Junction Dam is a reinforced slab and buttress type construction and was commenced in February, 1940 by Lewis Construction Company. Stiff leg derricks were erected at appropriate locations at the site of the dam and used for the disposal of excavated material and the placing of concrete. A rock crushing and screening plant was established at a site a short distance upstream from the dam site and concrete was supplied from a central mixing plant placed close to the upstream toe of the structure. The SEC took over the construction in April 1942 and the dam wall was completed in March, 1944. Bogong township was commenced in early 1940 with the construction of a workmen's camp housing 96 men, (known as Junction camp). Construction of housing for families commenced shortly after. Junction (Lake Guy) Dam is a 'slab and buttress' type wall. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946Photos of the construction of the Junction Dam detail the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. Australia at this period in time, experienced a surge of population (influx of World War II refugees), which was the catalyst for developing and undergoing an enormous hydroelectricity program for the Alpine regions, both in Victoria and New South Wales. This program was initiated to supply electricity to the major southern Australian cities of Adelaide, Melbourne and Sydney. It was thought that these developments would reduce, if not eliminate, the requirement for coal driven power stations. Bogong Primary School opened in 1941 to provide an education for the employees of the State Electricity Commission of Victoria. The school had up to date equipment and received glowing reports from school inspectors. It closed c1986.The Bogong State School was opened for the children of S.E.C.V. workers who lived in Bogong in a remote part of north east Victoria. In December of 1939 the excavation of a diversion tunnel was commenced to divert water from the East Kiewa River to allow construction of the dam wall. This was completed in February, 1940. Lewis Construction Company had the contract with excavation starting in February and the first batch of concrete placed in September. In 1942 the SECV took over the construction and the wall was completed in March, 1944. This booklet was produced to advertise Bogong Village and surrounding areas. The photos depict the area's buildings and equipment being used at the time. Bogong Village housed the State Electricity Commission of Victoria's employees working on the Kiewa Hydro Electric Scheme which began in the 1930's and finished in the 1960's. Maisie describes her visit in May 1958 giving an insight into the area including the weather and the roads.The photos indicate what the area around Bogong looked like c1958 towards the end of construction but before the bush grew back after the 1939 fires at Bogong village and after construction of the shopping centre at Mt Beauty. After World War II, the Kiewa Hydro-Electric Scheme was started in the Kiewa River Valley by the State Electricity Commission of Victoria. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the hydro scheme as skiing was a popular recreation. Many of the hydro employees were of European background and had grown up enjoying skiing and snow sports in their homelands and were keen to continue to pursue their winter sports interests. The first lift, a rope tow, was built at Falls Creek in 1951 and the first chairlift in Australia was constructed there in 1957. Two T-Bars were opened in 1961. In 1964, the Victorian Municipal Directory recorded that Falls Creek had 29 ski club lodges and 16 commercial lodges. The area became a popular tourist destination for both winter and summer sports.Employees of the State Electricity Commission of Victoria in the Kiewa River Valley were the earliest skiers on the Bogong High Plains and built one of the first ski lodges at Falls Creek. They were amongst those pivotal in the development of the skiing and tourist industry at Falls Creek and on the Bogong High Plains. Bogong Village was built for the workers of the State Elecricity Commission of Victoria who were employed to construct the Kiewa Hydro electric Scheme. The Bogong Village was originally constructed (1937-1940) by the State Electricity Commission to house, engineers and construction workers working on the Kiewa Hydroelectric Scheme. These workers were initially settled in 26 houses and were mainly of European heritage. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. This photograph shows the village before beautification for tourism was introduced and "bare bones" homes and village usage existed.This photo clearly presents a period of restricted human occupation of a very fragile Alpine environment(up to 4000 workmen involved). This was the beginning of a planned and controlled form of sustainable tourist orientated development of the Victorian Alps and high plains region. The Bogong Township was the base camp for workers employed by the State Electricity Commission. The Bogong Township (circa 1930s) was constructed by The State Electricity Commission of Victoria as a base camp for construction workers under the Kiewa Hydroelectric Scheme starting in 1938. The Scheme employed 4000 men during its construction phase. A small number were first housed at Bogong Village and when required the Mount Beauty Township was established(1949). Construction at the dams and Power Stations was interrupted during World War II. June 1951 started construction at full pace. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds(gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry.Scanned copy of original black and white photo. Mt Beauty Camp- The new State Electricity Commission construction camp at the head of the Kiewa Valley was for workmen on the second power station in the project expected to be the most modern and best equipped in Australia… In contrast to the early Kiewa days of horses and canvas tents, the new camp, with its modern amenities, compared favourably with any country town. Administration of the Kiewa Scheme was moved from Tawonga to Mount Beauty in 1946. The first house in Mount Beauty, in Hollonds Street, was occupied by the co-op store manager from November 1946. The new Mess Hall at Mt Beauty was opened with much ceremony in early November 1946. The houses up to Nelse street were erected from 1946 onward and then the township was extended beyond Nelse Street in 1950. The workmen's camp was enlarged in 1950 to the extent of providing accommodation for a total of 1,200. Bogong Camp - In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. Both Bogong Village and Mt Beauty were developed to accommodate workmen on the Kiewa Hydro Electric Scheme but have since become centres for tourism and a range of outdoor activities.1. The Bogong United Church began in Bogong Village under a non-resident Methodist in the year 1946 as a measure of convenience. The book was produced for a day of celebration to mark the 10th anniversary of the Church. In 1956 the Bogong United Church met for worship in Bogong, Mongan's Bridge, Mt Beauty and Tawonga and for Fellowship & Service there were 7 different groups mostly meeting in Mt Beauty. Minister at the time was Rev. John Goodluck, resident at 18 Kiewa Crescent, Mt Beauty.The Bogong United Church celebrated 10 years of co-operation with the Methodist and Presbyterian churches and was one of the first churches to do so. It is also significant because it also states the problems the church is facing in 1956: "Dependency on outside support. Inadequacy in state school visits. Extension on Fellowship visitation. Unity with other United Churches. "Let's keep Christmas" campaign and Representation at national convention". The information on this card is of interest to researches / students studying religion. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. Construction of Clover Power Station commenced in July 1941 and both turbines were in service by May 1945.Clover Power Station and Junction Dam were part of the Kiewa Hydro Electric Scheme constructed by the State Electricity Commission of Victoria. SECV official photographers took photographs of most stages of construction of the Hydro Electric Scheme and referenced each photo with a number and dating system as an historical record and for reference for other projects. Megger as the device was called, is in fact its brand name. It is a device that supplies a DC (direct current as per car batteries) voltage to enable testing of electrical apparatus. This particular device produces 250volts DC when the handle is turned vigorously. If an electrical device, such as a kettle or toaster, blew a fuse or tripped a circuit breaker, when switched on, then it must be checked electrically before any more use. Following the repair of the faulty item a megger would be used to check if either of the AC 240volt plugs leads were touching the metal case (earth). The output leads of the megger would be connected with one to the earth (metal case) and the other to each of the power connections in turn. A good megger reading of 50,000 ohms (resistance) would enable the device to be returned to service. A reading of zero ohms resistance would mean that it would again blow a fuse, and was therefore unsafe to use. In the electrical industry e.g. the former State Electricity Commission, a megger would be used to test lots of similar item in sequence. Because of the vigorous job of winding the handle, two persons were often used to save time. One would crank madly whilst the other shifted the leads. This particular megger is of a small voltage, but other meggers are bigger and have a few ranges of DC voltages able to be selected. The optimal megger for large Generating machines was motor driven megger. This was applied to the device being tested for a duration of approximately 30 minutes with reading of the resistance taken at regular intervals.All equipment belonging to the State Electricity Commission of Victoria was labelled with a metal plaque attached to it. The SECV constructed the Kiewa Hydro Electric Scheme in the Upper Kiewa Valley and on the Bogong High Plains. The scheme began in 1938 and finished in 1961 when this megger was used and also possibly later as the SECV remained to maintain and operate the Scheme. This megger is of significance in relation to the advancement of technology.A rectangular box in dark brown bakerlite casing. It has an agent's plaque fixed to the left of the face and on the right is the marker's recessed stamp. In the middle in a transparent window so the level of ohms can be read. The front also has two recessed fixing knobs in black. On one side is a crank handle with a knob that lifts up and is turned vigorously to create the voltage. The back has four recessed screws and four small leather pads. There is a hole on each side to insert wires. There are two copper insulated wires. When this AVOMETER was being utilised in the early 1950's it was at the "leading" edge of electrical measuring instrumentation.The first meter was produced by Automatic Coil Winder and Electrical Equipment Co. in 1923. This model was produced in the time from 1933 to 1951 when it was superseded by the most popular model, Model 8 (1951 to 2008).This AVO meter brought the measuring of three electrical power indicators i.e., amps, volts and ohms into one measuring unit. By using a "one fits all" unit, the carrying of separate measuring devices was reduced considerably. The need for a mountainous and a large area of operational requirements, such as the SEC Vic Kiewa Hydro Electricity Scheme, to minimise the weight of equipment carried by electricians and technicians was of the utmost relevance. The significance of this meter to the Kiewa Valley region relates to the impact of modern technology (at that time) upon a mainly rural environment. This equipment shows how the boost of "modern" equipment into the area because of the "Hydro Scheme" was facilitated a lot faster than would have taken under "normal" evolutionary time. The speed of information on all "new technology" had a relatively slow assimilation rate to those living in rural communities. This AVOMETER is a Model 7 MKII, production pre 1951. This meter measures electrical Amps, Volts and Ohms and has two internal batteries for its power. The main casing is made from aluminium with a bake-lite front. The front has a "window" detailing, with a needle pointer, the amount of electrical power being tested. There are two big dial switches, detailing Direct Current(DC) and Alternating Current(AC) when reading measurements of Ampere, Voltage and Ohms for power. This meter took the place of three or four meters used earlier. Modern meters (2000 onwards) have become digilised and are considerably lighter in weight and smaller. There are two electrical connection leads (one black and one red) each has a removable clasp and is 125cm long.Molded on the front centre panel " UNIVERSAL AVOMETER". When this AVOMETER leather case was being utilised in the early 1950's it contained the "leading" edge of electrical measuring instrumentation.The first meter was produced by Automatic Coil Winder and Electrical Equipment Co. in 1923. This model was produced in the time from 1933 to 1951 when it was superseded by the most popular model, Model 8 (1951 to 2008).This leather case which holds its AVO Meter brought the measuring of three electrical power indicators i.e., amps, volts and ohms into one measuring unit. By using a "one fits all" unit, the carrying of separate measuring devices was reduced considerably. The need for a mountainous and a large area of operational requirements, such as the SEC Vic Kiewa Hydro Electricity Scheme, to minimise the weight of equipment carried by electricians and technicians was of the utmost relevance. The significance of this meter to the Kiewa Valley region relates to the impact of modern technology (at that time) upon a mainly rural environment. This equipment shows how the boost of "modern" equipment into the area because of the "Hydro Scheme" was facilitated a lot faster than would have taken under "normal" evolutionary time. The speed of information on all "new technology" had a relatively slow assimilation rate to those living in rural communities. The use of solid leather carrying bags for transporting equipment up and down the mountains provided some form of protection against bumps and dust.This carry case for its AVO meter has an outer leather covering with an inner thick cardboard liner. The case has two mild steel buckles but stitched onto one side but no lid to fasten down. The sides are stitched together with strong tick twine. On either side there are small strap holds. On the bottom are four large chromed metal lugs acting as feet to keep the bottom from lying flat on any floor. Skiing was first done at Falls Creek with the building of the towns of Bogong and Mt Beauty. European workers to the Hydro scheme thought that Falls Creek would make a good skiing village. The first ski lodge being opened in 1947. These skiis would have been used in those first seasons of Falls Creek and used by the first skiers of the time from 1945 onwards.These skiis are historically and socially significant, as they would have been one of the first type of skiis used at Falls Creek, one of Victoria first ski resorts, and used by the pioneers of skiing in Victoria. This item has good interpretive capacity as it shows the style of skiis that were used in the 1940's and they are a good comparative item against modern skiis. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. These 4 black and white photos are very clear and are of Bogong in the 1940s when the Kiewa Hydro electric Scheme was being constructed. Bogong was the first construction site. Bogong was a township and construction site for the Kiewa Hydro Electric Scheme built by the State Electricity Commission of Victoria. These photos in the early 1940s (during WW2) tell the story of fire, flood and living conditions with the inference of transport being horses in 1940 compared with its development in 1944.1. Mt Beauty township, at the head of the Kiewa Valley, is situated at the foot of Mt Bogong. The town was established by the State Electricity Commission of Victoria during the construction of the Kiewa Hydro Electric Scheme on the High Plains.Mt Beauty is a popular tourist resort. The main highway from Mt Beauty to the Bogong High Plains is most picturesque throughout the year. During the winter months, Falls Creek provides access to Falls Creek Ski Village for snow sports. Tawonga, 6.5 km north of Mt Beauty, is famed for its trout fishing and camping on the Kiewa River. Deciduous trees make a show of colour during Autumn. The postcards are of historical value showing photos taken at an earlier time.The postcards can be compared to the attractions of the time as they do not include cycling (mountain bikes and road bikes), snow boarding, gliding and paragliding. Ski-Horizon is the official journal of the Federation of Victorian Ski Clubs which began publication in 1949. The were 26 original member clubs which included Albury Ski Club, Bogong Ski Club, Myrtleford Ski Club, Tallangatta and District Ski Club and Wangaratta Ski Club. Two pioneers of Falls Creek, Tom Mitchell, M.L.A., and Martin Romuld were Vice-Presidents of the Federation.This Journal is significant because it documents the early development of skiing in Victoria.The journal features stories and events chronicling developments in Victoria and internationally.
