September Meeting (Newsletter No. 152, Sep. 2003) This meeting is one in an occasional series where we get together a panel of speakers to talk about a particular aspect of Eltham's history, its character or its people. As has been the case for past speaker panels, we have organised a buff et dinner to precede the meeting and details of this are given below. Eltham has a well-known tradition of building with mud brick, second hand materials and other innovative or uncommon materials. Although this trend dates mainly from the 1930 's there are examples from the pioneer days of Eltham. Part of the Brocksopp house at Eltham South is an 1850' s mud brick construction by George Souter. But the alternative building tradition in Eltham really began at Montsalvat in the 1930's. Justus Jorgensen's building complex of earth construction, stone and items from wreckers' yards inspired a number of builders and owner builders, particularly in adopting mud brick or adobe as their building medium. The tradition continues today with our area remaining home to a relatively high proportion of builders using these alternative materials. The panel we have selected to talk on this subject are either builders in the Eltham tradition or have had close contact with builders of the past. The panel will be introduced by Russell Yeoman who will talk briefly about George Stebbing, an early Eltham builder responsible for many of our remaining historic buildings, but known for traditional buildings of his time rather than the later buildings which give Eltham its particular character. The panel members are as follows:- • John Pizzey, architect. John will speak on the work of Alistair Knox designer and builder in mud brick and the person who has most contributed to the environmental building traditions of Eltham. • Peter Jarvis who will talk about his own work as a builder in mud brick and his views on traditional and modern construction methods. • Leigh Wykes, a present day builder of stone houses, will talk about his own work in the district and its relevance to Eltham traditions. • Diana Bassett-Smith will talk about her experience with owner-builders constructing their earth houses in Eltham in the 1950's. Pise and mud brick presented a cheap building material provided that you could do it yourself or persuade your friends to help. Prior to the meeting there will be a buffet dinner of casseroles and other courses prepared by some of our members. We will be starting at 6.00pm with dinner scheduled for 6.30. The first Presbyterian gathering was held in Wycheproof in 1876, this led to the organization of a congregation and the building of a church. The first church was in Charles Street on the north side of the Mount. It served the congregation for twenty years. This brick was salvaged by the donors, members of PMHPS and former residents of Port Melbourne from the ruins of the Art Deco Mission to Seamen also known as King George V memorial building, built in 1937 by Harry Norris and demolished in 1995. Used in their former courtyard the donors, who recently moved to Docklands offered the brick to MTSV when they sold their Port Melbourne house in 2017.One of the few remaining tangible materials from the architecturally significant Mission to Seamen, the George V Memorial building dedicated in 1937 and demolished in the 1990s. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is made from hand made bricks laid in a Flemish bond pattern. In the 1960s it was marked for demolition to make way for the construction of new council buildings but a community campaign saved the cottage and it was re-located. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). The c1950s Jelbart residence and the c1945 barn, the garden and the gate posts and the surrounding site to the extent of the title boundaries. How is it significant? The Jelbart house and barn are historically and architecturally significant to the Shire of Nillumbik. The garden and the gate posts are historically and aesthetically significant to the Shire of Nillumbik. Why is it significant? The Jelbart house and barn are historically significant because they are unusually large and because together they comprise one of the oldest groups of substantial mud brick buildings erected during the 20th century in the Shire of Eltham and foreshadow the large mud brick residences of the 1960s and 1970s for which the area is well known (Criteria A & B). The buildings are architecturally significant because their construction (using timber post framing and mud brick walling) is a characteristic feature of what became known as the 'Eltham style'- which was prevalent in the area during the mid and latter parts of the 20th century (Criteria D & A). The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes.
