The Dibb Report into mainland defence of Australia,1986, among other things identified the requirement for protection of key assets in Northern Australia and the possibility of involving Army Reserve (Ares) units in this thus releasing regular forces for offensive operations. Dibb also pointed out that this defined role would result in a huge lift in Ares morale. In June 1988, the 3rd Division (3Div) conducted a Tactical Exercise without Troops (TEWT), Exercise ‘Distant Trumpet’ in the Katherine- Darwin area to study problems associated with defence against low level incursions against Tindal RAAF Base. Exercise ‘Northern Explorer’ followed in October of that year when units of the 3Div including A Squadron 8/13 Victorian Mounted Rifles sent patrol groups to get a first taste of environment and conditions. Post-Exercise reports had to include recommendations re: health, equipment and adaptation of Standing Operating Procedures (SOPs) in preparation for the new role deploying to Northern Australia. The first deployment by 8/13 Vistorian Mounted Rifles was in 1988. Deployments continued i following years. In September 1993, 3 Troop (Wangaratta) VMR Squadron 4/19 PWLH commanded by Captain Kelvin Robertson deployed to NT. The training began with airfield defence at Tindal followed by a 1000km recon into Arnhem Land in four Landrovers. The troop reported on the conditions of the roads, airfields, bridges (mainly causeways) resources such as fuel supplies in the towns and infrastructure. Each troop taking different route. 3 Troop had the Northern route through Kakadu National park across the East Alligator River to Oenpelli then to Maningrida and Ramangining and south to the Central Arnhem Road and back to Tindal Air force Base. Kelvin Robertson enlisted on 6 April 1981 at Cobram where Lieutenant Dan Wyborn was the troop leader at 2 Troop A Squadron 8th/13th Victorian Mounted Rifles (2TP A SQN 8/13 VMR). He completed the Initial Employment Training Course (IET) and then an M113A1 driver’s course in March 1982. Course Senior Instructor (SI) was Captain (CAPT) John McLean and wing instructor Warrant Officer Class 2 (WO2) Mick Baxter (ex-Driving & Servicing Wing instructor at the School of Armour). He served with 2TP at Cobram as a trooper Driver/Signaller until June 1982 when he was selected for officer training. He served two years as an Officer Cadet in Course 21 at Officer Cadet Training Unit (OCTU) graduating in June 1984. He returned to 8/13 VMR and completed the 1/85 Army Reserve (ARES) Regimental Officers Basic Course (ROBC Reconnaissance), then was posted immediately as 1 TP LDR for the Hay Booligal Annual Field Exercise (AFX). In 1985 he took command of 2TP at Cobram until Nov 1987 when he transferred to C Squadron First Armoured Regiment (CSQN 1AR). This began six months full time duty in which Lieutenant (LT) Robertson completed the regular army 1/88 (ROBC Tank), and then served as CSQN's first and only ARES Leopard Tank TP LDR until the next ARES LT was trained up as 2TP LDR. He later served as the CSQN Liaison Officer (LO) on the First Brigade (1 Bde) exercise ‘Predators Advance’ and as a staff officer on a Second Division (2Div) exercise. In Jan 1991 he studied at the Reserve Command and Staff College (RCSC). Upon completion of Grade 3 he was promoted to CAPT and transferred back to a reconnaissance troop, 3TP VMR SQN 4th/19th Prince of Wales’s Light Horse (4/19PWLH) at Wangaratta. CAPT Robertson transferred to the Inactive List in 1994, but in 2011 returned to the Active List serving as Operations Captain (OPS CAPT) at Regimental Headquarters (RHQ) 12th/16th Hunter River Lancers (12/16 HRL)and later Second-In-Command (2IC) Tamworth-based Operations Support Squadron (OPSPT SQN), and at 9 day exercises at Singleton range and an exercise at Townville High Range in Protective Mobility Vehicle (PMV) Bushmasters. In 2013 after completing the ARES Grade 3 Staff Officers course in Brisbane he returned home to Jerilderie and served as 2IC A SQN 4/19 PWLH based at Latchford Barracks Bonegilla. He was awarded the Defence Long Service Medal (DLSM) in 2014. Highlights of his career included being Parade Commander for the 75th anniversary Beersheba parade in Canberra on 31 October 1992. The guard, drawn from the VMR SQN 4/19 PWLH represented the 4th Light Horse Regiment, a participant of the Charge. Then twenty years later, 2012, he was invited to speak at the Quirindi Anzac Day ceremony. On this occasion he was serving with 12/16 HRL, so in two ceremonies, 20 years apart, he had represented both the 4th LHR and the 12th LHR, the two lead Regiments that charged Beersheba. CAPT Robertson was placed on the Inactive List again in 2015. This is a set of 19 photographs taken in 1989 during 4th Field Survey Squadron’s deployment on Operation NERIGHT 89 in Queensland and the Northern Territory. It was a two-part operation in 1989 with work conducted in the areas of Camooweal and Weipa. Part 1 was the field completion of topographic maps conducted near Camooweal QLD, along the Barkley Highway on the border between NT and QLD, from the 12th of September to the 20th of October 1989. A Bell Kiowa LOH helicopter from 162 Recce Sqn supported topographic field completion. Operation NERIGHT 89 Part 2 was the acquisition of mapping control by GPS field parties utilising Texas Instruments TI4100 Global Positioning System receivers around Weipa on Cape York Peninsula from the 22nd of September to the 22nd of October 1989. Part 2 Two Bell UH-1H Iroquois helicopters from RAAF’s 35 Squadron were principally used to deploy GPS field parties. Identification photography of control points was taken by air camera operators in AAAvn Pilatus Porter aircraft from 173 Gen Spt Sqn fitted with an RC10 aerial camera. The two parts of the operation were conducted concurrently. This is a set of 42 photographs taken during 4th Field Survey Squadron’s deployment on Operation ARIGHT 93 in North Queensland from the 30th of August to the 8th of October 1993. The Survey Field Completion area of operations was Weipa near the top end of the Cape York Peninsula. Survey parties conducted field checking of topographic maps covering Bamaga, Heathlands, Weipa, Lockhart River and Strathgordon in Perentie 110 Series Survey variant FFR Land Rovers. Hand-held Trimble and Magellan GPS receivers were used to assist with navigation and to position remote isolated features. Three Bell Kiowa LOH helicopters provided by 162 Recce Sqn supported field checking operations. .1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. The proposed restructure of PCS is outlined in Annex A with redundant personnel listed in Annex B. The combined Troop is to be designated "Construction Troop" and comprises 1 Offr and 69 ORs. The role of this Tp would be to perform all digital production. It is further divided into small and Large Format Sections. This division is functionally based and reflects the hardware and software configurations now resident within the Sqn post system upgrade. .3 During the transition period leading to full implementation of the PHIO, the Army Svy Regt and DTSE (later ATSE) will at times operate concurrently whilst Army Svy Regt scales down production and progressively transfers all technical functions to DTSE. army Svy Regt and 4 Fd Svy Sqn will continue programmed production activities until declared operationally ineffective, however a contingency mapping capability will be maintained throughout the period of implementation. Implementation of the PHIO involves a number of related activities including staff recruitment, equipment acquisition and transfer of technical responsibility. This is a set of 16 photographs taken in 1985* during 4th Field Survey Squadron’s deployment on Operation NERVOSE 85 in the Northern Territory. Operation NERVOSE 85 was mounted by 4 Fd Svy Sqn in the EAST ARNHEM, VICTORIA RIVER DOWNS AND DALY WATERS areas from 26 May to 18 Sep 85. The aim of Operation NERVOSE 85 was to finalise the horizontal and vertical control for mapping at a scale of 1:50,000, to field check 40x 1:50,000 preliminary maps and to obtain mapping photography in support of the RAAF TINDAL redevelopment project. *Note –These photos were most likely taken in 1985, contrary to the ‘1987’ date annotated on the negative sleeves. The Op NERVOSE 85 Project Report available on RASVY’s web site lists a nominal roll of personnel. Photos of 4 Fd Svy Sqn taken in 1985 and 1987 provide names of posted personnel. These 18 photographs were taken at an Army Survey Regiment Open Day at Fortuna Villa, Bendigo on the 24th of February 1990. This occasion was one of several events held to commemorate the 75th anniversary of the formation of the Royal Australian Survey Corps. Although historical tours of Fortuna occurred on a regular basis, this was the first technical open day since 1972. The Royal Australian Survey Corps recognised that an Open Day was the best way for the local community in Bendigo to gain an insight into the unit’s important role as Defence’s map production agency, its technical equipment, and its economic importance to Bendigo. It also gave them an opportunity to tour through historic Fortuna Villa. This occasion is covered in more detail in page 143 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. This is a set of 16 photographs of a visit to the Army Survey Regiment, Fortuna, Bendigo by the Commander 3rd Military District BRIG P. Davies AM, ADC on the 23rd and 24th of October 1989. In this set BRIG P. Davies AM, ADC was taken on a tour through the orthophoto production area. In photos .1P to .3P and .6P BRIG P. Davies AM, ADC presented a productivity award to CO LTCOL John Winzar in Fortuna’s Ballroom. LTCOL Winzar was the CO of the Army Survey Regiment from 1987 to 1989. The WILD OR1 orthophoto projector and workstation featuring in photos .7P to.10P and .12P to .14P was introduced in the mid-1980s. It was the second-generation equipment used to orthorectify colour and monochrome film aerial photography, replacing the system introduced in 1973. This is a set of 12 photographs of contractors constructing Lithographic Squadron’s new Printing Building at Fortuna, Bendigo circa 1989. The building was purpose built to house a new computer-controlled Heidelberg Speedmaster five colour lithographic offset Printing Press. The print room was named Wayzgoose Hall after a medieval printing house festival. Wayzgoose Hall and the Speedmaster Press printing capability was commissioned by the Commander of the 3rd Military District BRIG P. Davies AM, ADC on Wednesday 27th June 1990. This is a set of 29 black & white photographs of troops from the Army Headquarters Survey Regiment undertaking ceremonial drill at the military funeral for SSGT Peter Dew on the 28th of September 1977. The location of the funeral service was at Fortuna, Bendigo. He was buried at Bendigo Cemetery in Quarry Hill. Peter Dew died in a tragic accident at home. He was fondly remembered as one of Lithographic Squadron’s colourful personalities. See item 6243.7P for photos of Peter Dew at work in Lithographic Squadron. The "Super Animal of the Year" Peter Dew Memorial Award was an award presented to a member of the squadron for a crude act. This is a set of 16 photographs taken during 4th Field Survey Squadron’s deployment on Operation ARIGHT 91 in Queensland from the 8th of July to the 5th of September 1991. The area of operations was the top end of the Cape York Peninsula, islands of the Torres Strait and the southern coast of PNG. Field parties utilised Texas Instruments TI4100 Global Positioning System receivers. Concurrent with GPS operations Doppler point positioning observations were carried out by field parties using Magnavox MX 1502 receivers on six of the control points. Two Bell UH-1H Iroquois helicopters from RAAF’s 171 COMD and Liaison Squadron were primarily used to deploy GPS field parties.
