing small articles belonging to a woman or in an office or parlour containing small items used by the householder. The container would have been a relatively expensive item to purchase. This container has no known local provenance but it is a very attractive item from times past and one not common even when first purchased. It will be useful for displayThis is a round silver container with a plain base and the sides heavily-impressed with patterns of flowers, fronds and tendrils. There is an oval blank space on one side to insert a name or inscription. The lid is a detached one that fits over the top of the container. The lid has a curved top with the same impressed floral patterns. A history of Eltham Post Office. Australia Post: Gold brought life to the township - Diamond Valley News, Tuesday July 2, 1985, p17 On February 1, 1854, the first Eltham Post Office was established, commencing an association between the township and the Postmaster-General's Department that has continued for 131 years. At that time, the number of permanent residents would have been fairly small, probably less than 200. The discovery of gold in June 1851, at Anderson’s Creek, some five miles away, and later at Caledonia Diggings, Queenstown (now known as St Andrews), about 14 miles to the north-east, brought large numbers of prospectors passing through the township, hopefully culling the creeks and gullies for the precious metal. This additional "floating population" brought a greater demand for supplies and for communication with the outside world, and so it helped in the development of Eltham. Today, Eltham is a thriving township. It boasts an excellent shopping centre, municipal offices, court house. post office and many other amenities. Eltham continued to develop at a leisurely pace. During 1860, a total of just over 8000 postal articles were handled at the Eltham Post Office. By 1862, the mail route was "to and from Melbourne by way of Eltham and Kangaroo Ground, three times a week, by coach". There was also a branch mail that operated between Eltham and Greensborough, three times weekly. This was also conveyed by coach. Some time between 1864 and 1868 the management of the post office passed from Thomas Hunniford to his daughter, Miss Anne Hunniford, who managed the Eltham Post Office until her death in 1928. A big improvement in communication was provided for Eltham residents when a telegraph office was established at the post office in 1877. During 1923 a manual telephone exchange was provided at Eltham, the first two subscribers being J.J. O’Connor and Eltham Police Station. In 1949 the manual exchange was replaced by an automatic exchange and there were some 150 subscribers. Following the death of postmistress Miss Anne Hunniford in 1928, B.M. Burgoyne was placed temporarily in charge of the office. In 1929, J. N. Burgoyne was appointed postmaster, and he in turn was succeeded by H. C. Burgoyne in 1951. The post office was moved to a new site in 1954, but continued under the charge of Mr Burgoyne. In January 1958 there was a further change of site when the post office was raised to official status and transferred to new premises in Main Rd. William Donoghue was acting postmaster when the new office was opened. In March 1958 Mr W.E. Tovey was appointed postmaster, followed by Douglas McG. Gilmour in 1959. William Donoghue was fully appointed in 1966 and Barry Reichelt followed in 1973, prior to the present postmaster, Peter Jolly in November 1982. Peter is a young man with 18 years' experience. He commenced his training as a postal clerk at the training school in Melbourne in 1968 and was promoted to postal clerk at the Brunswick Post Office in 1969. He was finally transferred as postmaster to Fawkner Post Office in 1980. He has been at Eltham Post Office for the past 2½ years. He is married with one child and lives in Montmorency. The Eltham Post Office employs a staff of 21, of whom seven are indoor staff, 12 are postmen and two are drivers. The postmen in Eltham have an uphill battle delivering mail because of the hilly terrain. Nine of the postmen deliver mail on motorbikes, and the two delivery vans are both four wheel drives. Eltham Post Office services basically a residential area, with deliveries to 5600 homes. This is growing at the rate of 600 homes every 18 months, i.e. about 32 homes per month.
